The aim of the project is to develop the infrastructure of the Immánuel Home and School, which is active in the maintenance of the Reformed Church of Debrecen-Nagy Church, providing care, day care and special education for children and young people with multiple disabilities. For children and young people with severe and multiple disabilities, the legal framework ensures full participation in public education and access to school already in Hungary. Since 2006, they have not been exempted from the schooling obligation because of the seriousness of their disability, and according to the regulations of the NAP, they have to fulfil their educational obligations in a special educational institution and within the framework of developmental education as of September 2014 at the latest. The public education system is not yet prepared for this large-scale change, which represents the influx of about 10-12000 children with very special educational and care needs in the public education system. These changes, as well as the increased demands and long waiting lists, justify the development and expansion of the Immánuel Home and School, which has been operating at 100 % over the years, currently serving 37 people, which is not feasible at the current site due to the conditions of the plot and urban regulation. Based on statistics and waiting lists, there is a need to increase the number of beneficiaries to 60 persons. We plan the complex development together with our previously submitted project EFOP-3.1.6., in which methodological development elements will be implemented. The entire development concept is consistent with the domestic policy documents and the target system of Széchenyi 2020 and EFOP. In preparation for the development of the School, questionnaire studies were carried out involving the relevant target groups (parents, children, institutional staff). The needs assessment reveals the main development needs that we intend to address in the framework of this project: developing and increasing the infrastructure of the school, improving the equipment pool, reducing congestion and implementing accessibility. As part of the planned development, a modern educational site meeting the needs of the target group will be created in Debrecen, Kishegyesi u. 156 by refurbishing and expanding a former school building. During the transformation, classrooms, special employment rooms, community spaces, office, service and social premises will be created with equal access on about 2 676 m² (renovation, conversion: 653 m², new construction: 1 126 m², courtyard renovation: 897 m²). The purchase of equipment serves to ensure the right operating conditions (509 devices: development tools, furniture, IT). Therefore, the new institution providing education for 60 people would not only mean quality care for children and their families with severe and multiple disabilities of compulsory school age, but would also open up opportunities for those beyond the mandatory school age to continue to develop and live in a community while living in a family, using day care. This means the possibility of a complex, quality care that provides lifelong care, development and employment for children and adults with severe and multiple disabilities, which is missing from the current public education and social system, and could be a model not only in the county but also at national level. During the preparation of the project, a needs assessment, a feasibility study and a technical design concept, and a liquidity plan were prepared. Services used during implementation: technical inspection, design management, auditing, mandatory publicity. In order to successfully implement the project, a project management organisation is formed (1 main project manager — since 20/week, 1 financial manager — 20 hours/week). The project manager is responsible for overseeing the professional content of the project. A project reserve was installed to cover unforeseen costs. Planned implementation time of the project: 2018.01.01. — 2019.09.30. During the implementation of the project, the mandatory information and publicity tasks were planned on the basis of Széchenyi2020 and KTK2020. A projekt célja a Debrecen-Nagytemplomi Református Egyházközség fenntartásában működő, halmozottan fogyatékos gyerekek és fiatalok gondozását, nappali ellátását, gyógypedagógiai képzését-nevelését-oktatását végző Immánuel Otthon és Iskola infrastrukturális fejlesztése. A súlyosan és halmozottan fogyatékos