Detailed description of the project: The aim of the project is to establish a municipal and interurban cycling network between Fonyód — Buzsák-Csistapuszta (Csisztafürdő). The aim of the facility is primarily to promote occupational mobility both within and between municipalities. Fonyód provides a significant amount of employment capacity in the region, and Buzsák-Csisztapuszta (Csisztafürdő), a reception area that also provides employment, is now directly connected, and labour flows between settlements are two-way. In terms of the use of services (Csisztapuszta — bath and regeneration, Fonyód — public services, other market services) there is the same dual-directional traffic demand. The facility connects to Balatoni Bringakörút within Fonyód, so it is also a direct connection to the settlements along the boulevard, which is why the facility is expected to meet significant cycling tourist needs during the summer tourist season. Technical and technical content of the project: Fonyód is affected by the Balatoni Bringakörút, to which this development project intends to join. On the sidewalk next to main road no. 7, the existing section of the bicycle track stretches on the pavement, marked only by signposting, from the Kossuth square in Lowerbélatelep to the road crossing on Szent István Street. Here, close to the railway station, the existing route leads to the north side of the railway with a full barrier crossing, and continues east on Bath Street, towards Fonyódliget. The locally managed roads of the city are busy, such as traffic in the city centre and parking areas, especially in the planning of the project. St. Stephen’s Street and Turul Street are an inner boulevard. Csisztapuszta (Csisztafürdő) is administratively part of Buzsák, Fonyód connects to Csisztapuszta only by a narrow private road, so we wish to take the bike network to Csisztapuszta on an independent trail. Details of the technical results: In the inland area of Fonyód we plan to access the existing cycling network with network classification “B” trails. We make it possible partly with network elements to be identified on existing streets and partly with sections of cycle paths to be built independently. Crossings and crossings along main road 7 are planned according to the attached site drawings. The necessary precise traffic solutions will be developed in the permit and construction plans, taking into account the road operator’s consultations, if the project receives support. In Turul Street, from Csisztai út to Jegenye Street, on the south side, we design a separate, new bike path with a useful width of 2.00 m, the asphalt width is 2.30 m. We plan a directional cycling trail on the western section of Turul Street, as well as in the Kupa Fén u., Szent István u., Lőcsei u., Dobó I. u., Hegyalja u., Christmas S. streets, as well as in the one-way streets of Napray and Rainbow in one direction. They are marked with bicycle pictograms, accompanied by warning signs “Bicyclers”. On the outskirts we planned the construction of a two-way bicycle road with separate lines and network classification “B” separated from the private road Fonyód — Fonyód-Csisztapuszta. The cycle path has a standard 2.25 m useful width, 2.50 m built width, and here it will also be regulated with standard cladding marks and boards. The location of the bike path will be arranged between Buzsák and Fonyód Municipalities and will prepare for a new embankment separate from that of the road, on purchased and removed land parcels. The passage through the Oriental main canal will take place by raising the existing earthworks or by building a separate new bridge, according to the detailed plans. On the M7 motorway overpass, cyclists are traversed through the existing pavement with a bicycle trail and the speed of the vehicles will have to be limited. The route and type variants were discussed with the Municipality, the Hungarian Public Road, the DDVIZIG and the Somogy County Government Office Road Administration in oral negotiations. Detailed sketches and priced design budgets were prepared on the chosen trails and its technical solutions using the 2016-1 half-year cost items available in the operation of the Agricultural and Rural Development Agency. The draft plans and the priced design budgets are made on condition that these preparatory materials can remain with the Municipality, as the present tender structure sets the planning and budgets at the permit and execution level within a deadline of 12 months: the purpose of this preparatory work is to ‘only’ carry out precise legal and technical planning and very prudent pricing in order to achieve the project objectives to be achieved, while not providing documented project support. A