Дейността по проекта включва верификация на разходите, докладвани в искания за междинни и окончателни плащания по проекти, финансирани по приоритетна ос „Техническа помощ” на Оперативна програма „Транспорт" 2007-2013 г (ОПТ) и Оперативна програма „Транспорт и транспортна инфраструктура” 2014 – 2020 г. (ОПТТИ), в случаите, при които Управляващият орган (УО) е бенефициент по тях, както следва:- контролни проверки на включените в пакета отчетни документи по проекта, попадащи в искането за плащане и попълване на съответните контролни листове; - проверки на място по проектите по време на изпълнението на проекта или след приключване на дейностите по него, но преди одобрението на окончателното искане за плащане. При одобрение на окончателното искане за плащане задължително се извършва проверка на място;- 100 % документална проверка на цялата документация, свързана с извършените разходи;- изготвяне на доклади за извършена верификация на разходи в междинни и окончателни искания за плащания и за извършена проверка на място;-преглед и одобрение на авансови плащания по проекти, финансирани по приоритетна ос „Техническа помощ” на ОПТ и ОПТТИ, в случаите, при които УО е бенефициент по тях. The project activity includes verification of the expenditure reported in requests for interim and final payments for projects financed under the Technical Assistance Priority Axis of Operational Programme on Transport 2007-2013 (OPT) and Operational Programme on Transport and Transport Infrastructure 2014-2020 (OPTTI), in cases where the Managing Authority (MA) is the beneficiary of these, as follows: — checks on the project’s accounting documents included in the package and the completion of the respective checklists; — on-the-spot checks on projects during the implementation of the project or at the end of its activities, but before the final payment claim is approved. Upon approval of the final payment claim, an on-the-spot check must be carried out;- 100 % documentary check of all documentation relating to the expenditure incurred;- preparation of reports on the verification of expenditure in interim and final payment claims and on-the-spot checks;- review and approval of advance payments for projects financed under the priority axis “Technical assistance” of OPT and OPTTI, in cases where the MA is a beneficiary under them. L’activité de projet comprend la vérification des dépenses déclarées dans les demandes de paiements intermédiaires et finaux pour les projets financés au titre de l’axe prioritaire d’assistance technique du programme opérationnel «Transports 2007-2013» (OPT) et du programme opérationnel sur les infrastructures de transport et de transport 2014-2020 (OPTTI), dans les cas où l’autorité de gestion (AM) en est le bénéficiaire, comme suit: — vérification des documents comptables du projet inclus dans le paquet et de l’achèvement des listes de contrôle correspondantes; — contrôles sur place des projets pendant la mise en œuvre du projet ou à la fin de ses activités, mais avant l’approbation de la demande de paiement final. Après approbation de la demande de paiement final, un contrôle sur place doit être effectué;- un contrôle documentaire à 100 % de tous les documents relatifs aux dépenses encourues;- l’élaboration de rapports sur la vérification des dépenses dans le cadre des demandes de paiement intermédiaire et final et des contrôles sur place;- l’examen et l’approbation des avances pour les projets financés au titre de l’axe prioritaire «Assistance technique» d’OPT et d’OPTTI, dans les cas où l’AMM est un bénéficiaire au titre de celles-ci. Die Projekttätigkeit umfasst die Überprüfung der Ausgaben, die in Anträgen auf Zwischen- und Abschlusszahlungen für Projekte ausgewiesen werden, die im Rahmen der Prioritätsachse „Technische Hilfe“ im Rahmen des operationellen Programms für den Verkehr 2007-2013 (OPT) und des operationellen Programms für Verkehrs- und Verkehrsinfrastruktur 2014-2020 (OPTTI) finanziert werden, wenn die Verwaltungsbehörde (MA) Begünstigter ist, wie folgt: – Überprüfung der im Paket enthaltenen Rechnungsführungsunterlagen des Projekts und Abschluss der jeweiligen Checklisten; — Vor-Ort-Kontrollen von Projekten während der Durchführung des Projekts oder nach Abschluss seiner Tätigkeiten, jedoch vor Genehmigung des Antrags auf Abschlusszahlung. Nach Genehmigung des Antrags auf Abschlusszahlung muss eine Vor-Ort-Kontrolle durchgeführt werden;- 100 % Dokumentenprüfung aller Unterlagen über die getätigten Ausgaben;- Erstellung von Berichten über die Überprüfung der Ausgaben bei Zwischen- und Abschlusszahlungsanträgen und Vor-Ort-Kontrollen;- Überprüfung und Genehmigung von Vorschusszahlungen für Projekte, die im Rahmen der Prioritätsachse „Technische Unterstützung“ von OPT und OPTTI finanziert werden, wenn die Verwaltungsbehörde im Rahmen dieser Finanzhilfe Begünstigter ist.
