The project concerns the supply of photovoltaic systems to municipal buildings in the municipality of BAZ County, Kesznyéten, in order to meet their own electricity demand, and to raise awareness of the use of renewable energy among the entire population. The development contributes to and corresponds to the 1-6 goals of the BAZ Regional Development/ITP. The development contributes significantly to the fulfilment of the indicators undertaken at county level and to the sustainable use of individual natural resources. Project 60.64 CO2 (a) aims to: The direct objective of the project is to create a cost-effective operating environment for the buildings involved in the development, which significantly reduces the operating costs of the Municipality of Kesznyéten and strengthens its competitiveness. Although it can only be considered as an indirect result, the aim is to educate building users into environmental awareness as well. Overall, it can be concluded that the energy upgrades/developments covered by this tender comply with the strategic objectives of the TOP, which aim to reduce greenhouse gas (GHG) emissions from fossil fuels and encourage and promote the use of renewable energy sources. The further objective of the project is to implement an energy construction with a rational phased construction that ensures the additional investment costs of applying environmental energy utilisation in terms of operating costs with a reasonable return within a reasonable period of time. a) self-eligible and ineligible activities • Modernisation of existing indoor and outdoor lighting systems related to the building • Modernisation, replacement and/or modernisation of related heating and HMV systems • Design of a small household power plant (HMKE) photovoltaic system to meet its own electricity needs • Energy efficiency-oriented development of municipal buildings, modernisation of their external containment structures. Furthermore, other ancillary activities will be implemented. The development is carried out in a settlement belonging to the district to be developed with a complex programme. Implementation sites: Municipal cuisine, library, vigilante irodaépülete:3579 Kindergarten building: 3579. 9th Arany János Street in Kesznyéten The investment results in a very significant reduction of the environmental impact on the priority environment by using renewable energy compared to the current one. Energy calculations were carried out by a building energetic expert using the recognised quality WinWatt program developed for building energy calculations, which is the 7/2006. It was based on the provisions of Decree No 15/2000 of the Minister for National Development (V.24.) of the Minister for National Development. In determining the energy parameters of the machine equipment to be installed, the original factory/manufacturer manuals and technical specifications were used. The buildings concerned have a certified energy certificate (HET). A description of the calculated energy consumption data of the pre- and post-development state, as well as the definition and technical timetable of the operating costs were presented in the project plan. Furthermore, the concept of development has been considered (risks, their likelihood of occurrence, their management). The Municipality undertakes to reach/exceed the “nearly zero” level defined in the Decree of the Minister of Transport in one of the buildings (municipal kitchen/library AA level). The biggest fossil energy savings and GHG emission reductions can be achieved from the unit cost", it is synergistic with other TOP projects, the planned intervention takes place in municipalities below 10,000 people, the investment is not excluded for any social group and the project plan shows that the financial internal rate of return (BMR) is above -4 %. The net eligible investment cost per 1 GJ primary energy saving may not exceed HUF 110,000/GJ, in the case of planned installation of solar panel systems, the aid claimed for the part of the investment does not exceed HUF 450,000/kW. A projekt tárgya a BAZ megyei, Kesznyéten településen, önkormányzati épületek fotovoltalikus rendszerekkel történő ellátása, saját villamos energiaigény kielégítése céljából, ezen túlmenően a megújuló energia felhasználásának tudatosítása a teljes lakosság körében. A fejlesztés hozzájárul és illeszkedik a BAZ megyei Területfejlesztési / ITP-ben megfogalmazott 1-6 céljaihoz. A fejlesztés jelentősen hozzájárul a megyei szinten vállalt indikátorok teljesítéséhez, az egyedi természeti erőforrások fenntartható hasznosításához. ÜVEGHÁZHATÁSÚ GÁZOK ÉVES CSÖKKENÉSE: 2019.08.31. 