    The two feasibility study projects “Connect 1 - real collaboration” and “Connect 2 real collaboration” are conducted together and in parallel in Östergötland's municipalities together with the Region Östergötland in close collaboration with the Swedish Public Employment Service. Linköping Municipality is the project owner. In Östergötland, there are in total 13 municipalities. The municipalities are the single largest employer in their area. In the entire county, the Region Östergötland with the hospital is the largest individual employer. In the municipal organisation, there are a number of different professions in different areas and thousands of existing employees. We already know that within several of the municipal occupations there are future shortages, and large future retirements. At the same time, there are a large number of potential employees in the municipalities. The number of unemployed in Östergötland is 8.3%, which is the eighth highest in Sweden (ekonomifakta.se), a large majority of these have a foreign background and disabilities. Some of them have maintenance support, which is financed by the municipality. Every year, several potential employees are temporarily working for the municipality through various activites such as projects, internships or as temporary part-time jobs. If we succeed in matching these two areas, there is an enormous potential to be able to further develop existing staff and strengthen their skills and at the same time be able to attract and recruit people from outside the labour market to a number of different shortages. It will also be a strategic tool for non-discrimination and gender equality. All in all, this will be a benefit for both the individual and society. The biggest challenge is that two different organizational units in the municipality; the labour market unit and the municipality’s personnel department today drive these areas. With a common clear plan and strategy, the effect of efforts of ESF projects in the coming period will be much higher than before. We get an opportunity to achieve results through conscious and common goals for the whole of Östergötland. All project investments within ESF + will strive towards the same strategic goal, which means that we constantly focus on the long-term and not the short-term solution. The two feasibility studies we are looking for are closely related and are based on the same problem description: ”How do we secure future skills supply in the municipalities' operations and at the same time enable potential employees, regardless of gender and background, to get sustainable employment in our operations.” For the two program areas, we have identified three areas linked to the problem description that the feasibility studies will contain: - Structure and organization - Competence development - Need for input based on research and identified success factors from existing initiatives (Swedish)
