In the garden of the project we wish to create a new mini crèche in Zsákán, Bocskai István u. 2. GEOGRAPHICAL AREA: 521/1 and 521/2. Within the framework of the project, the HRSZ shall: In 521/1 we will build 9 parking spaces, 1 of them will be accessible, and we plan to create new bicycle support. Our project is complex, since in addition to the self-eligible activity, it contains more than 3 non-eligible, optional activities: purchase of equipment, development of renewable energy sources, establishment of a playground, construction of bicycle support, parking lot, barrier-free parking space. The equipment to be procured is directly related to crèche education and care. The expert of the Hungarian Cradles Association has been involved in the methodological planning of the project, who is involved in the design and implementation of the project. All relevant horizontal activities are planned in the project: accessibility, energy mainstreaming. The settlement is located in Berettyóújfalu Járás, which is a district to be developed with a complex programme based on Government Decree 290/2014 (XI.26.) on the beneficiary districts. Zsáka on 105/2015 (IV. 23.) According to the Government Decree, it is a socially — economically and infrastructurally favoured settlement, as well as a settlement affected by significant unemployment. The need for the project and the present development is justified by the number of children aged 0-3 years living in the settlement, which in 2017 was 65. There is no crèche in the settlement, so children aged 0-3 could not be accommodated in the village, making it difficult for parents living here to return to the labour market. The present crèche building contributes to increasing employment by ensuring better access to care. The development is in line with the objectives of the call, as it fulfils the objectives set out in the call and contributes to these objectives. Our municipality meets the requirements set out in point 4.1 of the call. 5 milestones will be planned in the project, realistically and in accordance with the timetable set out in the call, and taking into account the time period of implementation. Only eligible activities were planned in the project, which comply with the specifications set out in point 3.1 of the call and meet the technical specifications set out in point 3.4 of the call. The technical results achieved by the project include 1 new institution/service providing crèche care and the provision of a new 8 places created by the institution providing crèche care, as well as 2 new jobs created in the mini crèche. The planned costs have been planned in a cost-effective, realistic and cost-effective manner, taking into account the cost limits and cost accounting methods required by the call. The project is fully compatible with the Hajdú Bihar county program 5. The new mini crèche to be established will be a joint institution with the kindergarten, thus contributing fully to the development of public education and education institutions within the framework of the county programme.     A projekt kertében egy új mini bölcsődét kívánunk kialakítani Zsákán, a Bocskai István u. 2. HRSZ: 521/1 és 521/2. alatt. Az ingatlanok a pályázó Zsáka Nagyközségi Önkormányzat tulajdonában állnak. A tervezett bölcsőde épülete a meglévő óvoda épület telkén kerül felépítésre (HRSZ: 521/2). A tervezett épület nettó hasznos alapterülete: 112,14 m2, mely a következő helységekből áll: bejárati előtér a szülők részére, akadálymentes mosdóval, gyermek átadó helyiség-gyermek öltöző, gyermek fürdőszoba, 1 db csoportszoba, melegítő konyha-tálaló, fehér mosogatóval, tároló helyiség, hulladéktároló, bejárati előtér a dolgozók részére, gondozói - öltöző, zuhanyzó, wc. A település rendelkezik főzőkonyhával, ezért a gyermekek étkeztetéséhez melegítőkonyhát kívánunk kialakítani. Az udvaron kialakításra kerül egy kerti tároló és gyermek wc. Az épület tervezése során törekedtünk a fenntartható költséghatékony üzemeltetésre. Az épület energetikai besorolása BB lesz (közel nulla energiaigényre vonatkozó követelményeknek megfelelő), ezt a jó hőszigetelés és a napelemek elhelyezésével biztosítjuk. A projekt keretében a HRSZ: 521/1 alatt a törvényi előírásokat szem előtt tartva 9 darab parkolót alakítunk ki, ebből 1 akadálymentes parkoló lesz, továbbá új kerékpár támaszok kialakítását is tervezzük. A projektünk komplex, hiszen az önállóan támogatható tevékenység mellett több, mint 3 önállóan nem támogatható, választható tevékenységet tartalmaz: eszközbeszerzés, megújuló energiaforrás kialakítása, játszóudvar kialakítása, kerékpártámaszok kiépítése, parkoló, akadálymentes parkoló-férőhely kialakítása. A beszerzésre kerülő eszközök a bölcsődei neveléshez, gondozáshoz közvetlenül kapcsolódnak. A pályázat módszertani tervezésébe bevonásra került a Magyar Bölcsődék Egyesületének szakembere, aki a projekt tervezésében és kivitelezésében is részt vesz. Minden releváns horizontális tevékenység megvalósítása tervezett a projektben: akadálymentesítés, energetikai szempontok érvényesítése. A település a Berettyóújfalui Járásban található, amely a kedvezményezett járásokról szóló 290/2014 (XI.26.) Kormányrendelet alapján Komplex programmal fejlesztendő járás. Zsáka a 105/2015 (IV. 23.) Kormányrendelet szerint Társadalmi - gazdasági és infrastrukturális szempontból kedvezményezett, valamint Jelentős munkanélküliséggel sújtott település. A projekt szükségességét, jelen fejlesztést indokolja a településen élő 0-3 éves korú gyermekek száma, mely 2017-ben 65 fő volt. A településen nincs bölcsőde, így a 0-3 éves gyerekek elhelyezésére nem volt lehetőség a településen, megnehezítve így az itt élő kisgyerekes szülők munkaerőpiaci visszatérését. Jelen bölcsődeépítés az ellátáshoz való jobb hozzáférés biztosításával hozzájárul a foglalkoztatás növeléséhez. A fejlesztés összhangban van a felhívás céljaival, hiszen a felhívásban megfogalmazott célokat teljesíti, továbbá hozzájárul ezen célokhoz. Önkormányzatunk megfelel a felhívás 4.1. pontjában foglalt elvárásoknak. A projektben 5 mérföldkő kerül betervezésre, reálisan, és a felhívásban rögzített ütemezésnek megfelelően, továbbá figyelembe véve a kivitelezés időidényét. A projektben csak támogatható tevékenységek kerültek betervezésre, melyek megfelelnek a felhívás 3.1. pontjában meghatározott előírtaknak, továbbá megfelelnek a felhívás 3.4. pontjában rögzített műszaki előírásoknak. A projekt által teljesülő műszaki szakmai eredmény között szerepel a Létrehozott 1 új bölcsődei ellátást nyújtó intézmény/szolgáltatás, valamint a bölcsődei ellátást nyújtó intézmény által teremtett új, 8 férőhely biztosítása, továbbá a mini bölcsődében létrehozott, teremtett 2 új munkahely. A betervezett költségek költséghatékony módon, reálisan, takarékos költségvetéssel kerültek betervezésre, figyelembe véve a felhívás által előírt költségkorlátokat, és költségelszámolási módokat. A projekt teljes mértékben illeszkedik a Hajdú Bihar megyei program 5. Intelligens társadalom 5.1 beavatkozás pontjához hiszen a létrehozásra kerülő új mini bölcsőde az óvodával közös intézmény lesz, ezáltal teljes mértékben hozzájárul a közoktatási, köznevelési intézmények fejlesztéséhez, a megyei program keretében. A fejlesztés révén a bölcsődei szolgálatás hozzáférhetővé válik a településen, ezáltal kiegyenlítődnek a területi különbségek, különösen a hátrányos helyzetű, és rászoruló gyerekek számára.
