1. Brief presentation of the organisation implementing the project, previous developments of the project owner MVM Hungarowind Kft. (the 100 % state-owned MVM Zrt. From October 2015 until March 2016, the Pécs Heat Plant had invested in the construction of a photovoltaic power plant with a capacity of 10 MWp in the former, abandoned and fully recultivated tailpit. Description of the initial situation, indication of the project location(s) The project will be carried out in one location, the planned installation area of the photovoltaic power plant is located in the outskirts of the town of Oroszlány, west of the city, next to the Bokodi cooling lake. The properties concerned are owned by Vértesi Erőmű Zrt., which, like MVM Hungarowind Kft., is a member company of the MVM Group. MVM Hungarowind Kft. leases the properties necessary for the implementation of the project from the owner. There is currently no economic activity in the area, including energy production. 3. Substantiating the objectives and justification of the project and presenting the planned results and impacts The planned solar power plant can reduce the CO2 emissions of Hungarian electricity production, thereby contributing significantly to the achievement of both the objectives set out in the National Energy Strategy and the KEHOP — increasing the share of decentralised, environmentally friendly renewable energy sources in electricity production, reducing greenhouse gas emissions — and also contributing significantly to the achievement of climate protection objectives. The primary objective of KEHOP is to reduce greenhouse gas emissions and the planned photovoltaic investment is fully consistent with this objective. The project results in an average of 79 970.45 GJ/year of energy from renewable sources and an average reduction in greenhouse gas emissions of 21 671.99 tCO2/year. 4. Brief summary of the technical content of the renewable energy development planned under the project The technical content of the planned development is the realisation of a photovoltaic (PV) power plant with a total capacity of 20.6496 MWp with a nominal capacity of 17.208 MW. Solar panels with a capacity of 270 Wp generate direct current electricity as a result of solar radiation and scattered light. The electricity generated by each panel is summed up by serial-parallel switching. First, a limited number of solar panels are connected with DC cables, these so-called strings. Each string is directly connected to the string inverters placed on the steel support structure, which are responsible for converting the DC energy into AC. The string inverters connect to collection cabinets via 0.4 kV cables, and the collection cabinets also connect with 0.4 kV cables to the 0.4 kV switchgear in the 10.5/0.4 kV transformer station. The transformer stations transform the electricity generated in the field to the connection voltage level and then connect to a 10.5 kV switch station. After the switch station, electricity is fed through the production line (cable) of MAVIR Oroszlány 220/120 kV substation 10.5 kV (English)

    1. A projektet megvalósító szervezet tömör bemutatása, projektgazda korábbi fejlesztései Az MVM Hungarowind Kft. (a 100% állami tulajdonú MVM Zrt. 100%-os tulajdonában lévő társaság) 2015 októberétől 2016 márciusáig a Pécsi Hőerőmű egykori, már felhagyott és teljes mértékben rekultivált zagyterének területén 10 MWp teljesítményű fotovoltaikus erőmű létesítésére irányuló beruházást valósított meg. A Társaság tehát megfelelő tapasztalatokkal rendelkezik a jelen megvalósíthatósági tanulmány szerinti fotovoltaikus erőművi beruházás megvalósításához. A beruházással kapcsolatosan felmerülő projektmenedzsment feladatok belső szakértők által kerülnek ellátásra (a legszűkebb belső projektmenedzsment teamet a projektmenedzser, a projektmenedzser-helyettes és a szakmai vezető alkotja), az ő munkájukat szintén belső szereplő adminisztratív munkatársak, valamint külső projektmenedzsment szakértő társaság támogatja. A belső projektmenedzsment szervezet biztosítja a folyamatos kommunikációt a beruházó, a kivitelező, a műszaki ellenőr és az egyéb szakértők között, a külső szakértő társaság feladata az Irányító Hatósággal való kapcsolattartás, valamint a KEHOP támogatáshoz kapcsolódó beszámolók, jelentések elkészítése és az elszámolások gördülékeny ügyintézése. 2. A kiinduló helyzet ismertetése, a projekt helyszín/helyszínek megjelölése A projekt egy helyszínen valósul meg, a fotovoltaikus erőmű tervezett telepítési területe Oroszlány város külterületén, a várostól nyugatra, a Bokodi hűtőtó mellett helyezkedik el. Az érintett ingatlanok a Vértesi Erőmű Zrt. tulajdonában vannak, amely az MVM Hungarowind Kft.-hez hasonlóan az MVM Csoport tagvállalata. Az MVM Hungarowind Kft. a projekt megvalósításához szükséges ingatlanokat bérbe veszi a tulajdonostól. A területen jelenleg nem folyik gazdasági tevékenység, így energiatermelés sem. 3. A projekt célkitűzéseinek, indokoltságának alátámasztása és a tervezett eredmények, hatások bemutatása A tervezett naperőművel a magyar villamosenergia-termelés CO2-kibocsátása csökkenthető, ezzel mind a Nemzeti Energiastratégiában, mind a KEHOP-ban meghatározott célok – a villamosenergia-termelésben decentralizált, környezetbarát megújuló energiaforrások arányának növelése, az üvegházhatású gázok kibocsátásának csökkentése –, továbbá a klímavédelmi célkitűzések eléréséhez is jelentősen hozzájárul. A KEHOP elsődleges célkitűzése az üvegházhatású gázok kibocsátásának csökkentése, ehhez a célhoz a tervezett fotovoltaikus beruházás teljes mértékben illeszkedik. A projekt eredményeként a megújuló energiaforrásból előállított energiamennyiség átlagos értéke 79 970,45 GJ/év, az üvegházhatást okozó gázok csökkenése átlagosan 21 671,99 tCO2/év. 4. A napsugárzás, illetve a szórt fény hatására az egyenként 270 Wp teljesítményű napelem panelek egyenáramú villamos energiát termelnek. Az egyes panelek által megtermelt villamos energia összegzése soros-párhuzamos kapcsolással történik. Először meghatározott számú napelem panel kerül sorba kötésre DC kábelekkel, ezek az ún. sztringek. Az egyes sztringek közvetlenül csatlakoznak az acél tartószerkezeten elhelyezett sztring inverterekhez, melyek az egyenáramú energia váltakozó áramúvá történő átalakításáért felelnek. A sztring inverterek gyűjtőszekrényekhez csatlakoznak 0,4 kV-os kábeleken keresztül, majd a gyűjtőszekrények szintén 0,4 kV-os kábelekkel csatlakoznak a 10,5/0,4 kV-os transzformátor állomásban lévő 0,4 kV-os kapcsolóberendezéshez. A transzformátor állomások a mezőben megtermelt villamos energiát a csatlakozási feszültségszintre transzformálják, majd egy 10,5 kV-os kapcsolóállomáshoz csatlakoznak.
