Public employment is one of the three pillars of the employment subsidies set out in the National Social Inclusion Strategy, with the long-term aim of providing jobseekers in the primary labour market; as stated in the Public Employment Portal of the Ministry of the Interior: “Public employment (....) facilitates access to the primary labour market.” However, according to a study published in 2014 entitled Public Work, Aid, Primary and Secondary Labour Market (Cseres-Gergely — Molnár, 2014), the share of people moving from public work to the primary labour market is slightly higher than 10 %. This percentage appears to be low at the rate of 60-70 % available through other labour market schemes. The causes and problems are complex, as public employment is not only an active employment tool but also a local economic development tool. Therefore, problems to be addressed both from the individual participating in the programme and from the employer’s side, such as unmotivated individual’s lack of motivation, low educational attainment, worn or missing key competences, lack or organisation of necessary support services in addition to public work, or the employer’s opposition to exiting the primary labour market. There are municipalities where well-functioning public works programmes can be found, and similar initiatives are being run by neighbouring countries. In the project with Slovak and Romanian partners, we are looking for an answer to the factors in which success, efficiency and higher rates of transition to the primary labour market can be demonstrated in the examined programmes, whether these factors can be reproduced in other environments, whether the legal environmental conditions can be created, thus allowing for wide-ranging adaptation. Planned activities (01.01.2018-31.12.2019): — Research involving experts in public employment programmes and employment policy experts. The research involves 100 Hungarian and 100 Slovak specialists with questionnaire queries. The reasons behind the information collected by the questionnaires are planned through interviews. The research will result in a comparative and final study, policy proposals and European good practices. One of the Slovak partners is involved in the research. — Study visits: Visit 8 locations in Hungary with the participation of Hungarian and foreign experts, where a successful public works programme is being implemented. Planned locations for study visits: Hernádszentandrás, Cserdi, Tététtelen, Lower Mosque, Bátonyterenye, Tiszatenyő, Pocsaj, Berekfürdő. — Workshops: 12 times during the project. 8 of these sessions will take place immediately after the study visits, so the implementation can be planned in a more cost-effective way. The remaining 4 sessions will be held after the closing and opening events, on the one hand, and the periods between study visits on the other hand. — A collection of good practices, identifying and collecting good practices from 3 countries in cooperation with partner countries, producing a consolidated online publication. — Mandatory communication activities, C board, continuous photo documentation, website, TÉRKÉPTÉR upload. — Website development and operation, regular entries on the events and progress of the project, within 2 years min. 100 entries in min. 800 characters/entry. — During the 8 interviews abroad, the Hungarian translation of the interview responses, the summary of 32 pages of good practices in Hungary and the summary of the 12-page final research report into two languages. — Competence development, 2 times foreign experts hold competence development for Hungarian professionals in connection with the good practices and legal environment of their own country. — Dissemination, 2 times with the participation of Hungarian specialists and Hungarian policymakers in the form of competence development, and on 6 occasions the implementation of competence development for local professionals in the regional centres of Hungary. — Continuous contact, network building. Projektünk fókuszában az aktív foglalkoztatáspol. eszközök között jelentős szerepet betöltő közfoglalkoztatás áll. A közfoglalkoztatás a Nemzeti társadalmi felzárkózási stratégiában megfogalmazott foglalkoztatási célú támogatások 3 pillérének egyike, távlati célja az álláskeresők munkához juttatása az elsődleges munkaerőpiacon; ahogy a Belügyminisztérium közfoglalkoztatási portálján is megfogalmazták: „A közfoglalkoztatás (….) segíti az elsődleges munkaerőpiacra történő be-, illetve visszajutást.” A 2014-ben Közmunka, segélyezés, elsődleges és másodlagos munkaerőpiac címmel publikált tanulmány szerint (Cseres-Gergely – Molnár, 2014) ugyanakkor a közmunkából az elsődleges munkaerő-piacra átlépők aránya alig magasabb, mint 10%. Ez az arány az egyéb, munkaerő-piaci programok nyújtotta megoldásokkal elérhető 60-70%-os arány mellett alacsonynak tűnik. Az okok és a problémák összetett képet mutatnak, mivel maga a közfoglalkoztatás nem csak egy aktív foglalkoztatáspol.