In the framework of their cooperation, the requesting municipalities undertake to contribute to improving the quality and accessibility of public services through the implementation of the project. With a view to reducing territorial disparities, they undertake by implementing the project’s activities to foresee a value-creating development that reduces the disadvantages resulting from the differences. Implementation of incentive programmes aimed at improving the professionalisation of human public services a) As part of the needs assessment, the implementation of activities aimed at alleviating shortages and skills gaps identified and adequately supported b) Implementation of the Local Human Resource Development Plan 2. Develop and strengthen packages of services supporting the employability of people of working age belonging to disadvantaged groups 1. Development activities to promote the employability of the target group, based on an individual development plan: • Assessment of individual competences. • Constructive and value-creating activities to help achieve socialisation at work. • Developing competence for cooperation in group work. • Measures to improve the ability to work to ensure the continuous quality of the labour base of existing and new employers to be created in the region. • Programmes that enable independent living. • Counselling in preparation for finding a job. 2. .Enhancing the participation of the disadvantaged active-age population in active labour market instruments: • Employ mentors to address the specificities of a disadvantaged situation in order to integrate into the working environment. • Mentoring (in and outside work) of disadvantaged persons who have become employees. Mentoring is required until the start of work and during the programs. • Implementation of awareness-raising and anti-discrimination training among potential employers. • Develop innovative programmes to support the integration of people living in extreme poverty, in particular the Roma, as well as disadvantaged people, and to improve the effectiveness of organisations supporting them. 3. Strengthening the role of small local communities in society 1. Activities related to community development and community building: • Use of community organisers. • Programmes to increase the uptake of community spaces and cultural services 2. Youth community building: • Provide young people with meaningful programmes tailored to age interests in community spaces, including continuous information for young people on training, learning, scholarships and opportunities related to employment and housing. 3. Community health promotion: • Organising programmes to support lifestyle change aimed at strengthening healthy lifestyles at community level, developing the community’s health culture and related local communication (e.g. programmes, events, information days, presentations) 4. Improving the quality of life in the municipality/region, improving the retention capacity of the countryside and supporting related dissemination: 1. Implementation of service development programmes to encourage the retention of the target group and improve local quality of life: • Making public services available, developing local services. • Implementation of a multi-municipal service development action plan based on the local human resources development plan The activities will be presented in detail in the Local Human Resource Development Plan, with schedule and distribution of actual tasks among the consortium partners.     A kérelmet benyújtó önkormányzatok az együttműködésük keretében vállalják, hogy a projekt megvalósításával hozzájárulnak a közszolgáltatások minőségi fejlesztéséhez és hozzáférhetőségének javításához. A területi különbségek csökkentését szem előtt tartva vállalják a projekt tevékenységeinek megvalósításával, hogy olyan értékteremtő fejlődést irányoznak elő ami csökkenti a különbségekből adódó hátrányokat. Kiemelt cél, hogy a felmerülő szükségletekre reflektáljon a projekt. A kötelezően megvalósítandó és választható tevékenységeken belül olyan megvalósítani kívánt tevékenységek voltak támogatottak a konzorcium részéről, amelyek az előkészítés folyamán az igényfelmérés és helyzetfeltárás eredményeként kirajzolódtak. A területi különbségek egyes humán szolgáltatások kapacitáshiányának enyhítésére a szolgáltatáspaletta, továbbá a sikeres esélykompenzációhoz szükséges szakemberek kompetencia-fejlesztése célja a projektnek. Mindezek mellett a projekt részcélja a felhívással összhangban a humán közszolgáltatások terén jelentkező szakemberhiány enyhítését szolgáló ösztönző programok megvalósítása, a hátrányos helyzetű csoportok foglalkoztathatóságra való felkészítésének, munkaerő-piaci eszközökben való részesedésének és munkaerő-piacon való megjelenésének elősegítése, a helyi kisközösségek társadalom-szervező szerepének megerősítése, a vidék megtartó képességének erősítése, valamint az ezzel kapcsolatos disszemináció támogatása illetve a kultúrák közötti párbeszéd erősítése Megvalósítani kíván tevékenységek: 1. A humán közszolgáltatások szakember-ellátottságának fejlesztését szolgáló ösztönző programok megvalósítása a) Az igényfelmérés részeként beazonosításra került és megfelelően alátámasztott szakemberhiány, szaktudás hiány enyhítését szolgáló tevékenységek megvalósítása b) Helyi Emberi Erőforrás Fejlesztési Terv megvalósítása 2. A hátrányos helyzetű csoportokhoz tartozó aktív korú emberek foglalkoztathatóságának javítását támogató szolgáltatás-csomagok kialakítása, megerősítése 1. A célcsoport foglalkoztathatóságát elősegítő fejlesztési tevékenységek, egyéni fejlesztési terv alapján: • Az egyéni kompetenciák felmérése. • Munkaszocializáció megszerzését segítő konstruktív és értékteremtő tevékenységek. • Csoportmunkában történő együttműködés kompetencia fejlesztése. • Munkára való képességet javító intézkedések a meglévő és a térségbe érkező, létrehozandó új munkáltatók munkaerő bázisának folyamatos minőségi biztosítása érdekében. • Az önálló életvitelre képessé tevő programok. • Az álláskereséshez felkészítő tanácsadás. 2. .A hátrányos helyzetű aktív korú lakosság aktív munkaerő-piaci eszközökben való részesedésének elősegítése: • Mentorok alkalmazása a hátrányos helyzetből adódó sajátosságok kezelése, a munkakörnyezetbe való beilleszkedés érdekében. • Munkavállalóvá vált hátrányos helyzetű személy mentorálása (munkában és azon kívül). Szükséges mentorálás a munkába lépésig, illetve a programok alatt. • Szemléletformáló, antidiszkriminációs képzések megvalósítása a potenciális munkáltatók körében. • Innovatív programok kidolgozása a mélyszegénységben élők, különösen a romák, valamint a hátrányos helyzetbe került emberek integrációjának támogatására, és az őket segítő szervezetek hatékonyságának javítására. 3. A helyi kisközösségek társadalmi szerepének megerősítése 1. Közösségfejlesztéshez, közösségépítéshez kapcsolódó tevékenységek: • Közösségszervező alkalmazása. • Közösségi terek és kulturális szolgáltatások kihasználtságát növelő programok 2. Fiatalok közösségépítése: • A közösségi terekben a korosztályi érdeklődésnek megfelelő, tartalmas programok elérhetővé tétele a fiatalok számára, ideértve a fiatalok folyamatos tájékoztatását az őket érintő képzési, tanulási, ösztöndíj, továbbá a foglalkoztatáshoz, lakhatáshoz kapcsolódó lehetőségekről. 3. Közösség egészségfejlesztése: • Az egészséges életmód közösségi szintű megerősítését, a közösség egészségkultúrájának fejlesztését célzó, életmód váltást támogató programok szervezése, illetve az ehhez kapcsolódó helyi kommunikáció (pl. programok, rendezvények, információs napok, előadások) 4. A települési/térségi életminőség javítása, a vidék megtartó képességének fejlesztése, valamint az ezzel kapcsolatos disszemináció támogatása: 1.
