The aesthetic, health-care environment contributes to becoming a physically and mentally healthy adult. The development of a healthy lifestyle, health education is carried out through the implementation of habits, programs and sports life in kindergartens (according to our Pedagoga Programme and the National Basic Programme of Preschool Education), in addition to this, it is essential to ensure an aesthetic environment that meets the needs of the age. The building under Hr. 1165/13 was built on Kunszentmárton, Széchenyi housing estate for more than 30 years. The building has a flat roof design. In 2012, the bituminous insulated flat roof was renovated, and the exterior doors and windows of the building were replaced with plastic, heat-insulated glazing. The heating of the building was also disconnected from the old primary school (1970) system in 2008, and new gas boilers were installed, with indirect heat exchangers, and in a significant part of the rooms the old cast iron radiators were replaced: lap radiators, thermostatic radiator valves. During the year 2009 interior renovations were carried out in the course of painting, finishing and paving repairs. The crèche is set free of charge on the property. In one part of the building there is currently the City Cradle with a separate cooking kitchen (only for crèche care); in the other part of the building there is a group of Urban Nursery. The two units of destination operate well separately (in-building and sharing the playground). In view of the general technical condition of the building, the thermal insulation of the flat roof and the subsequent external thermal insulation of skeletal filling walls are necessary; refurbishment and repair of facade plaster and bricks; shading of group rooms from the terrace (with facade-mounted shielding structure, installation of vegetation), review of the mechanical network; standard design of an electrical system; revision of the existing heating system (for extensions and replacement of old cast iron radiator heat dischargers) development and modernisation of existing cooking kitchens: designing the complete kitchen technology necessary for the renovation of the existing cooking kitchen in the building. Planning of project-proportional accessibility of the building; meeting the conditions of the tender notice, e.g.: in the event of a complete refurbishment of the electrical network, the switches of the premises shall be moved to the height accessible to persons with reduced mobility; the project should ensure access to the building and at least one toilet covering all disability groups. It is also necessary to renovate the whole building’s water blocks and laundry room (replacement of coverings and sanitary ware); repair of interior coverings of the building, replacement for functions; the design of a laundry room with conversion of the existing water block in the nursery; refurbishment of the inner courtyard (playing yard), design in accordance with sectoral rules, purchase of children’s age-appropriate playgrounds with certificates of conformity, refurbishing and replacing the exterior terraces; shading solution.     Kunszentmárton Város Önkormányzatának Kunszentmárton Széchenyi lakótelepi bölcsőde és óvoda fejlesztése című támogatási kérelme a területspecifikus melléklet 1.2. pontjában szereplő, elkülönített fejlesztési célok/forrásfelhasználási keretek közül a minden megyén belüli jogosult számára elkülönített indikatív keretösszegre irányul. Kunszentmárton Város Önkormányzata mint pályázó szervezet nyilatkozza, hogy a tárgyi projektnek nincs előre látható klímakockázata. Kunszentmárton Város Önkormányzata vállalja, hogy a pályázati felhívás 3.2. pontjában előírt vonatkozó feltételeket a pályázat releváns részeire vállalja. Kunszentmárton Város Önkormányzata nyilatkozik, hogy a beruházás révén megvalósítani kívánt épületenergetikai korszerűsítés vonatkozásában nem vesz igénybe a 2014-2020-as tervezési időszak TOP-3.2.1 felhívásából támogatást, továbbá nyilatkozik, hogy ezen