The Skåne Association of Local Authorities (SALA) wishes to be a project owner in the ESF-funded project “Riv hinder för delaktighet”, arranged within program area 2. We have decided to call our project idea “All the way”. The target group is young men, women and persons with uncertain gender identities (as well as young grown-ups in the three aforementioned categories) who suffer from neuropsychiatric disorders as well as being so called NEETS, (i.e. Not in Education, Employment, or Training). In the targeted group we also wish to focus on those youths and/or young grownups who suffer from problems that can be related to dyslexia or dyscalculia as well as on those that experience feeling unwell due to neuropsychiatric problems without having been diagnosed. We aim to work with 16- to 29-yearolds. Why this project idea? The number of youngsters and young grownups suffering from neuropsychiatric disorders has, to a significant degree, increased during the last years. It should also be noted that scientists consider the number of youths and young grownups without diagnoses to be considerable. This is also valid concerning the number of young people perceiving ill psychological health. Recently published statistics show that the number of young people, i.e. up to the age of 30, who receive activity compensation due to reduced work ability has increased during the last few years and today number no less than 30 000. 82 per cent of the latter suffer from neuropsychiatric disorders. In addition to this, surveys show that many of the potential project participants are discriminated against in the labour market. We will therefore focus on: - Helping the 180 (20 per municipality and year) project participants to find work (if necessary through renewed studies) - Create good, learning examples that can be diffused to the municipalities in Skåne and Blekinge who are not active partners in the project, as well as to other actors - “Not re-inventing the wheel”. On the contrary! We will implement and, if needed, improve existing methods like supported employment, supported education, individual collaborative methods and case management - Changing the attitudes of employers to the group in question - If possible seek further funding from the ESF, this time from PA1/Erasmus, to run courses and other forms of training programmes for employers, staff members, etc. - Further strengthen the collaboration that has been established within municipal organisations and between the latter and other relevant actors (see below) - The situation of women and persons with perceived uncertain gender identities (since both these groups form a majority when it comes to persons with hyperactivity disorders that are not helped by current efforts) SALA has been very successful in earlier and ongoing ESF-funded projects like PlugIn 2.0 and Griffin PlugIn. Within these structures, in the form of so-called One Stop Shops, we have greatly improved the municipalities´ ability to find and help NEETS “back on track”. We therefore aim to base the “All the way project on these structures and further improve the collaboration with the Swedish Social Insurance Agency and The Swedish National Employment Service in finding and helping stay at home persons, i.e. NEETS. We intend to collaborate with these municipalities and/or organisations: - Bromölla, Klippan and Vellinge (municipalities) - Misa (organisation with expert knowledge in the field) - The Swedish Social Insurance Agency and The Swedish National Employment Service (governmental agencies) All staff members in the project have proven skills in working with persons with pervasive disabilities, dyslexia, dyscalculia and the so called horizontal principles. We have also formed a close co-operation with some of Sweden´s foremost scientist in the field and they will, in varying degrees, participate in the project.
