This grant application is submitted in a consortium jointly with the Municipality of Borsodszentgyörgy, the Municipality of Arlo and the WWF World Nature Fund Hungary. The background of the grant application was described in detail in the Project Baseline Study. OF 290/2014. (XI. 26) on the basis of Government Decree No 61/2012, the two settlements are located in Ózdi district, which is to be developed with the complex programme. (XII. 11.) According to Annex 1 to Decree No 1 of the Minister for the Interior, both municipalities also belong to category III. The planned duration of the project is 24 months, during which, in addition to the completion of the community climate strategy, 7 awareness-raising activities are planned by the Consortium: 3 active access and 4 passive access activities. The planned total active reach is 655 people, which represents 13.3 % of the population of the two settlements (4931 people — based on the 2016 locality register of the HCSO). In the course of passive activities, we intend to reach the total population, i.e. 4931 people. In accordance with the declarations and data provided, the consortium members undertake to fulfil the equal opportunities and horizontal aspects, with at least 1 closed marketing year. As a specialised civil society organisation, WWF Hungary, which participated in the implementation of more than four projects supported by the European Union on environmental awareness, can ensure that the necessary professional competence is available during the preparation and implementation of the project. In addition, through a cooperation agreement, the Borsodszentgyörgy Polgárőr Association, as well as as a professional with at least 5 years of relevant professional experience, worked in an area closely related to the subject of the call, János Juhász on behalf of the Széchényi István Primary School of Arlo, and Lajos Tuza on behalf of Géza Primary School Gárdonyi Gárdonyi in Borsodszentgyörgyi. The working hours of each activity were determined on the basis of the project experience so far, and the costs of the planned investments were determined by requesting quotations. The total planned cost of the project is HUF 6 614 286. The activities were planned taking into account the specifications of point 3.1 of the call for proposals, taking full account of the horizontal aspects (this is described in more detail in the following section of the project fiche). Due to the limitations of scope, it is not possible to describe the professional activities in detail, but they have been described in detail in the Project Foundation Study (PMT). With the exception of the study visit in Hungary, all activities are located in the two municipalities. The risks to the success of the activities have been assessed and safeguards to prevent them have been presented in the PMT. In addition to the development of the local climate strategy, the consortium plans the following awareness-raising activities: 1. 3.1.1.2. a) development and transfer of lessons for the presentation and calculation of the Ecological Footprints to local teachers who pass it on to students as part of a thematic lesson; for the presentation of correct heating workshop, thermal camera building surveys, relevant tender opportunities workshop, post-insulation of opening closures workshop (interactive, active access száma:305 person). 2. 3.1.1.2. b) municipal awareness actions: Settlement event, organisation of activities — quiz, energy development bike (interactive, active access száma:300 person). 3. 3.1.1.2. c) awareness-raising of local actors, including: Information sessions/workshops/forums for employees of institutions: in line with the municipal mandatory energy saving action plan, how institutional workers can reduce the consumption of public buildings by changing their behaviour (number of passive achievement:31 persons). 4. 3.1.2.2. b) organising and conducting media campaigns related to a series of municipal programmes and awareness-raising actions using existing media tools and posters (passive access száma:2150). 5. 