The initial situation with regard to the project is set out in chapter 4.1.1 of MT. In order to achieve trimodality, the existing track P1 will be built next to the coast walls and branching (W1, W2 tracks) will also be made. The rail service of the crane area behind the coast wall is provided by the P1, P2, tracks. The reinforced concrete covering for heavy goods traffic along the side of the tracks will be solved by bonding trough rails. The superstructure of the other track sections is the same as the existing one. The planned switches and crossings are 54XIII and 54XVI systems. Tracks W2 and W1 have prefabricated casings. Behind the vertical shore walls of the H5-H7 positions, a reinforced concrete crane track is built with a piling foundation. The new road network to be built will ensure road access to the H4-H8 ship stations and the underlying area. The area must also be supplied with utilities. In relation to the basic project, the following shall be added to its technical content: 1. Installation of the PannonRIS system The PannonRIS system is located in the H4 ship service station (green terminal). Its task is to ensure communication between ships arriving at the port and, in particular, ships using green terminal services and the port. Elements of the PannonRIS system, which are part of the project: planning, licensing, construction, installation of a freestanding antenna holder, installation of antennas (partly existing, RSOE operation), wiring between antennas and the ship’s service station management building, acquisition, installation, acquisition and installation of a RIS calculator workstation. Apart from the above, antenna installation and system installation, ÉDUVIZIG wishes to order it from the Port Consortium, by modifying the existing business contract. The necessary funding has been transferred from the project reserve, as the above scheme is considered as eligible costs. The antenna installation and installation of the system would be carried out by the National Association for Radio Emergency Calling and Infocommunications (RSOE), who, in cooperation with the Ministry of National Development and the National Transport Authority, is responsible for the development and operation of PannonRIS. The estimated cost of installing the PannonRIS system is HUF 10.5 million net. Planning, authorisation, installation shall not affect the end-date. 2. Management of signals from the Green Terminal It is recommended to install a monitoring system for the control technical system of equipment to be developed for the professional delivery, storage and transport of various liquid wastes on the green terminal as part of the basic project. The basic project only includes the introduction of signals in the treatment building, not their handling or processing. We intend to implement this with the so-called SCADA system, which is capable of displaying, storing and controlling the resulting measurement data, operating state signals, fault signals and remote sub-arms. The main elements of the system are: desktop computer with appropriate software licenses and building supervision SCADA application; the GSM modem connected to the computer for sending messages generated in the Remote Alarm Monitoring System The estimated value of the above is HUF 7.9 million net, its lead time is 150 days from the date of the order. In view of the latter, ÉDUVIZIG does not intend to order this project element from the contractor of the basic project, the Port Consortium, but would instead be procured separately. The necessary funding has been redeployed from the project reserve, as the above scheme is also considered as eligible expenditure. (English)

