Szeged — Makó railway transport development preparation Szeged (Újszeged) — Makó railway line connection is currently unfavourable, one of the main reasons for which is the lack of a former Szeged railway Tisza bridge. In addition, the last upgrade of the line section took place several decades ago, the infrastructure is now completely degraded and there is a speed limit on the entire section. With the construction of the former bridge, railway line 121 can be connected to the central Szeged railway station. In addition, the upgrading of the railway line and the development of suburban railway transport will enhance the network role of the line. In addition to the establishment of the new Tisza-bridge and railway link, Újszeged station and the line section leading to it would be abolished, instead a new stop point would be created on the new route. In parallel with the investment, the direct road connection between the Vienna boulevard and Timișoara boulevard would be established. The new element of the Szeged inland ring-jet main road network would provide direct access between the parts of the settlements that have been quasi-cut. The aim of the traffic node, including P+R car park, serving the planned rail and bus transport is to improve the cooperation and quality of interurban, long-distance public transport services affecting the city of Szeged. Due to the development, traffic between Szeged and Makó can be shifted to a significant part of the environmentally friendly, fast railway connection, as well as the possibility to connect Makó to the long-distance network. Buses can play an additional network role in the future by serving small settlements that are not or are poorly accessible from the railway line. In order to achieve the project objective, NIF Zrt.'s task is to prepare MT as the first step of the preparation on the basis of the order of the ITM. In this context, the revision of the MTs previously commissioned by the City of Szeged county law, the alignment of the technical elements contained in the reviews with the results of the updated traffic tests, the preparation of an operating and public service concept, taking into account e.g. the economic, transport and land development projects planned in the years 2015-2020, and the traffic development trends that have occurred since then, are among others. Another task is to draw up licensing plans based on the results of the planned MT, to obtain the necessary permits, and to compile tender plans and tender documentation necessary for the conduct of the subsequent implementation procurement procedure. 60 — Preparation of the development of load lines related to the development of the Füzesabony line The ITM ordered NIF Zrt. to carry out conditional public procurement procedures for project preparation of the railway programme, taking into account the submission of ITM project proposals for the 2019 CEF call for proposals 1059/2020. (II. 25.) Applications submitted in accordance with Government Decision. The project concerned by the technical preparation task is the upgrading of the connecting line sections of the Hatvan — Füzesabony railway line, i.e. the — Hatvan — Újszász railway line — Vámosgyörk — Gyöngyös railway line — Füzesabony — Eger-FelGerman railway line in line with the Master Plan of the Budapest — Miskolc — Nyíregyháza — Záhony railway line. Based on order VIF/105248/2019-ITM, the technical content indicated by MT was completed in May 2020. Based on the result of the prepared MT, the task for the selected version is to prepare the permit plans, obtain the necessary permits and compile the tender plans and tender documentation necessary for the subsequent implementation procurement procedure, while providing the possibility to prepare the construction plans. Szeged - Makó vasúti elővárosi közlekedés fejlesztésének előkészítése A Szeged (Újszeged) – Makó vasútvonali kapcsolat jelenleg kedvezőtlen, melynek egyik fő oka az egykor létező szegedi vasúti Tisza-híd hiánya. Ezen felül a vonalszakasz utolsó korszerűsítése több évtizeddel ezelőtt történt, az infrastruktúra mára teljesen leromlott állapotú, a teljes szakaszon sebességkorlátozás van érvényben. Az egykori híd megépítésével a 121. számú vasútvonal csatlakoztatható a központi szerepű Szeged vasútállomáshoz, emellett a vasútvonal korszerűsítésével és az elővárosi vasúti közlekedés fejlesztésével a vonal hálózati szerepe felértékelődik. Az új Tisza-híd és vasúti kapcsolat létesítése mellett tervezetten megszűnne Újszeged állomás és az oda vezető vonalszakasz, helyette az új nyomvonalon új megállóhely létesülne. A beruházással párhuzamosan tervezetten kiépülne a Bécsi körút és a Temesvári körút közvetlen közúti kapcsolata. A szegedi belterületi gyűrűs-sugaras főúthálózat új eleme pedig közvetlen átjárási lehetőséget biztosítana majd az eddig kvázi elvágott településrészek között. A tervezett vasúti és buszközlekedést kiszolgáló, P+R parkolót is magában foglaló forgalmi csomópont célja javítani a Szeged várost érintő helyközi, távolsági közösségi közlekedési szolgáltatások együttműködését és színvonalát. A fejlesztés hatására a Szeged és Makó közötti forgalom jelentős részben a környezetbarát, gyors vasúti kapcsolatra terelhető, valamint lehetőség nyílik Makó távolsági hálózatba történő bekapcsolására is. Az autóbuszok a jövőben kiegészítő hálózati szerepet láthatnak el, a vasútvonalról nem vagy rosszul elérhető kistelepülések kiszolgálásával. A projekt cél elérése érdekében az ITM elrendelése alapján NIF Zrt. feladata az előkészítés első lépéseként MT készítése. Ezzel összefüggésben többek között a korábban Szeged megyei jogú város megbízásából elkészült MT-k felülvizsgálata, a felülvizsgálatokban foglalt műszaki tartalmi elemeknek a frissített forgalmi vizsgálatok eredményeihez való hangolása, üzemeltetési és közszolgáltatási koncepció elkészítése, figyelembe véve pl. a 2015-2020 közötti években megvalósult, valamint a jövőben tervezett gazdasági-, közlekedés-, valamint területfejlesztési projekteket, az azóta bekövetkezett forgalomfejlődési trendeket. További feladat az elkészíteni kívánt MT eredménye alapján engedélyezési tervek elkészítése, a szükséges engedélyek megszerzése, valamint a későbbi kivitelezési közbeszerzési eljárás lefolytatásához szükséges tendertervek és tenderdokumentáció összeállítása. Hatvan – Füzesabony vonal fejlesztéséhez kapcsolódó ráhordó vonalak fejlesztésének előkészítése Az ITM korábban elrendelte a NIF Zrt. részére a vasútprogram projekt-előkészítési feltételes közbeszerzési eljárások lefolytatását, figyelembe véve az ITM projektjavaslatainak a CEF 2019. évi pályázati kiírására történő benyújtásáról szóló 1059/2020. (II. 25.) Korm. határozat szerint benyújtott pályázatokat. A tárgyi előkészítési feladat által érintett projekt a Hatvan – Füzesabony vasúti vonal csatlakozó vonalszakaszainak, azaz a - Hatvan – Újszász vasútvonal - Vámosgyörk – Gyöngyös vasútvonal - Füzesabony – Eger-Felnémet vasúti vonalszakasz korszerűsítése a Budapest – Miskolc – Nyíregyháza – Záhony vasútvonal 2018-ban elkészült fejlesztési stratégiájával (Master Plan) összhangban. A VIF/105248/2019-ITM elrendelés alapján 2020. májusban elkészült MT által indikált műszaki tartalommal. Az elkészített MT eredménye alapján feladat a kiválasztott változatra az engedélyezési tervek elkészítése, a szükséges engedélyek megszerzése, valamint a későbbi kivitelezési közbeszerzési eljárás lefolytatásához szükséges tendertervek és tenderdokumentáció összeállítása, a kiviteli tervek elkészítésére vonatkozó lehetőség biztosítása mellett.