projekt részletes bemutatása: A projekt célja egy települési és településközi kerékpáros hálózat kialakítása Fonyód – Buzsák-Csisztapuszta (Csisztafürdő) között. A létesítmény célja elsősorban a foglalkoztatási célú mobilitás elősegítése városon belül és települések között egyaránt. Fonyód jelentős mértékű foglalkoztatási kapacitást biztosít a térségben, továbbá Buzsák-Csisztapuszta (Csisztafürdő), szintén foglalkoztatást biztosító fogadóterület kerül most közvetlenül összekapcsolásra, a munkaerő áramlása a települések között kétirányú. A szolgáltatások igénybevétele szempontjából (Csisztapuszta – fürdő és regenerálódás, Fonyód – közszolgáltatások, egyéb piaci szolgáltatások) ugyanilyen kettős irányú forgalmi igény merül fel. A létesítmény Fonyódon belül csatlakozik a Balatoni Bringakörúthoz, így a körút mentén található településekhez is közvetlen összeköttetést jelent, emiatt a nyári turisztikai szezonban várhatóan jelentős mértékű kerékpáros turisztikai igényeket is kielégít a létesítmény. A projekt szakmai-műszaki tartalma: Fonyódot érinti a Balatoni Bringakörút, amelyhez ez a fejlesztési projekt csatlakozni kíván. A 7. sz. főút melletti járdán húzódik a meglévő belterületi kerékpáros nyomvonalszakasz, csak táblázással jelölten, az alsóbélatelepi Kossuth-tér útkereszteződéstől a Szent István utcai útkeresztezésig. Itt – a vasútállomáshoz közel – teljes sorompós közúti átkeléssel vezet át a meglévő nyomvonal a vasút északi oldalára, és a Fürdő utcán halad tovább keletre, Fonyódliget felé. A város helyi kezelésű közútjai forgalmasak, így például a városközpont közlekedő és parkoló forgalmának adottságát a projekt nyomvonaltervezése során kiemelten figyelembe vettük. A Szent István utca és a Turul utca belső körútként működnek. Csisztapuszta (Csisztafürdő) közigazgatásilag Buzsákhoz tartozik, Fonyódot Csisztapusztával csak egy keskeny külterületi magánút köti össze, ezért önálló nyomvonalon kívánjuk a kerékpáros hálózatot Csisztapusztára átvezetni. Műszaki szakmai eredmény részletezése: Fonyód belterületén a meglévő kerékpárforgalmi hálózat elérését „B” hálózati besorolású nyomvonalakkal tervezzük. Részben a meglévő utcákon kijelölendő hálózati elemekkel, részben pedig önállóan építendő kerékpárút-szakaszokkal tesszük lehetővé. A 7. sz. főút mentén átkeléseket, átvezetéseket tervezünk a csatolt helyszínrajzok szerint. A szükséges pontos forgalomtechnikai megoldásokat a közútkezelői egyeztetések figyelembe vételével az engedélyezési és kivitelezési tervekben fogjuk kidolgozni, ha a projekt támogatást nyer. A Turul utcában a Csisztai úttól a Jegenye utcáig, a déli oldalon, önálló, új kerékpárutat tervezünk, amelynek hasznos szélessége 2,00m, az aszfaltozott szélessége 2,30m. Irányhelyes kerékpáros nyomot tervezünk a Turul utca nyugati szakaszán, valamint a Kupa vezér u., Szent István u., Lőcsei u., Dobó I. u., Hegyalja u., Karácsony S. utcákban, valamint a Napsugár és Szivárvány egyirányú utcákban egyirányban, elkülönítetten. Jelölésük kerékpáros piktogramokkal történik, „Kerékpárosok” figyelmeztető táblákkal kísérve. Külterületen a Fonyód – Fonyód-Csisztapuszta magánúttól elkülönített, önálló vonalvezetésű, „B” hálózati besorolású, kétirányú kerékpárút építését irányoztuk elő. A kerékpárút szabványos 2,25m hasznos szélességű, 2,50m épített szélességű, és itt is a szabványos burkolati jelekkel és táblákkal lesz szabályozott. A kerékpárút elhelyezése Buzsák és Fonyód Önkormányzatok egyeztetetten az út töltésétől különálló új töltésre készül majd, megvásárolt és kivett földrészleteken. A Keleti főcsatornán átvezetés a meglévő földmű megemelésével, vagy önálló új híd építésével történik majd, a részletes tervek szerint. Az M7 autópálya felüljárón a kerékpárosokat kerékpáros nyommal vezetjük át a meglévő burkolaton, ehhez a gépjárművek sebességét majd korlátozni kell. A nyomvonal- és típus-változatokat az Önkormányzattal, a Magyar Közúttal, a DDVIZIG-gel, a Somogy Megyei Kormányhivatal Útügyi Osztállyal szóbeli tárgyalásokon egyeztettük. A választott nyomvonalakról és annak műszaki megoldásairól részletes vázlattervek és árazott tervezői költségvetések készültek a Mezőgazdasági és Vidékfejlesztési Hivatal üzemeltetésében elérhető 2016-1. féléves költségtételek alkalmazásával. A vázlattervek és árazott tervezői költségvetések azzal a feltétellel készültek, hogy ezen előkészítő anyagok az Önkormányzatnál maradhatnak, hiszen jelen pályázati konstrukció 12 hónap határidővel szabja meg az engedélyezési és a kivitelezési szintű tervek és költségvetések elkészítését: ezen előkészítő munka „csupán” a pontos jogi- és műszaki tervezést, és nagyon körültekintő árképzést hivatott véghezvinni, az elérendő projektcélok érdekében, míg dokumentált projekt-támogatást nem szolgál.
