Het implementeren van een werkmodel voor de gedragsregels en meer grip op ongewenst gedrag en werkstress, zowel voor de medewerkers als voor het management. E.e.a. afgestemd op de taken, verantwoordelijkheden en bevoegdheden en talenten van de medewerkers. Tevens willen een werkend systeem om de leercultuur te bevorderen, waardoor medewerkers meer mogelijkheden krijgen om de duurzame inzetbaarheid te verhogen.