    A projekttel kapcsolatos kiinduló helyzetet az MT 4.1.1 fejezete tartalmazza. A projekt keretében tervezett fejlesztések: • függőleges partfal kialakítása (H4 - Hajó-szervízállás (zöldterminál); H5-H8 hajóállás), • partfalak mögötti területek kiépítése, közvetlen vasúti rakodás kialakítása (H5-H8 hajóállások mentén a P1-P2 vágány kiépítése; W1-W2 vágány kiépítése), darupálya kialakítása, • kapcsolódó közúti kiszolgálás kiépítése. A tervezett partfal szerkezeti kialakítása: a vízoldali fal korrózióvédelmi bevonattal ellátott 19,00 m hosszú L606 tip. vízzáró acél szádlemezekből készül, melynek állékonyságát L603 tip. acél szádlemezekből készülő horgonyfalakhoz történő DYWIDAG tip. hátrahorgonyzás biztosítja. A vízoldali fal tetején vb. fejgerenda fut. A partfalban hágcsók, kikötőbakok, és lépcsőházak létesülnek. A zöldterminálhoz kapcsolódóan a parton létesül egy kezelőépület. A kétszintes épület technológiai blokkból és irodablokkból áll. A H4-H8 hajóállások mögötti területet fel kell tölteni a 115,00 mBf szintre. Ez a durva tereprendezés szintje, erre épülnek rá a burkolatok, vágányok, …stb. A D- és K-i oldalon a feltöltést T keresztmetszetű támfal választja el a mélyebben fekvő út és vasúttól. A trimodalitás megvalósítása érdekében a meglévő P1 vágány továbbépül a partfalak mellett, és leágazások (W1, W2 vágányok) is készülnek. A partfal mögötti daruzott terület vasúti kiszolgálását a P1, P2, vágányok biztosítják. A vágányok partfal melletti szakaszának a nehéz teherforgalomra megfelelő vasbeton burkolata vályús sínek ragasztásos leerősítésével lesz megoldva. A többi vágányszakasz felépítménye a meglévővel megegyező. A tervezett kitérők 54XIII és 54XVI rendszerűek. A W2 és a W1 vágány előregyártott burkolatot kap. A H5-H7 hajóállások függőleges partfala mögött fúrt cölöp alapozású vasbeton darupálya létesül. A kiépítendő új úthálózat biztosítja majd a H4-H8 hajóállások és mögöttes terület közúti elérhetőségét. A terület közművekkel is ellátandó. Az alapprojekthez kapcsolódóan, annak műszaki tartalma kiegészül az alábbiakkal: 1. PannonRIS rendszer telepítése A PannonRIS rendszer a H4 hajó szervízállás (zöldterminál) területén kerül elhelyezésre. Feladata a kikötőbe érkező hajók és ezek között különösen a zöldterminál szolgáltatásait igénybe vevő hajók és a kikötő közötti kommunikáció biztosítása. A PannonRIS rendszer, projekt részét képező elemei: szabadon álló antennatartó tervezése, engedélyeztetése, építése, antennatartóra (részben már meglévő, RSOE üzemeltetésű) antennák telepítése, antennák és a hajó szervízállás kezelőépülete közötti vezetékezés, RIS számtógépes munkaállomás beszerzése, telepítése, hajózási VHF rádió beszerzése, telepítése A fentieket, az antennatelepítést és a rendszer beüzemelését leszámítva az alapprojekt kivitelezőjétől, a Kikötő Konzorciumtól kívánja az ÉDUVIZIG megrendelni, a meglévő vállalkozási szerződésének a módosításával. A szükséges fedezet a projekt tartalékkeretből átcsoportosításra került, mivel fenti rendszer elszámolható költségnek minősül. Az antennatelepítést és a rendszer beüzemelését a Rádiós Segélyhívó és Infokommunikációs Országos Egyesület (RSOE) végezné, aki a Nemzeti Fejlesztési Minisztériummal és a Nemzeti Közlekedési Hatósággal közös együttműködése keretében látja el a PannonRIS fejlesztését és üzemeltetését. A PannonRIS rendszer telepítésének becsült költsége nettó 10,5 millió Ft. A tervezés, engedélyeztetés, telepítés a véghatáridőre nincs kihatással. 2. Zöldterminálon keletkező jelek kezelése Az alapprojekt részeként megvalósuló zöldterminálon, a különböző folyékony hulladékok szakszerű leadásához, tárolásához, és elszállításához kialakítandó berendezések irányítástechnikai rendszeréhez egy felügyeleti rendszert célszerű telepíteni. Az alapprojektben csak a jelek kezelőépületbe bevezetése szerepel, kezelésük, feldolgozásuk nem. Ezt az ún. SCADA rendszerrel kívánjuk megvalósítani, amely képes a keletkező mérési adatok, működési állapot jelek, hibajelek megjelenítésére, tárolására és táv-alarm felügyeletére. A rendszer főbb elemei: asztali számítógép a megfelelő szoftver licencekkel, és az épületfelügyeleti SCADA alkalmazással; a számítógéphez csatlakoztatott GSM modem a Táv-alarm felügyeleti rendszerben keletkező üzenetek elküldésére A fentiek becsült értéke nettó 7,9 millió Ft, átfutási ideje megrendeléstől számított legkésőbb 150 nap. Utóbbira figyelemmel ezen projektelemet nem kívánja az ÉDUVIZIG az alapprojekt kivitelezőjétől, a Kikötő Konzorciumtól megrendelni, hanem különálló beszerzésbe kerülne.
