According to point 1.2 of the Territory-specific Annex of the call, “Indicative allocations for the Jászság (Jászapáti and Jászberény districts) and Szolnok-Törökszentmiklós-Martfű (Szolnoki and Törökszentmiklós districts)” is covered by the grant application. Among mandatory non-eligible activities to be carried out on its own: C) Provision of publicity — pursuant to Chapter 10 of the General Terms and Conditions. 3.4.1.1. Technical and professional requirements: a) During the development, at least one independently eligible activity will be carried out. g) The development takes place on the properties owned by the applicants for support. Basic infrastructure of a trace nature in the relevant areas of the Industrial Park. The private property concerned will be purchased outside the project. k) Not later than the first milestone, together with the full technical documentation, an itemised design budget will be attached, which also includes the codes of the norm collection indicated by the designer for each item. o) The budget of the project was planned in a realistic and economical way, in line with market prices. This will continue to be ensured by the applicant after the entry into force of the contract. p) Business plan and CBA have been completed. u) Publicity provision is mandatory based on the guidance of the KTK 2020 document. 3.4.1.2. Equal opportunities and environmental aspects have been taken into account in the design and implementation of the project. Technical description of investment elements 1. Construction of a roundabout at the junction (Samsung) in the section 18.571 Km of the connecting road 3106: Vácszentlászló — Jászfényszaru connecting road transforming junction to increase capacity and improve traffic safety. Secure access to industrial park, ensuring traffic-dependent passage. Study plan is available. It is designed with 4 points, its main direction is 3016 j. road, right-hand side Industrial Park, left side section SAMSUNG factory approach. Junction 480 m from main road no. 32. 2. Construction of the infrastructure (electricity, water, sewage, gas) of 5.2 ha (hrs 05/183, 05/214 and 05/189) in the industrial park: Infrastructure provision of properties of 05/183 and 05/189 as investment destinations. Access to real estates is affected by road 05/214, drinking water, sewage network. Electricity: 3x400 The power demand is submitted to the power company ÉMÁSZ Networki Kft. 3. Mini roundabout in the centre of Jászfényszaru at the connection of the connecting road 3106 and 3126: The establishment of a mini-circular junction in the inner part of the city, which is justified by the road safety aspect of the road to work, the safer and faster accessibility of the industrial area and the establishment of the Industrial Park from Sóstói út. Junction is necessary, as there is a school, post office and a number of shops in the neighbourhood. It is expected that the existing public utilities, as well as pedestrian crossings will be relocated, the pavement connections and borderings will be remodeled, the design of the street lighting with candeleger and ground cable is expected. 4. Refurbishment of the Jászfényszaru road 1191/7 in 350 metres in length: The road section to be renovated is located on the outskirts of the town of Jászfényszaru, in a newly built area with gardens. Refurbishment of 4 meters wide asphalt covering to the gas station. Profiling and cleaning of existing dripping ditches. Necessary for access to the Industrial Park. 5. Jászfényszaru 05/212 on a 700 m long road for access to the industrial park: The planned new road section is located in a lowland environment, currently uninstalled. Construction of a new residential street pavement at 4 m width 700 metres in length as an extension of the Nameless Road. In accordance with the transverse fall of the road, the surface waters are led to the dripping ditches to be formed along the road. Necessary for access to the Industrial Park. 6. Kötelezően megvalósítandó, önállóan nem támogatható tevékenységek között: c) Nyilvánosság biztosítása - az ÁÚF c. dokumentum 10. fejezete alapján. 