From primary care to specialised benefits, the institution has a complex range of activities for homeless people living in Miskolc and its catchment area. The institution’s supply units are integrated on the basis of Section 85/C(1)(d) of Act III of 1993. The integrated form of care helps homeless people to benefit from more services (daytime warming, folk kitchens, night shelters) and thus ensure that they meet their basic physiological needs. The Homeless Care Centre is the largest number of clients in the region (the city), the number of places relevant for the application is 298, of which there are 35 men and 23 temporary places for women during the winter period, 80 overnight shelters, 100 homes for homeless persons, 60 homeless homes of the “Hajség” social home, a total of 298 places of care. The only one in the city is the BAZ County Organisation of the Hungarian Red Cross providing homeless people with free men’s and women’s night shelters, as well as “periodic” places during the winter crisis. The Homeless Care Centre operates its services in accordance with the regulations and holds the necessary licences, which is attached as an annex to the tender. Most of the benefits are locally located in Miskolc, Baross Gábor út 13-15, where the infrastructure investment can be found at this address (see details: Professional plan). Justification: Some of the institutions providing care, which are still operating, do not meet the human and material requirements required, and communication and information flows between dispersed units in several buildings are not efficient enough, and thus the operational processes are often hindered. The quality of professional work can also be greatly improved by strengthening institutional governance, applying various methods of organizational development and increasing efficiency. Target group: the institutions and employees of the Red Cross of Miskolc, which provide social benefits, the managers, employees, employees, volunteers, and those in need receiving care by the organisation.     A támogatást igénylő szervezet a Magyar Vöröskereszt Borsod-Abaúj-Zemplén Megyei Szervezete. Az igényelt támogatás összege: 104.300.000 Ft, mely a szolgáltatói nyilvántartásba bejegyzett férőhelyek (összesen 298 férőhely) szerint számítható támogatási összeggel összhangban került meghatározásra. A szervezet az 1881-ben alapított Nemzetközi Vöröskereszt égisze alatt működik, mely az egyik legrégebbi segélyszervezet a világon. A Magyar Vöröskeresztnek és a megyei szervezetnek is nagy tapasztalata van az elesettek, rászoruló emberek segítésében, a közösségszervezetben, a társadalmi szolidaritás előmozdításában, melyet mind segítségnyújtásban, mind egészségtudatos tevékenységek elősegítése terén, mely célokat rendezvényekkel, programokkal, képzésekkel, együttműködések megszervezésével segíti megalapítása óta. A Magyar Vöröskereszt megyei szervezetének ernyője alatt működő szociális és gazdasági szakemberek, önkéntesek 2015-ben a beszámoló mellékleteiben nyomon követhető és számszerűsített módon több tízezer rászorulót részesítettek a közhasznú tevékenységek által megteremtett segítségben, amely igazolja, hogy a megyei szervezet rendelkezik mindazon személyi, szakértői kapacitással, humán tapasztalattal, mely a projekt végrehajtására alkalmassá teszi. A szakértői gárdát szociális, mentálhigiénés szakemberek, pszichológusok, pénzügyi szakemberek, és több száz önkéntes erősíti, a projekt végrehajtását pedig a projektmenedzsment tapasztalattal rendelkező Grubert Roland, valamint a pénzügyi vezetői tapasztalattal rendelkező Balogh Emese fogja majd össze, szakmai tapasztalataik a csatolt önéletrajzukban megtalálható. A Magyar Vöröskereszt Borsod-Abaúj-Zemplén megyei Szervezete működteti a Hajléktalanokat Gondozó Központ ellátásait. Az intézmény az alapellátásoktól a szakosított ellátásokig komplex tevékenységi körrel áll a Miskolcon és vonzáskörzetében életvitel szerűen tartózkodó hajléktalan személyek rendelkezésére. Az intézmény ellátó egységei az 1993. évi III. törvény 85/C. § (1) bekezdésének d) pontja alapján integráltak. Az integrált ellátási forma hozzájárul, hogy a hajléktalan személyek több szolgáltatást vegyenek igénybe (nappali melegedő, népkonyha, éjjeli menedékhely) és ez által biztosítottá válik számukra az alapvető fiziológiás szükségletük kielégítése. A Hajléktalanokat Gondozó Központ a régió (a város) legnagyobb számú klienskört ellátó intézménye, a pályázat szempontjából releváns férőhelyek száma 298 fő, ebből a téli időszakban működik 35 fő férfi és 23 fő női időszakos férőhely, éjjeli menedékhely 80 fő, hajléktalan személyek nappali ellátása 100 fő, a „Hajlék” szociális otthon 60 hajléktalan otthona, mindösszesen 298 ellátotti hely. A városban egyedüliként a Magyar Vöröskereszt BAZ. megyei Szervezete biztosít a hajléktalanok számára ingyenes férfi és női éjjeli menedékhelyet, valamint a téli krízis időszakban „időszakos” férőhelyeket. A Hajléktalanokat Gondozó Központ a szolgáltatásait az előírásoknak megfelelően, a szükséges engedélyek birtokában működteti, mely a pályázat mellékleteként csatolásra kerül. Az ellátások nagy része helyileg a Miskolc, Baross Gábor út 13-15. szám alatt található, ezen a címen található az infrastrukturális beruházás is (részletek lásd: Szakmai terv). Indokoltság: Az ellátást nyújtó, jelenleg is működő intézmények egy része nem felel meg a az elvárt személyi és tárgyi feltételeknek, továbbá nem kellő hatékonyságú a több épületben, szétszórtan működő egységek között a kommunikáció és az információáramlás, ezáltal a működési folyamatok gyakran akadályoztatva vannak. A szakmai munka színvonalát is nagy mértében javíthatja az intézményirányítás megerősítése, a szervezetfejlesztés különböző módszereinek alkalmazása, a hatékonyság fokozása. Célcsoport: a szociális ellátásokat biztosító Miskolci Vöröskereszt intézményei és alkalmazottai, vezetői, dolgozói, munkatársai, önkéntesei, valamint a szervezet által ellátásban részesülő rászorulók.