60,64 CO2 a) projekt célja: A projekt közvetlen célja a fejlesztésbe bevont épületek számára költséghatékony működési környezet megteremtése, mely a Kesznyéten Község Önkormányzat működési költségeit jelentősen csökkentik, versenyképességét feltétlenül tovább erősítik. Ugyan csak közvetett eredményként lehet számolni, de kitűzött célként említhetjük az épülethasználók környezettudatosságra nevelését is. Összességében kijelenthető, hogy a jelen pályázat tárgyát képező energetikai korszerűsítések/fejlesztések megfelelnek a TOP stratégiai céljainak, amelyek a fosszilis energiahordozókból származó üvegházhatású gázok (ÜHG) kibocsátásának csökkentését szolgálják, valamint a megújuló energiaforrások használatát ösztönzik, népszerűsítik. A projekt további célja olyan beruházási, megvalósulási költségében céltudatos, racionális szakaszolható kivitelezésű energetikai konstrukció megvalósítása, amely az üzemeltetési költségek vonatkozásában a környezeti energiahasznosítás alkalmazásának többlet beruházási költségeit ésszerű időn belüli megtérüléssel biztosítja. a) önállóan támogatható és önállóan nem támogatható tevékenységek • Az adott épülethez kapcsolódó, már meglévő, kül- és beltéri világítási rendszerek korszerűsítése • Fosszilis energiahordozó alapú hőtermelő berendezések korszerűsítése, cseréje, és/vagy a kapcsolódó fűtési és HMV rendszerek korszerűsítése • Maximum háztartási méretű kiserőmű (HMKE) fotovillamos rendszer kialakítása saját villamosenergia-igény kielégítése céljából • Önkormányzati tulajdonú épületek energiahatékonyság-központú fejlesztése, külső határoló szerkezeteik korszerűsítése által Továbbá megvalósulnak egyéb járulékos tevékenységek. A fejlesztés komplex programmal fejlesztendő járásba tartozó településen valósul meg. Megvalósítási helyszínek: Önkormányzati konyha, könyvtár, polgárőr irodaépülete:3579 Kesznyéten, Béke tér 33. Óvoda épülete: 3579. Kesznyéten Arany János utca 9. A beruházás a megújuló energiahasznosítással a kiemelt környezetre vonatkozó környezetvédelmi hatások tekintetében a jelenlegihez képest igen nagymértékű csökkenő terhelést eredményez. Az energetikai számításokat épület energetikus szakértő végezte, az épületenergetikai számítások céljára kifejlesztett, elismert minőségű WinWatt program segítségével, amely mindenben a 7/2006. (V.24.) TNM rendelet előírásain alapult. A beépítésre kerülő gépi eszközök energetikai paramétereinek meghatározása során az eredeti gyári/gyártói gépkönyvek, és műszaki leírásokat vettük alapul. Az érintett épületek rendelkeznek hiteles energetikai tanúsítvánnyal (HET). A fejlesztés előtti és utáni állapot számított energiafelhasználási adatainak bemutatása, valamint a működési költségek meghatározása és szakmai ütemterve a projekt tervben került bemutatásra. Továbbá a fejlesztési elképzelés mérlegelésre került (kockázatok, bekövetkezési valószínűségük, kezelésük). Az Önkormányzat a TNM rendelet által definiált „közel nulla” szint elérését/meghaladását vállalja, az egyik épületben (önkormányzati konyha/könyvtár AA szint). Az egységnyi költségből a legnagyobb fosszilis energia-megtakarítás és ÜHG-kibocsátás csökkentés érhető el”, más TOP projektekhez szinergikusan illeszkedik, a tervezett beavatkozás 10.000 fő alatti településen valósul meg, a beruházás nem kirekesztő egyetlen társadalmi csoport számára sem és a projekttervből kiderül, hogy a pénzügyi belső megtérülési ráta (BMR) -4 % feletti. 1 GJ primerenergia-megtakarításra vetített nettó elszámolható beruházási költség nem haladhatja meg a 110.000 Ft/GJ értéket, napelemes rendszerek tervezett telepítése esetén, a beruházás-részre igényelt támogatás nem haladja meg a 450.000 Ft/kW. Minden megkezdett 1.500.000 Ft igényelt támogatás esetén 1 CO2 egyenérték (t) ÜHG megtakarítást vállal a projekt, illetve az épületek fejlesztés előtti energiaigénye meghaladja a 200 kWh/m2a értéket. A középületek száma: 2 db, illetve a településen a rosszabb energiahatékonyságú épületek lettek bevonva, illetve a fejlesztés szervesen kapcsolódik a 2007-2013-as időszakban közösségi forrásból finanszírozott operatív programból elnyert korábbi fejlesztéshez, hozzájárul annak folytatásához.