épületenergetikai korszerűsítést és azok költségeit, számláit elkülöníthetően tartja nyilván. Projekt műszaki szakmai tartalma: Az óvodai intézmény tekintetében egyrészt az óvoda épületének rekonstrukciója és tornaszobával való bővítése valósul meg, másrészt az épület másik részében található bölcsőde felújítása mellett férőhely bővítés valósul meg, konyhafejlesztéssel. Az épület tekintetében elmondható, hogy jelenlegi állapotában nem képes megfelelő teret biztosítani az óvodai szolgáltatások minőségi színvonalon történő működtetéséhez. Az esztétikus, egészségvédelem szempontjából is megfelelő környezet hozzájárul a testileg- lelkileg egészséges felnőtté váláshoz. Az egészséges életmód kialakítása, az egészségnevelés szokásalakítás, programok és sportélet megvalósításán keresztül történik az óvodákban (Pedagógai Programunk és az Óvodai Nevelés Országos Alapprogramja értelmében), ezen túlmenően az esztétikus, a kor igényeinek megfelelő környezet biztosítása is elengedhetetlen. A Kunszentmárton, Széchenyi lakótelep 1165/13 hrsz. alatti épület több, mint 30 éve épült. Az épület lapostetős kialakítású. 2012-ben felújításra került a bitumenes szigetelésű lapostető, továbbá az épület külső nyílászárói is ki lettek cserélve műanyag kivitelű, hőszigetelt üvegezéssel ellátottakra. Az épület fűtése is leválasztásra került 2008-ban az általános iskolai régi (1970-es) rendszerről, egyben új gázkazánok kerültek beüzemelésre, indirekt hőcserélővel, a helyiségek jelentős részében a régi öntöttvas radiátorok cseréje valósult meg: lapradiátorokkal, termosztatikus radiátorszelepekkel. 2009. évben belső felújítás során festés-, mázolási, ill. burkolat javítási munkálatok valósultak meg. A bölcsőde az ingatlanon szabadon állóan helyezkedik el. Az épület egyik részében jelenleg a Városi Bölcsőde működik, külön főzőkonyhával (kizárólag a bölcsődei ellátást szolgálja); az épület másik részében a Városi Óvoda egy csoportja működik. A két rendeltetési egység jól elkülönítetten, (épületen belüli és a játszóudvar megosztásával) működik. Az épület általános műszaki állapotát tekintve szükséges a lapostető hőszigetelése, vázkitöltő falak utólagos külső hőszigetelése; homlokzati vakolat és téglaburkolat felújítása, javítása; csoportszobák terasz felőli árnyékolása (homlokzatra szerelt árnyékoló szerkezettel, növényzet telepítésével), gépészeti hálózat felülvizsgálata; elektromos rendszer szabványos kialakítása; meglévő fűtési rendszer felülvizsgálata (bővítmény tekintetében, illetve a régi öntöttvas radiátor hőleadók cseréje szükséges) meglévő főzőkonyha fejlesztése, korszerűsítése: az épületben meglévő főzőkonyha felújításához szükséges komplett konyhatechnológia megtervezésével. Az épület projektarányos akadálymentesítésének megtervezése; pályázati kiírás szerinti feltételek teljesítése pl.: elektromos hálózat teljes felújítása esetén a helyiségek kapcsolóit a mozgáskorlátozottak számára elérhető magasságba kell áthelyezni; a projekt keretében biztosítani kell az épület bejáratának és legalább egy mellékhelyiségének az elérési útvonal biztosításával történő, valamennyi fogyatékossági csoportra kiterjedően. Szükséges továbbá az egész épület vizesblokkjainak, mosókonyhának felújítása (burkolat-, szaniter cseréi); az épület belső burkolatainak javítása, funkciókhoz szükséges cseréje; az óvodai részben meglévő vizesblokk átalakítással mosókonyha kialakítása; belső udvari (játszóudvar) felújítás, ágazati szabályoknak megfelelő kialakítás, a gyermekek életkorának megfelelő, megfelelőségi tanúsítvánnyal rendelkező udvari játszóeszközök beszerzése, külső teraszok burkolatának felújítása, cseréje; árnyékolás megoldása. Bölcsődei férőhely bővítés miatti belső építészeti átalakítása, valamint a szükséges tornaszoba, foglalkoztató kialakítása toldaléképítéssel. Az óvodai kihasználtság alakulásával kapcsolatban elmondható, hogy a katolikus óvoda megnyitását követően, 2011 óta az összes férőhelyek száma 285 fő, kivéve 2012, ekkor 310 fő, 2008-2010 között 200 fő volt, ami alatta volt a tényleges igényeknek.
