The Beneficiary has signed letters of intent that the undertakings concerned will transfer their seat/establishment to the industrial area or use the services provided by the Beneficiary. The development is currently based on local needs in Karcag. (Evaluation criterion 2.1) Implementation of the project The designer prepares the design documentation in accordance with the regulations of the licensee and the administration, which is required to be submitted to the building authority for authorisation procedure. Responsible accredited public procurement consultants and experts involved in further implementation will be selected, all of whom have relevant professional references, required qualifications and liability insurance for the project. The procurement procedure carried out by the responsible accredited public procurement consultant according to the national threshold will be carried out in order to select the contractor. The regularity of the project shall be supervised by a construction technical inspector in accordance with the provisions in force. During the construction, the building in the industrial area will be refurbished, allowing new businesses to be set up/established. The area affected by construction and renovation is 475 m². Within the framework of the investment, the following main tasks will be carried out: construction and plastering of frame fillers and masonry partitions; panel suspended ceiling structure is made using plasterboard sheet; a high roof with CREATON RONA cover of the same design as the original installation; preparation of gutters; interior and exterior doors and windows; floor coverings; painting; plastering; thermal insulation; pavement design; the horizontal aspects (accessibility, energy efficiency) (Assessment criterion 6.3.) The applicant undertakes to cooperate with the county and local employment pacts in the county.     A támogatási kérelem a „Nagykunság-Tisza-tavi térség (Karcagi, Kunhegyesi és Tiszafüredi járások) és Mezőtúr térsége –Tiszazug (Mezőtúri és Kunszentmártoni járások)” számára elkülönített keretösszeg terhére került benyújtásra. A projekt keretében a felhívás 3.1.1 B pontjából „a termelő és szolgáltató tevékenységekhez kapcsolódó meglévő épületek átalakítása, bővítése, korszerűsítése, helyreállítása, felújítása, a szükséges épületgépészeti beruházások végrehajtása” tevékenység kerül megvalósításra Karcagon. (Értékelési szempont 2.4.) Karcag lakosságszáma 20.163 fő (2015.01.01.), így a beruházás 5.000 főnél nagyobb településen valósul meg, szabad vállalkozási zónában. (TS. értékelési szempont: 2.1.; 3.1.) A fejlesztés a Karcag Város Önkormányzat tulajdonában lévő iparterületen valósul meg. (Értékelési szempont: 3.2; TS. értékelési szempont: 3.2.) A projekt kivitelezése során az iparterületen lévő épület talajnedvesség elleni szigetelésének megoldására kerül sor, a fokozott hőszigetelési szabványnak való megfelelőség kerül biztosításra, a tetőszerkezet felújítására, épület részleges akadálymentesítésre, valamint az épület energetikai korszerűsítésére kerül sor. A Kedvezményezett szándéknyilatkozatokat kötött arra vonatkozólag, hogy az érintett vállalkozások az iparterületre helyezik át székhelyüket/ telephelyüket, vagy igénybe veszik a Kedvezményezett nyújtotta szolgáltatásokat. A fejlesztés helyi igényeken alapul szándéknyilatkozatot aláíró vállalkozások jelenleg is Karcag városában működnek. (Értékelési szempont 2.1.) A projekt megvalósítása A tervező az engedélyes és szakhatósági előírásoknak megfelelően elkészíti a tervdokumentációt, melyet az építésügyi hatósághoz szükséges benyújtani engedélyeztetési eljárásra. Kiválasztásra kerül a felelős akkreditált közbeszerzési szaktanácsadó, illetve a további megvalósításban résztvevő szakértők, akik mind rendelkeznek a projekthez kapcsolódó releváns szakmai referenciákkal, előírt végzettséggel, felelősségbiztosítással. A felelős akkreditált közbeszerzési szaktanácsadó által lefolytatott, nemzeti értékhatár szerinti közbeszerzési eljárás kerül lefolytatásra a kivitelező kiválasztása érdekében. A beruházás szabályosságát építési műszaki ellenőr felügyeli a hatályos rendelkezések alapján. A kivitelezés során az iparterületen lévő épület felújítására kerül sor, lehetővé téve új vállalkozások betelepülését/ telephely létesítését. Az építéssel, felújítással érintett terület nagysága 475 m2. A beruházás keretében az alábbi főbb feladatok kerülnek elvégzésre: vázkitöltő falazatok és falazott válaszfalak építése, vakolása; táblás álmennyezeti szerkezet készül gipszkarton lap felhasználásával; létesítmény eredetivel megegyező kialakítású magastetőt kap CREATON RÓNA fedéssel; ereszcsatornák készítése; külső- és belső nyílászárócsere; padlóburkolás; festés; vakolás; hőszigetelés; járda kialakítás; parkoló kialakítás A kivitelezésbe betervezésre került horizontális szempontok (akadálymentesítés, energiahatékonyság) (Értékelési szempont 6.3.) A pályázó vállalja, hogy együttműködik a megyében létrejövő megyei, helyi foglalkoztatási paktumokkal. A megvalósítás során az alábbi tevékenységek kerülnek ellátásra: - műszaki ellenőr, - projektmenedzsment, - kötelező nyilvánosság biztosítása A megvalósításhoz tartozó egyes mérföldkövek egymásra épülnek, tartalma logikusan felépített, a felhívásban előírt feltételrendszer teljesülését előrevetíti, lehetővé teszi. A mérföldkövek az adatlapon kerültek rögzítésre. (Értékelési szempont 4.2.) Az egyes tevékenységekhez kapcsolódó időigények, kockázati tényezők és hatásaik az üzleti tervben kerültek feltüntetésre. (Értékelési szempont 4.3; 4.4.) A fejlesztés semmilyen módon nem kirekesztő egyetlen társadalmi csoport számára sem, valamennyi társadalmi csoport igényei figyelembevételre kerültek. (Értékelési szempont 9.1.) A beruházás költséghatékony módon, reális és takarékos költségvetéssel tervezett, a pályázó a belső arányokra vonatkozó előírásokat betartotta. ((Értékelési szempont 10.1.) A fejlesztés tárgyát illető beruházás vonatkozásában üzleti terv került benyújtásra a támogatási kérelem mellékleteként. (Értékelési szempont 4.2.) Illeszkedés Az Európa 2020 célkitűzései között szerepel a foglalkoztatottság arányának növelése, melyhez a projekt hozzájárul, hiszen az ipari parkban felújításra kerülő épület lehetőséget teremt vállalkozások betelepülésére. A vállalkozások hozzájárulnak a gazdasági eredmények javulásához, valamint a foglalkoztatás növeléséhez. Magyarország Kormánya a Partnerségi Megállapodásban célul tűzte ki a vállalkozások versenyképességének javítását, valamint a foglalkoztatás bővítését.