-i, hanem helyi gazdaság-fejlesztési eszköz is. Ezért mind a programban részt vevő egyén, mind a munkáltató oldaláról találkozunk megoldandó problémákkal, pl. az egyén motiválatlansága, alacsony iskolai végzettség, megkopott vagy hiányzó kulcskompetenciák, a közmunka mellett szükséges segítő szolgáltatások hiánya vagy megszervezhetetlensége, vagy a munkáltató ellenérdekeltsége az elsődleges munkaerő-piacra történő kilépésben. Vannak olyan települések, ahol jól működő közmunka programokat találhatunk, illetve a környező országok is működtetnek hasonló kezdeményezéseket. A szlovák és román partnerekkel megvalósított projektben arra keressük a választ, hogy a vizsgált programokban milyen tényezőkben érhető tetten a sikeresség, a hatékonyság, az elsődleges munkaerőpiacra való átlépés magasabb aránya, ezek a tényezők reprodukálhatók-e más környezetben, megvannak-e, illetve megteremthetők-e a jogi környezeti feltételei, ezzel lehetővé téve a széles körű adaptációt. Tervezett tevékenységek (2018.01.01 – 2019.12.31.): - Kutatás, amelynek keretében a közfoglalkoztatási programokban dolgozó szakembereket és a foglalkoztatáspolitikai szakértőket kérdezünk meg. A kutatás 100 fő magyar és 100 fő szlovák szakembert von be kérdőíves lekérdezéssel. A kérdőívek által gyűjtött információk mögötti okokat interjúk segítségével tervezzük feltárni. A kutatás eredményeként elkészül egy összehasonlító és egy záró tanulmány, szakpolitikai javaslatok kerülnek megfogalmazásra, illetve európai jó gyakorlatok kerülnek összegyűjtésre. A kutatásban az egyik szlovák partner működik közre. - Tanulmányutak: 8 magyarországi helyszín meglátogatása magyar és külföldi szakértők részvételével, ahol sikeres közmunka program megvalósítása zajlik. A tanulmányutak tervezett helyszínei: Hernádszentandrás, Cserdi, Tetétlen, Alsómocsolád, Bátonyterenye, Tiszatenyő, Pocsaj, Berekfürdő. - Műhelymunkák: a projekt ideje alatt 12 alkalommal. Ebből 8 alkalom közvetlenül a tanulmányutakat követően valósul meg, így költséghatékonyabb módon lehet tervezni a megvalósítást. A maradék 4 alkalmat egyrészt a záró és nyitó rendezvényeket követően tartjuk, másrészt a tanulmányutak közti időszakokra szervezzük. - Jó gyakorlatok gyűjtemény, a partner országokkal együttműködve 3 ország jó gyakorlatainak azonosítása és összegyűjtése, egységes szerkezetbe foglalt online kiadvány készítése. - Kötelező kommunikációs tevékenységek megvalósítása, C tábla, folyamatos fotódokumentáció, honlap, TÉRKÉPTÉR feltöltés. - Honlap fejlesztés és működtetés, rendszeres bejegyzések a projekt eseményeiről és előrehaladásáról, 2 év alatt min. 100 bejegyzés min. 800 karakter/ bejegyzés terjedelemben. - A külföldön készített 8 interjú során az interjúválaszok magyarra fordítása, a 32 oldalas magyarországi jó gyakorlatok összefoglaló és a 12 oldalas kutatási zárójelentésből készült összefoglaló két nyelvre való fordítása. - Kompetenciafejlesztés, 2 alkalommal külföldi szakértők tartanak kompetenciafejlesztést a magyar szakembereknek saját hazájuk jó gyakorlataihoz és jogszabályi környezetéhez kapcsolódva. - Disszemináció, 2 alkalommal magyar szakemberek és hazai szakpolitikusok részvételével kompetenciafejlesztés formájában valósul meg, illetve 6 alkalommal a hazai regionális központokban is kompetenciafejlesztés megvalósítása a helyi szakemberek részére. - Folyamatos kapcsolattartás, hálózat építés. A megvalósítás várt eredményei: - megvalósul egy kutatás 100 fő magyar és 100 fő szlovák szakértő bevonásával, kutatási záró tanulmány elkészül, - megvalósul 8 tanulmányút, amelyeken összesen 40 fő magyar szakértő részt vesz, - megvalósul 12 műhelymunka magyar és külföldi szakértők részvételével, - projekt záró kiadvány és javaslatok elkészülnek, - jó gyakorlatok gyűjtemény (magyar, szlovák és román nyelven) - európai jó gyakorlatok - honlap folyamatosan frissülő tartalommal, - fenntartható együttműködés a 2 szlovák és 2 román partnerrel, együttműködési terv készül a projektet követő legalább fél éves időszakra (Hungarian)
