Pagrindinė sprendžiama problema – egzistuojantis didelis fragmentiškumas mokesčius administruojančių institucijų analizės ir rizikos valdymo srityje, kuris lemia mažesnį mokesčių administravimo efektyvumą nei įmanomas. Taip pat kokybiško mokesčių administravimo analizės ir rizikos valdymo proceso užtikrinimui esamoje situacijoje trūksta kompetencijų bei įrankių. Šiuo projektu sprendžiamos aprašytos problemos, o projekto tikslas - gerinti mokesčių surinkimą, diegti išmaniąją mokesčių administravimo sistemą, stiprinant Valstybinės mokesčių inspekcijos analitinius gebėjimus. Įgyvendinus projekto veiklas, bus įkurtas analitikos kompetencijų centras, taip pat bus parengti procedūriniai ir metodiniai dokumentai, kurių dėka bus galima pasiekti didesnio efektyvumo mokesčių administravimo srityje. Projekto metu bus įkurtas analitikos kompetencijų centras, panaudojant žmogiškuosius ir IT išteklius (bus parengtas i.MAMC veiklos modelis, įsigyta analitinė programinė įranga, perimta užsienio geroji praktika bei apmokyti darbuotojai) ir sukurtas mokesčių administravimo analizės, modeliavimo ir rizikos valdymo procesas (bus parengtos mokesčių mokėtojų mikro lygmens analizės, modeliavimo ir rizikos valdymo bei makro lygmens mokesčių administravimo analizės metodikos ir savanoriško prievolių vykdymo skatinimo gairės 2019-2023 m.). The main problem to be addressed is the existence of a high degree of fragmentation in the analysis and risk management of tax administrations, leading to lower efficiency of the tax administration than possible. There is also a lack of competences and tools to ensure the quality of tax administration analysis and risk management process in the current situation. This project addresses the problems described and the aim of the project is to improve tax collection, implement a smart tax administration system by strengthening the analytical capacity of the State Tax Inspectorate. After the implementation of the project activities, an analytical competence centre will be established, as well as procedural and methodological documents will be prepared, which will help to achieve greater efficiency in the field of tax administration. During the project, an Analytical Competence Centre will be established using human and IT resources (i.MAMC business model will be developed, analytical software acquired, foreign good practice taken over and trained staff) and a process of analysis, modelling and risk management of tax administration will be developed (Guidelines for micro-level analyses, modelling and risk management of taxpayers and macro-level analysis of tax administration and voluntary compliance promotion guidelines will be developed in 2019-2023).
