In the framework of this project, the Municipality of Tata, on the basis of its local town planning plan, aimed at the development of a district classified as green surface. The direct aim of the project is to develop the field and forest area of the action area, to create outdoor entertainment and sports facilities. As a result of the development of the project, the Municipality of Tata will create a long-term sustainable venue that hosts many cultural events and sports opportunities. The part of the city developed in the framework of the project, according to the current ITS, is part of the 3. Part of the action area (Old Lake environment), its extreme element. The delineation of the action area defined in the current ITS does not correspond to the area developed under the present project (the parking spaces are outside the action area), and the municipality accordingly initiates an amendment of the ITS. The main development objective of ITS is to develop the possibility of healthy lifestyles and physical activity by defining specific interventions. The 3 rd action area is the most sparsely populated area of the city centre, all this can be justified by the nature conservation classification. The action area is typically greenfield, covering the north-eastern coast of the Old Lake. The construction park is located in the north-western part of the action area, which is the implementation site of this project. On the western edge of the area there are business lines, the Ivy House is located on the east side of the area, which is managed by local forestry. The area covered by the development concerns the following topographical numbers: 3167/4 4012/16 4017/11 4013 4016 4006 4008 (4012/6 is a sewage bridge situated in the area affected by the development, which is managed by the Hungarian State and is therefore not part of the project. ) Detailed professional content of the development The building park of Tata City will be renewed as follows: Activity A: • Design and reconstruction of active urban recreational green spaces.; The project involves the renewal of the Builders’ Park, in which the infrastructure for recreational and recreational activities will be implemented. A playground of 600 m² and a skill development adventure park will be built for young children on 900 m². Sports facilities include the fitness park and the complex sports field with a total surface area of 2.500 m². A total area of 9 000 m² will be used to improve the quality of green surface. Activity B: Private capital recovery: In parallel with the implementation of the project, the manager of the municipality-owned Ivy House in the target area will create a commercial and service space for the sale of products that meet local specificities. Soft activity: The soft activity planned in the project is a municipal-controlled awareness-raising activity related to the development. During the awareness-raising, the applicant plans to inform the local population about climate change and energy saving. The awareness-raising programme includes events (e.g. waste collection), competitions where participants can learn energy-conscious knowledge in a playful way. The development and implementation of the awareness-raising training programme will be implemented from an external resource. Optional activities that are not eligible on their own: • Purchase of equipment necessary for the proper use of the site (street furniture); In addition to the purchase of equipment for leisure activities in the area, street furniture to facilitate less active pastime is also purchased, thus ensuring that apart from the athletes, other residents visit the Builders’ Park as well. • Renovation of building stock; The renovation of the public toilet in the park is also carried out in the framework of this project. • Complementary infrastructure improvements; In the action area, rainwater collectors are built, public utilities are changed and street lighting is upgraded. As an element outside the project, the local government carries out the construction of the parking space and the construction of the surveillance system from its own resources. • Accessibility; • Publicity; • Partnership planning The remaining three activities will be carried out according to the specifications of the call for proposals. Technical-professional results The most important result of the project is that the neglected Builders’ Park in the city centre will be greened and renewed. Projekt részletes tartalma Jelen