gyermekek, fiatalok számára a törvényi keretek már hazánkban is biztosítják a köznevelésben való teljes jogú részvételt, az iskolába járást. A tankötelezettség alól 2006 óta nem mentesülnek fogyatékosságuk súlyossága miatt az érintettek és a NKT szabályozása szerint gyógypedagógiai nevelési-oktatási intézményben, fejlesztő nevelés-oktatás keretein belül kell teljesíteniük tankötelezettségüket legkésőbb 2014 szeptemberétől. Erre a nagy volumenű változásra, mely a köznevelés rendszerébe hozzávetőleg 10-12000 egészen sajátos nevelési, gondozási szükséglettel rendelkező gyermek beáramlását jelenti, egyelőre nincs felkészülve a köznevelési rendszer. Ezen változások, és a megnövekedett igények, hosszú várólisták indokolják a jelenleg 37 főt ellátó, évek óta 100%-os kihasználtsággal működő Immánuel Otthon és Iskola fejlesztését-bővítését, amely a jelenlegi működési helyen nem megvalósítható a telek adottságai és a városi szabályozás miatt. Statisztikák, várólisták alapján igény mutatkozik arra, hogy az ellátotti létszámot 60 főre emeljük. A komplex fejlesztést a korábban benyújtott EFOP-3.1.6. projektünkkel együtt tervezzük végrehajtani, amelyben a módszertani fejlesztési elemek kerülnek megvalósításra. A teljes fejlesztési koncepció illeszkedik a hazai szakpolitikai dokumentumokhoz, továbbá a Széchenyi 2020 és az EFOP célrendszeréhez. Az Iskola fejlesztését előkészítendően kérdőíves vizsgálatokra került sor az érintett célcsoportok bevonásával (szülő, gyermekek,intézményi dolgozók). Az igényfelmérés során kirajzolódnak a főbb fejlesztési igények, amelyeket jelen projekt keretében kívánunk megoldani: az iskola infrastruktúrájának fejlesztése, növelése, az eszközpark fejlesztése, a zsúfoltság csökkentése, akadálymentesítés megvalósítása. A tervezett fejlesztés keretében a Debrecen, Kishegyesi u. 156. sz. alatti ingatlanon egy volt iskolaépület átalakításával-bővítésével kerül kialakításra a modern, célcsoport igényeinek megfelelő oktatási helyszín. Az átalakítás során tantermek, speciális foglalkoztató termek, közösségi terek, iroda- , kiszolgáló és szociális helyiségek jönnek létre az egyenlő esélyű hozzáférés biztosításával mintegy 2676 m2-en (felújítás, átalakítás: 653 m2, új építés: 1126 m2, udvar felújítás: 897 m2). Az eszközbeszerzések a megfelelő működési feltétélek biztosítását szolgálják (509 db eszköz: fejlesztő eszközök, bútorzat, informatika). A 60 fős fejlesztő–nevelés oktatást nyújtó új intézmény tehát nemcsak a tanköteles korú súlyosan és halmozottan fogyatékos gyermekeknek és családjaiknak jelentene minőségi ellátást, hanem a tanköteles koron túliaknak is megnyílna a lehetőségük arra, hogy továbbra is családban élve, nappali ellátást igénybe véve tovább fejlődhessenek, közösségben éljenek. Ez egy olyan komplex, minőségi ellátás lehetőségét jelenti, amely élethosszig tartó gondoskodást, fejlesztést, foglalkoztatást nyújt a súlyosan és halmozottan fogyatékos gyermekeknek és felnőtteknek, amely a jelenlegi közoktatási és szociális rendszerből hiányzik, modellként állhatna nemcsak a megyében, hanem országos szinten is. A projekt előkészítése során igényfelmérés, megvalósíthatósági tanulmány és műszaki terv-koncepció, likviditási terv készült. A megvalósítás során igénybe vett szolgáltatások: műszaki ellenőrzés,. tervezői művezetés, könyvvizsgálat, kötelező nyilvánosság. A projekt sikeres megvalósítása érdekében projektmenedzsment szervezet alakul (1 fő projektmenedzser – 20 óta/hét, 1 fő pénzügyi vezető – 20 óra/hét). A projekt szakmai vezetője felelős a projekt szakmai tartalmának felügyeletéért. Az előre nem látható költségek fedezésére projekt tartalék került beépítésre. A projekt megvalósításának tervezett ideje: 2018.01.01. – 2019.09.30. A projekt végrehajtása során a kötelező tájékoztatási és nyilvánossággal kapcsolatos feladatok a Széchenyi2020 és a KTK2020 alapján kerültek betervezésre. Fejlesztésünk összhangban van a Széchenyi2020 („Az információs és kommunikációs technológiákhoz való hozzáférés, azok használatának és minőségének javítása”, „A társadalmi együttműködés erősítése és a szegénység, valamint a hátrányos megkülönböztetés elleni küzdelem”, „Az oktatásba és a képzésbe, többek között a szakképzésbe történő beruházás a készségek fejlesztése és az egész életen át tartó tanulás érdekében”) és az EFOP céljaival (4. prioritási tengely: Az oktatásba, a készségekkel kapcsolatos képzésbe, szakképzésbe és az egész életen át tartó tanulásba történő beruházás oktatási és képzési infrastruktúrák kifejlesztésével 4.A.
