The project owner is Zirc Municipality. Our strategic goal is to implement urban environmental improvement measures and economic development interventions. Objectives of the project: long-term cooperation between the local government and local businesses, the coordination of planned developments by public and private actors, which will lead to economic development and employment growth in addition to the renewal of the urban environment. Main activities: 1. The green surface is renewed in Rákóczi square. 2.Developing a local marketplace in the city centre. These targets are fully aligned with the objectives set out in the ITS. Medium-term thematic objectives at urban level as defined in ITS: —Economic development and job creation based on local conditions: PL: Attracting newcomers with high value added jobs. — Encouraging, supporting and facilitating market access for local and regional products (agricultural catchment area), development of the necessary infrastructure (creation of a local producer market) -Conservation of the values of the natural and landscape environment, development of urban infrastructure: Development of the green surface system of the city. The development is in line with the goals of the County’s Integrated Territorial Programme (ITP-1, 2, 3, 4). Target group of the project: it is primarily the entire population of Zirc. On the second line the city is visiting Hungary and foreign tourists and visitors. The areas in which the developments took place are located in the City Centre action area, with the following objectives: Better use and quality development of tourist attraction; Development and creation of tourist attractions; Further complex and infrastructural development of Rákóczi Square; Strengthen the role of regional and service providers by developing institutional services and infrastructure. The development sites can be found in the City Centre action area: The area is about 5.2 km² and is bounded by József Attila — Bajcsy Zsilinszky Endre — Blind Bottyán — Ady Endre — Deák Ferenc — Rákóczi tér — Constitutional Street — Állomás utca, closed by the Vocational Training School — and Park — Géza Gyóni — Kertész — Petőfi Sándor — Reguly Antal street and the border of the interior. In fact, Zirc’s cultural and intellectual central role is concentrated in this area of action. Here you can find the Abbey of Cistercian, the Bakonyi Natural History Museum of the Hungarian Natural History Museum, the National Széchenyi Library of the National Széchenyi Library of Reguly Antal (Ciszterc Monument Library), the Arboretum, many green surfaces. City centre action area features at district level: The area is well accessible and has a strong cultural and tourist attraction thanks to local protected buildings. Bus and train station are within easy reach of the hotel. Due to its central nature, its main function is particularly important in terms of (public) services, commercial units, cultural attractions, education, inter-urban and local transport. Its function in the municipality is least characterised by the residential function. All institutions belonging to the educational function can be found here. In addition, the city is a major area for sports and leisure, thanks to the sports field and the large green area around it. Optional self-eligible activities: a) reconstruction of the urban green infrastructure network may be supported in the designated action area: 1) increasing plant surface, habitats and biodiversity, reconstruction of green surface plant stock, weed control/removal of sick trees as a one-off intervention, and care work. activity C: I. As an economic recovery activity: 1. development of a market area (urban, local market, market hall) and the acquisition of physical equipment necessary for basic operation. Mandatory non-eligible activities to be carried out on its own: a) Accessibility — we implement accessibility in proportion to the project. B) Exemption of scattered asbestos — non-relevant c) Energy efficiency measures — not relevant d) Publication will be implemented on the basis of Chapter 10 of the General Conditions document. e) Deployment of basic charging infrastructure necessary for the use of electric vehicles in the environment of the investment (f) Partnership design g) “soft” elements complementing infrastructure and investment-like developments, based on a separate statement: a series of awareness-raising events and energy awareness programmes will be implemented. The municipal image element — in connection with the local market project element — will also be held for the promotion of local crafts and other products. In cooperation with the police, fire brigade and vigilante, we also plan to organise programmes to improve public safety. A projektgazda Zirc Városi Önkormányzat. Stratégiai célunk a városi környezetjavító intézkedések, és a gazdaságfejlesztési beavatkozások megvalósítása. A projekt céljai: az önkormányzat és a helyi vállalkozások hosszú távú együttműködése, a köz- és a magánszektor szereplői által tervezett fejlesztések összehangolása, amely a városi környezet megújításán túl a gazdaság fejlődését, a foglalkoztatás bővülését eredményezi. Főtevékenységek: 1.Rákóczi téren megújul a zöldfelület. 