3.4.1.1. Műszaki és szakmai elvárások között: a) A fejlesztés során legalább egy önállóan támogatható tevékenység megvalósul. g) A támogatást igénylők tulajdonában lévő ingatlanokon valósul meg a fejlesztés. Nyomvonal jellegű alapinfrastruktúra az Ipari park érintett hrsz-ain. Az érintett magántulajdonok megvásárlásra kerülnek projekten kívül. k) Legkésőbb az első mérföldkőig a teljes műszaki dokumentációval együtt csatolásra kerül tételes tervezői költségvetés is, amely az egyes tételek esetében a tervező által megjelölt normagyűjtemény kódjait is tartalmazza. o) A projekt költségvetése a piaci árakhoz igazodóan reális és takarékos módon lett tervezve. Ennek megfelelését a szerződés hatályba lépését követően is biztosítja pályázó. p) Üzleti terv és CBA elkészült. u) Nyilvánosság biztosítása kötelező jelleggel a KTK 2020 dokumentum útmutatása alapján betervezésre került. 3.4.1.2. Esélyegyenlőség és környezetvédelmi szempontok a projekt tervezése és megvalósítása során is figyelembe lettek véve. Beruházási elemek műszaki leírása 1. 3106 jelű összekötő út 18.571 Km szelvényében található (Samsung) csomópontban körforgalom kialakítása: Vácszentlászló – Jászfényszaru összekötő úton csomópont átalakítása kapacitásnövelés, forgalombiztonság javítása céljából. Ipari Park biztonságos megközelítése, forgalomfüggő áthaladás biztosítása a cél. Tanulmányterv rendelkezésre áll. Kialakítása 4 ágú, fő iránya a 3016 j. út, jobb oldali ága Ipari Park, bal oldali ága SAMSUNG gyár megközelítését biztosítja. Csomópont 32. sz. főúttól 480 m-re található. 2. Az ipari parkban 5,2 ha terület (05/183, 05/214 és 05/189 hrsz) infrastruktúrájának (villamos áram, víz, szennyvíz, gáz) megépítése: 05/183 és 05/189 hrsz-ú ingatlanok, mint beruházási célterületek infrastruktúrával történő ellátása. Ingatlanok megközelítése 05/214 hrsz-ú úton, ivóvízzel, szennyvízhálózattal érintett. Villamos energia: 3x400 A áramigény kerül beadásra az energiaszolgáltató ÉMÁSZ Hálózati Kft felé. 3. Mini körforgalom kialakítása Jászfényszaru központjában a 3106 és 3126 jelű összekötő út csatlakozásában: Város belterületén mini körforgalmú csomópont létesítése, melyet a munkába járás közlekedésbiztonsági szempontja, az iparterület biztonságosabb s gyorsabb megközelíthetősége, továbbá az Ipari Park elérhetőségének megteremtése a Sóstói út felől indokolja. Csomópont szükséges, mivel a szomszédságában iskola, posta és számos üzlet található. Várható a meglévő közművek, valamint gyalogos átkelő helyek áthelyezése, a járdakapcsolatok, szegélyek átalakítása, a közvilágítás kandeláberes, földkábeles kialakítása. 4. Az ipari park megközelítését szolgáló Jászfényszaru 1191/7 hrsz.-ú út 350 méter hosszban felújítása: A felújítandó útszakasz Jászfényszaru város kül-belterület határán, kertes házas beépítésű területen helyezkedik el. 4 méter széles aszfalt burkolat felújítása a benzinkútig. A meglévő szikkasztó árkokat profilozása, tisztítása. Szükséges az Ipari Park megközelíthetőségéhez. 5. Az ipari park megközelítését szolgáló Jászfényszaru 05/212 hrsz.-ú úton 700 méter hosszban: A tervezett új útszakasz alföldi, jelenleg beépítetlen környezetben van. Új lakóutcai útburkolat építése 4 méter szélességben 700 méter hosszban a Névtelen út meghosszabbításaként. A felszíni vizeket az út keresztirányú esésének megfelelően az út mentén kialakításra kerülő szikkasztóárkokba vezetjük. Szükséges az Ipari Park megközelíthetőségéhez. 6. Új gázvezeték kiépítése az ipari park, iparterület gázigényeinek biztonságos kiszolgálása érdekében: Ipari Parkhoz a gázszolgáltató nem tud az eddigi felhasználók igényén túl további igényeket kielégíteni Új gázvezeték kiépítése az ipari park, iparterület gázigényeinek biztonságos (folyamatos) kiszolgálása érdekében.