projekt keretében Tata Város Önkormányzata, a helyi településrendezési terve alapján zöldfelület besorolású városrész fejlesztését célozta meg. A projekt közvetlen célja az akcióterületen található mező és erdős területének fejlesztése, szabadtéri szórakozási és sportolási lehetőségek kialakítása. A projekt keretében megvalósuló fejlesztések eredményeként Tata Város Önkormányzata egy olyan hosszú távon is fenntartható helyszínt hoz létre, amely otthont ad számos kulturális eseménynek és sportolási lehetőségnek. Célok illeszkedése A projekt keretében fejlesztett városrész a hatályos ITS szerint részben a 3. Akcióterület (Öreg-Tó környezete) része, annak szélső eleme. A jelenlegi ITS-ben megfogalmazott akcióterületi lehatárolás nem egyezik a jelen projekt keretében fejlesztett területtel (a parkolóhelyek az akcióterületen kívül esnek), az önkormányzat ennek megfelelően az ITS módosítását kezdeményezi. Az ITS fő fejlesztési célként az egészséges életmód és testmozgás lehetőségének fejlesztését tervezi konkrét beavatkozások meghatározásával. Fejlesztés helyszíne A 3. akcióterület a belváros legritkábban lakott területe, mindez a természetvédelmi besorolással indokolható. Az akcióterület tipikusan zöldmezős jelleget ölt, az Öreg-tó Észak-keleti keleti partját öleli fel a terület. Az akcióterület Észak-nyugati területén helyezkedik el az Építők parkja, amely jelen projektben a megvalósítási helyszíne. A terület nyugati szélén üzletsorok helyezkednek el, a terület keleti felén található a Borostyán-ház, amely a helyi erdészet kezelésében van. A fejlesztéssel érintett terület az alábbi helyrajzi számokat érinti: 3167/4 4012/16 4017/11 4013 4016 4006 4008 (4012/6 a fejlesztéssel érintett területen elhelyezkedő szennyvízátemelő, amely a Magyar Állam kezelésében van, így nem a projekt része. ) A fejlesztés részletes szakmai tartalma A projekt keretében Tata Város Építők parkja kerül megújításra az alábbiak szerint: Tevékenység A: • Városi aktív rekreációs zöldfelületek kialakítása és rekonstrukciója.; A projekt keretében az Építők Parkjának megújítása történik meg, amelynek keretében szabadidős és rekreációs tevékenységeknek helyt adó infrastruktúra valósul meg. Kiépül kisgyermekek számára egy 600 m2 alapterületű játszótér, illetve egy készségfejlesztő kalandpark 900 m2-en. A sportolási lehetőségeket a fitnesz park és a komplex sportpálya jelentik összesen 2.500 m2 alapterületen. Összesen 9000 m2 alapterületen történik meg a zöldfelület minőségének javítása. Tevékenység B: Magántőke bevonásával megvalósuló gazdaságélénkítés: A célterületen elhelyezkedő önkormányzati tulajdonban lévő Borostyánház kezelője a projekt végrehajtásával párhuzamosan a helyi sajátosságoknak megfelelő termékek árusítását végző kereskedelmi és szolgáltató helyiséget fog létrehozni. Soft tevékenység: A projektben tervezett soft tevékenység a fejlesztéshez kapcsolódó önkormányzati vezérlésű szemléletformálási tevékenységet jelent. A szemléletformálás során a helyi lakosságot tervezi a pályázó tájékoztatni a klímaváltozással, energiatakarékossággal összefüggésben. A szemléletformálási program keretében sor kerül rendezvények (pl. hulladékgyűjtés), versenyek megszervezésére, ahol a résztvevők játékos módon sajátíthatják el az energiatudatos ismereteket. A szemléletformálási képzési program kialakítása és lebonyolítása külső erőforrásból kerül megvalósításra. Önállóan nem támogatható, választható tevékenységek: • A terület rendeltetésszerű használatához szükséges eszközök beszerzése (utcabútorok); A területen a szabadidős tevékenységekhez szükséges eszközök beszerzése mellett a kevésbé aktív időtöltést elősegítendő utcai bútorok beszerzése is megtörténik, ezzel biztosítható, hogy a sportoló lakosok mellett a többi lakos is meglátogatja az Építők parkját. • Épületállomány felújítása; A parkban található nyilvános illemhely felújítása is jelen projekt keretében történik meg. • Kiegészítő infrastrukturális fejlesztések; Az akcióterületen sor kerül csapadékvíz gyűjtő kiépítésére, közműkiváltásra, illetve közvilágítás korszerűsítésére. Projekten kívüli elemként a parkolóhely kialakítását és a térfigyelő rendszer kiépítését az önkormányzat saját forrásból végzi. • Akadálymentesítés; • Nyilvánosság biztosítása; • Partnerségi tervezés A fennmaradó három tevékenység a pályázati felhívás előírásainak megfelelően történik majd meg. Műszaki-szakmai eredmények A projekt legfontosabb eredménye, hogy a város központjában lévő elhanyagolt Építők Parkja zöldítésre, megújításra kerül.