3.1.2.2 (c) development of educational publications: thematic publication for owners of family houses (passive access száma:2150 person). 6. 3.1.2.2.(d) specific field trips related to the main purpose of the call: one-day domestic professional excursion (interactive, active reach:50 persons). 7. 3.1.2.2. e) Creating a subpage for the project within the project promoter’s website and continuously uploading it with the content and organised events produced during the project: create a subpage for the websites of both municipalities (passive access száma:600 person). Jelen támogatási kérelmet Borsodszentgyörgy Község Önkormányzata, Arló Nagyközség Önkormányzata és a WWF Világ Természeti Alap Magyarország Alapítvánnyal közösen, konzorciumban nyújtja be. A támogatási kérelem hátterének bemutatás és indoklása részletesen megtörtént a Projekt Megalapozó Tanulmányban. A 290/2014. (XI. 26.) Korm. rendelet alapján a két település a komplex programmal fejlesztendő Ózdi járásban találhatóak, a 61/2012. (XII. 11.) BM rendelet 1. melléklete alapján pedig szintén mindkét település III. kategóriába tartozik. A projekt tervezett időtartalma 24 hónap, amely alatt amellett, hogy elkészül a településegyüttesi klímastratégia, 7 szemléletformálási tevékenységet tervez a konzorcium: 3 db aktív elérést, és 4 db passzív elérést biztosító tevékenységet. A tervezett összes aktív elérés 655 fő, amely a két település lakosságszámának (4931 fő – KSH 2016. évi Helyiségnévkönyve alapján) 13,3%-a. A projekt tervezett összköltsége 6 614 286 Ft. A tevékenységek a Pályázati felhívás 3.1 pontjában leírtak figyelembe vételével kerültek megtervezésre, a horizontális szempontok teljes figyelembevételével (ez a projekt adatlap következő pontjában került részletesebben bemutatásra). A terjedelmi korlátok miatt nincs lehetőség a szakmai tevékenységek részletes bemutatására, de azok a Projekt Megalapozó Tanulmányban (PMT) részletesen bemutatásra kerültek. A belföldi szakmai tanulmányút kivételével minden tevékenység helyszíne a két településen található. A tevékenységek megvalósításának sikerét veszélyeztető kockázatok megvizsgálásra kerültek, azok megelőzését szolgáló biztosítékok a PMT-ben bemutatásra kerültek. A helyi klímastratégia kidolgozásán túl a következő szemléletformálási tevékenységeket tervezi a konzorcium: 1. 3.1.1.2. a) intézményi, települési, illetve több településen átívelő, interaktív tematikus szemléletformálási programsorozatok Ökológiai lábnyom bemutatása és kiszámítását célzó óraanyag kifejlesztése és átadása a helyi pedagógusoknak, akik azt tematikus óra keretében továbbadják a diákoknak; helyes fűtés bemutatására workshop, hőkamerás épületfelmérések, releváns pályázati lehetőségek workshop, Nyílászárók utólagos hőszigetelése workshop (interaktív, aktív elérések száma:305 fő). 2. 3.1.1.2. b) települési figyelemfelhívó akciók: Települési rendezvény keretében kitelepülés, ott foglalkozások szervezése - kvíz, energiafejlesztő kerékpár (interaktív, aktív elérések száma:300 fő). 3. 3.1.1.2. c) helyi szereplők szemléletformálása, ennek keretében: Tájékoztató előadások/workshopok/fórumok az intézmények munkavállalóinak: az önkormányzati kötelező energiamegtakarítási intézkedési tervvel összhangban, hogyan tudják csökkenteni a középületek fogyasztását az intézményi dolgozók a magatartásformájuk megváltoztatásával (passzív elérések száma:31 fő). 4. 3.1.2.2. b) települési programsorozathoz és figyelemfelkeltő akcióhoz kapcsolódó médiakampányok megszervezése és lebonyolítása a már meglévő médiaeszközök felhasználásával, illetve plakátok kihelyezése (passzív elérések száma:2150 fő). 5. 3.1.2.2. c) ismeretterjesztést célzó kiadványok kidolgozása: tematikus kiadvány családi házak tulajdonosai részére (passzív elérések száma:2150 fő). 6. 3.1.2.2. d) a felhívás fő céljához kapcsolódó szakirányú tanulmányi kirándulások: egynapos belföldi szakmai kirándulás (interaktív, aktív elérések száma:50 fő). 7. 3.1.2.2. e) A projektgazda honlapján belül a projekt számára aloldal létrehozása és annak a projekt során elkészített tartalmakkal és szervezett eseményekkel való folyamatos feltöltése frissítése: aloldal létrehozása mindkét település honlapja számára(passzív elérések száma:600 fő).