2.Helyi piactér kialakítása a városközpontban. Fenti célok az ITS-ben megfogalmazott célokhoz teljes mértékben igazodnak. ITS-ben meghatározott Városi szintű középtávú tematikus célok: -Helyi adottságokra alapozó gazdaságfejlesztés és munkahelyteremtés: pl: Magas hozzáadott értékű munkahelyeket biztosító, újonnan betelepülő vállalkozások bevonzása. - Helyi és térségi (mezőgazdasági vonzáskörzet) termékek előállításának ösztönzése, támogatása és piacra jutásának elősegítése, a szükséges infrastruktúra kialakítása (helyi termelői piac létrehozása) -Természeti és táji környezet értékeinek megőrzése, városi infrastruktúra fejlesztése: A város zöldfelületi rendszerének fejlesztése. A fejlesztés illeszkedik a megye Integrált Területi Programjának (ITP) céljaihoz (ITP-1, 2, 3, 4 célokhoz). A projekt célcsoportja: elsősorban Zirc város teljes lakossága. Másodsoron a városba látogató Magyarország és külföldi turisták, látogatók. A fejlesztéseknek helyt adó területek a Városközpont akció területén találhatóak, céljai: Turisztikai vonzerő jobb kihasználása, minőségi fejlesztése; Turisztikai attrakciók fejlesztése, létrehozása; Rákóczi tér további komplex, infrastrukturális fejlesztése; Térségközponti, szolgáltatói szerep erősítése az intézményi szolgáltatások és infrastruktúra fejlesztésével. A fejlesztés helyszínei a Városközponti akcióterületen találhatóak: A területet kb. 5,2 km2 és a József Attila – Bajcsy Zsilinszky Endre – Vak Bottyán – Ady Endre – Deák Ferenc – Rákóczi tér - Alkotmány utca –Állomás utca határolja a Szakképző Iskolával bezáródóan – valamint Park – Gyóni Géza - Kertész – Petőfi Sándor – Reguly Antal utcák és a belterület határa fogja közre. Tulajdonképpen ezen az akcióterületen koncentrálódik Zirc kulturális és szellemi központi szerepe. Itt található ugyanis a Ciszterci Apátság, a Magyar Természettudományi Múzeum Bakonyi Természettudományi Múzeuma, az Országos Széchenyi Könyvtár Reguly Antal Műemlékkönyvtára (Ciszterci Műemlékkönyvtár), az Arborétum, sok a zöldfelület. A Városközponti akcióterület Városrészi szintű adottságai: A terület jól megközelíthető és a helyi védett épületeknek köszönhetően erős kulturális és turisztikai vonzerővel bír. A busz- és vasútállomás innen könnyen elérhető. Fő funkciója - a központi jellegéből adódóan - elsősorban a (köz)szolgáltatások, kereskedelmi egységek, kulturális látnivalók, oktatás, helyközi és helyi közlekedés tekintetében jelentős. Településen betöltött funkcióját legkevésbé jellemzi a lakófunkció. Az oktatási funkcióhoz tartózó intézmények kivétel nélkül itt mind megtalálható. Emellett a sport és szabadidő tekintetében is a város egy meghatározó területe a sportpályának és a körülötte elhelyezkedő nagy kiterjedésű zöldfelületnek köszönhetően. Választható önállóan támogatható tevékenységek: a) a kijelölt akcióterületen támogatható a városi zöld infrastruktúra hálózat rekonstrukciója: 1) növényfelület, élőhelyek és biodiverzitás növelése, a zöldfelület növényállományának rekonstrukciója, egyszeri beavatkozásként gyomirtás/beteg fák eltávolítása, valamint ápolási munkák. c) tevékenység: I. Gazdaságélénkítő tevékenységként megvalósulhat: 1. piaci terület (városi, helyi piac, vásárcsarnok) kialakítása és az alapműködéshez szükséges tárgyi eszközbeszerzés. Kötelezően megvalósítandó, önállóan nem támogatható tevékenységek: a) Akadálymentesítés – projektarányos akadálymentesítést valósítunk meg. b) Szórt azbeszt mentesítése –nem releváns c) Energiahatékonysági intézkedések –nem releváns d) Nyilvánosság biztosítását az ÁÚF c. dokumentum 10 fejezete alapján megvalósítjuk. e) Elektromos járművek használatához szükséges alapvető töltő-infrastruktúra kiépítése a beruházás környezetében külön nyilatkozat alapján nem releváns f) Partnerségi tervezés g) Infrastrukturális, beruházás jellegű fejlesztéseket kiegészítő „soft” elemek: szemléletformálási rendezvénysorozat, energiatudatossági programok megvalósítására kerül sor.
