Within the framework of the project, the planning works for the development of the Free Harbour, the related feasibility study and the preparation of land and investment are carried out as preparatory activities. The preparatory tasks for the development of the free port infrastructure include feasibility study, cost-benefit analysis, preparation of permit and tender plans, and the necessary area and investment preparation tasks (e.g. demunition, archaeology). The capacity-enhancing development of the free port of Csepel includes the next phase of the development process started with the previous KÖZOP project. This concerns a number of transport infrastructure elements within the port. However, this only involves the development of infrastructure within a fence. Strengthening of the entrance and north side of the petroleum pool • 1.4. Necessary reinforcement and renovation of vertical port coasting walls, provision of accident-free barriers • 1.5. Restoration of the side of the Danube side of the slope 2 Railway network developments • 2.1. Refurbishment of yard tracks and port backbones • 2.2. Installation of rail bridge balance 3 Road network developments • 3.1. Refurbishment of the internal road network — capacity-enhancing development — “a” — Spark telegraph road surroundings • 3.2. Refurbishment of the internal road network — capacity-enhancing development — A — Development area • 3.3. Refurbishment of the internal road network — capacity-enhancing development — ‘b’ — Gabonatárházi út: repair of cobblestone covering, precipitation drainage, edging, pavement construction • 3.4.     A projekt keretében előkészítési tevékenységként a Szabadkikötő fejlesztésének tervezési munkáit, a kapcsolódó megvalósíthatósági tanulmány elkészítését, valamint terület- és beruházás-előkészítési munkákat végzik el. A Csepeli Szabadkikötő kapacitásbővítő fejlesztése a korábbi KÖZOP projekttel megkezdett fejlesztési folyamat következő ütemét foglalja magában. Ez több, a kikötőn belüli közlekedési infrastrukturális elemet is érint. Ugyanakkor ez kizárólag kerítésen belüli infrastruktúrafejlesztést foglal magába. Az előkészítési tevékenységben feldolgozandó fejlesztések 4 típusra bonthatók: 1 Vízoldali fejlesztések • 1.1. II. számú kereskedelmi medence délkeleti sarkának partvédelme • 1.2. II. számú kereskedelmi medence délkeleti sarkán vízi járművekről történő partraszállási lehetőség, tranzit vágányok járhatóvá tétele • 1.3. Petróleum medence bejáratának és északi oldalának megerősítése • 1.4. Függőleges kikötői partfalak szükséges mértékű megerősítése, felújítása, balesetmentes korlátok biztosítása • 1.5. Duna oldali rézsűs partfal helyreállítása 2 Vasúthálózati fejlesztések • 2.1. Rendezői vágányok és kikötői gerincvonalak felújítása • 2.2. Vasúti hídmérleg telepítése 3 Közúti hálózati fejlesztések • 3.1. Belső úthálózat felújítása – kapacitásnövelő fejlesztése - "a" - Szikratávíró út környéke • 3.2.
