The aim of the project is to draw up a strategy for local activities in the Northern Target Area of the city of Vilnius (hereinafter referred to as the Strategy). Under this Strategy, community-led local development and its implementation projects will be targeted at improving local employability and enhancing the social integration of communities. The preparation of the Strategy will include population communities in the Northern Target Area, the business community, Vilnius City Municipality, state institutions and organisations, social exclusion groups (long-term unemployed, persons with disabilities, people with dependency, etc.). Studies will be carried out to study the needs of all the target groups listed above, to organise events to discuss the strategy, and to use other information and publicity measures. Community-led local development under the Strategy: develop and implement social and cultural initiatives of local communities to enhance social integration; promote youth and social entrepreneurship initiatives, initiate internships, apprenticeships and business acceleration projects; seek to develop local information systems on competences acquired through non-formal education and service distribution systems to promote youth employment, employment and entrepreneurship; seek to set up platforms for the presentation and implementation of social entrepreneurship cluster and project ideas; seek to extend (new) innovative social and educational services to the Roma community in order to reduce its social exclusion; will seek to develop creative partnerships and initiatives to encourage the participation of professional artists in creative partnerships for the inclusion of marginalised groups in society, will create other initiatives and initiate implementation projects in the areas listed above. Projekto tikslas - parengti Vilniaus miesto Šiaurinės tikslinės teritorijos vietos veiklos strategiją (toliau - Strategija). Pagal šią Strategiją bendruomenių inicijuota vietos plėtra ir jos įgyvendinimo projektai bus tikslingai nukreipti vietinių įsidarbinimo galimybių pagerinimui ir bendruomenių socialinės integracijos didinimui. Į Strategijos rengimą bus įtrauktos Šiaurinėje tikslinėje teritorijoje veikiančios gyventojų bendruomenės, verslo bendruomenė, Vilniaus miesto savivaldybė, valstybės institucijos ir organizacijos, socialinės atskirties grupės (ilgalaikiai bedarbiai, asmenys su negalia, priklausomybės ligomis sergantys asmenys ir kt.). Bus vykdomos visų išvardintų tikslinių grupių poreikių tyrimo studijos, organizuojami Strategijos aptarimo renginiai, naudojamos kitos informavimo ir viešinimo priemonės. Pagal Strategiją bendruomenių inicijuojama vietos plėtra: kels ir įgyvendins vietos bendruomenių socialines ir kultūrines iniciatyvas socialinei integracijai didinti; skatins jaunimo bei socialinio verslumo iniciatyvas, inicijuos stažuočių, pameistrystės bei verslo akseleravimo projektus; sieks sukurti vietines informavimo apie neformalaus ugdymo metu įgytas kompetencijas ir paslaugų paskirstymo sistemas, skatinančias jaunimo užimtumą, įdarbinimą ir verslumą; sieks sukurti socialinio verslumo klasterio bei projektų idėjų pateikimo ir įgyvendinimo platformas; sieks praplėsti (sukurti naujas) inovatyvias socialines ir švietimo paslaugas romų bendruomenei, siekiant mažinti jos socialinę atskirtį; sieks plėtoti kūryba paremtas partnerystes ir iniciatyvas, skatinančias profesionalių menininkų dalyvavimą kūrybinėse partnerystėse, skirtose atskirtį patiriančių grupių įtraukimui į visuomenės gyvenimą, išvardintose srityse kels kitas iniciatyvas ir inicijuos jų įgyvendinimo projektus.
