The Applicant, Szabolcs-Szatmár-Bereg County Hospitals and University Teaching Hospital are planning to carry out 1 high-level radiological ultrasound and the procurement of 1 medium-level obstetric and gynaecological ultrasound in the framework of this call for applications. Access to health services and regional balance are improved and wider definitive care can be ensured by purchasing the relevant equipment. The development of medical technology for imaging diagnostics enhances patient safety, advances in working conditions are an incentive for specialist doctors, and the practice of training specialist candidates with modern imaging tools is a step forward. During patient care, there is an opportunity to perform a higher quality examination of abdominal and pelvic UH, cervical soft tissue, joints, and Color doppler tests, and to obtain a more accurate and detailed medical opinion, thereby improving the quality of diagnostics. With the shortening of the test time, the safe, continuous use of the device reduces waiting time and patient satisfaction increases. With the planned equipment development, the professional standards and diagnostic accuracy of ultrasound diagnostics are significantly improved in the Central Radiology Department, which reduces the performance of unnecessarily executed other higher-cost radiological tests (CT-MR). With this, the effectiveness of the tests carried out is clearly increased. Due to the continuous and safe availability of the new device, as opposed to the failure of the replacement device, the planned and urgent tests will be carried out as optimally as possible during the ordering period. With the device procured for central radiology, the consilium required by all inpatient departments of the Hospital can be performed, especially in the case of surgical, traumatological, internal, urological, osteo-neuropneumatic indications, in which the status monitoring (infiltration, absorption, abscessus...etc.) is performed by UH examination during inpatient care and the results of the UH examination have a therapeutic effect. The equipment development planned in the Department of Obstetrics and Gynecology helps to make the necessary decisions during the birth room and surgery activities affecting the outcome of the surgery. Professional progress and professional safety is the diagnostic tool available during surgery during the course of the surgery. The gynecological Uh is clearly intended to be used in inpatient care, to accurately assess the pre- and intraoperative status of patients scheduled for surgery, to follow the results of diagnostic tests in outpatient care, in accordance with the expectations of the profession. The use of the equipment during surgery increases patient safety and reduces surgical time. With the use of the tool, the monitoring of pathological pregnancies develops in the framework of inpatient care, allows accurate BF measurement, foetal monitoring, and monitoring of foetal retardations.The project is planned for the implementation period from 01.12.2017 to 30.11.2018. The value of the assets to be procured under the tender reaches the public procurement threshold, so the institution intends to involve a public procurement expert as part of a preparatory activity in order to ensure the timely implementation of the appropriate procedure. Project management tasks are performed by 1 project manager with 6 hours per week and 1 financial manager is also 6 hours a week in the framework of an employment relationship. The mandatory public insurance tasks are performed by the Applicant according to the definition of the ‘KK 2020’ — as stipulated in the communication package for infrastructure development between HUF 30-50 million. A Pályázó, a Szabolcs-Szatmár-Bereg Megyei Kórházak és Egyetemi Oktatókórház jelen pályázati felhívás keretében 1 db Kiemelt szintű radiológiai ultrahangot és 1 db Középszintű szülészeti-nőgyógyászati ultrahang beszerzését tervezi. Az egészségügyi szolgáltatáshoz való hozzáférés és a térségi kiegyenlítődés javul és szélesebb körű definitív ellátás biztosítható az adott eszközök beszerzésével. A képalkotó diagnosztikai lehetőségek orvostechnológiai fejlesztése növeli a betegbiztonságot, a munkakörülményekben bekövetkező előrelépés ösztönzően hat a szakorvosokra, előrelépést jelent a szakorvos jelöltek képzése során a modern képalkotó eszközökkel szerzett gyakorlat. A betegellátás során vizsgálati lehetőség nyílik hasi és kismedencei UH, nyaki lágyrész, izületi, és Color doppler vizsgálatok színvonalasabb kivitelezésére, pontosabb és részletesebb orvosi vélemény alkotására, ezáltal a diagnosztika színvonalának javulására. A vizsgálati idő rövidülésével, az eszköz biztonságos, folyamatos használatával csökken az várakozási idő, a betegelégedettség nő. A tervezett eszközfejlesztéssel a Központi radiológiai osztályon jelentősen javul az ultrahang diagnosztika szakmai színvonala, diagnosztikus pontossága, ami csökkenti a feleslegesen kivitelezett egyéb magasabb költségű radiológiai vizsgálatok (CT-MR) végzését. Ezzel az elvégzett vizsgálatok hatékonysága egyértelműen növekszik. Az új eszköz folyamatos és biztonságos rendelkezésre állása miatt - szemben a csere igényű készülék meghibásodásai miatt kieső ellátási idővel - a tervezett és sürgős vizsgálatok elvégézése a rendelési idő alatt a lehető legoptimálisabb módon történik. A központi radiológiára beszerzett készülékkel a Kórház valamennyi fekvőbeteg osztálya által igényelt konzilium elvégezhető, kiemelten a sebészeti, traumatológiai, belgyógyászati, urológiai, fül-orr-gégészeti indikációban megkért vizsgálatok, melyek esetében a statusz nyomon követése (infiltráció, beolvadás, abscessus…stb.) a fekvőbeteg ellátás során UH vizsgálattal történik és az UH vizsgálat eredményének terápiás konzekvenciája van. A Szülészet-nőgyógyászati osztályon tervezett eszközfejlesztés a szülőszobai, műtéti tevékenység során szükséges, a műtét kimenetelét befolyásoló döntések meghozatalát segíti. Szakmai előrelépést, a szakmai biztonság fokozását jelenti a kiemelten nagy betegforgalmú szülészeti-nőgyógyászati ellátás során a műtétek alatt rendelkezésre álló diagnosztikai eszköz. A nőgyógyászati Uh egyértelműen fekvőbeteg ellátásban kívánjuk használni, a műtétre előjegyzett betegek pre-, és intraoperatív státuszának pontos megítélésére, a járóbeteg ellátásban történt diagnosztikai vizsgálatok eredményeinek követésére, a szakma elvárásainak megfelelően. A berendezés műtét közbeni használata fokozza a betegbiztonságot, rövidíti a műtéti időt. Az eszköz használatával a patológiás terhességek monitorozása a fekvőbeteg ellátás keretében fejlődik, lehetővé válik pontos BF mérés, magzati monitorozás, magzati retardációk ellenőrzése.A projekt megvalósítási tervezett időszaka 2017.12.01 – 2018.11.30. A pályázat keretében beszerzendő eszközök értéke eléri a közbeszerzési értékhatárt, így a megfelelő eljárás időben történő lebonyolítása érdekében előkészítési tevékenység keretében közbeszerzési szakértőt kíván bevonni az intézmény. A projekt menedzsment feladatokat 1 fő projektvezető látja el heti 6 óra munkaviszonyban és 1 fő pénzügyi vezető szintén heti 6 óra időtartamban, munkaviszony keretében. A kötelező nyilvánosság biztosítási feladatokat a "KTK 2020" meghatározása alapján - 30-50 millió Ft közötti infrastrukturális fejlesztés szerinti kommunikációs csomagban előírtak szerinti teljesíti a Pályázó.
