Realizowany projekt jest partnerskim przedsięwzięciem Miasta Olsztyna, Powiatu Olsztyńskiego oraz sześciu gmin ościennych z tzw. Miejskiego Obszaru Funkcjonalnego - Barczewo, Dywity, Stawiguda, Jonkowo, Purda, Gietrzwałd, zakładającym realizację zadania publicznego, polegającego na stworzeniu zintegrowanego, nowoczesnego systemu bezpieczeństwa. Podjęte zadania przyczynią się do wyposażenia i integracji służb zaangażowanych w usuwanie skutków klęsk żywiołowych i środowiskowych oraz stworzenie możliwości wczesnego ostrzegania i informowania mieszkańców o zaistniałym lub przewidywanym zagrożeniu. W ramach projektu przewidywana jest realizacja następujących zadań: stworzenie w Olsztynie przy ul. Augustowskiej - Regionalnego Centrum Bezpieczeństwa oraz Regionalnego Magazynu Kryzysowego w tym: zakup wyposażenia kwaterunkowego i biurowego Centrum i Magazynu; zakup sprzętu komputerowego i łączności; wyposażenie RCB w mobilne centrum kierowania oraz RMK w sprzęt stanowiący wsparcie dla służb ratunkowych na wypadek klęsk żywiołowych wraz z światłowodem łączącym Centrum Zarządzania Kryzysowego z Regionalnym Centrum Bezpieczeństwa. Stworzenie spójnego systemu bezpieczeństwa na akwenach wodnych, w tym: stworzenie na terenie Olsztyna spójnego systemu bezpieczeństwa na akwenach wodnych-Jeziora: Ukiel, Kortowskie, Skanda.Stworzenie spójnego cyfrowego systemu łączności, w tym: utworzenie na terenie MOF spójnego systemu powiadamiania mieszkańców oraz służb o zagrożeniach poprzez wyminę i dostawę syren alarmowych; uruchomienie portalu informatycznego oraz aplikacji mobilnych. Podniesienie i zapewnienie bezpieczeństwa oraz skuteczności działań w sytuacjach nadzwyczajnych na terenie MOF Olsztyna wpisuje się w założenia SzOOP RPO WiM, stanowiąc realizację zadań służących zabezpieczeniu regionu przed wystąpieniem i skutkami klęsk żywiołowych. The project is a partner undertaking of the City of Olsztyn, Olsztyn County and six neighbouring communes from the so-called. Urban Functional Area – Barczewo, Dywity, Stawiguda, Jonkowo, Purda, Gietrzwald, which assumes the implementation of a public task, consisting of creating an integrated, modern security system. The tasks undertaken will contribute to equipping and integrating the services involved in the resolution of natural and environmental disasters and creating opportunities for early warning and informing residents of the threat that has arisen or anticipated. The project envisages the following tasks: creation in Olsztyn at ul. Augustowska – Regional Security Centre and Regional Emergency Warehouse including: purchase of accommodation and office equipment of the Centre and the Warehouse; purchase of computer and communication equipment; RCB equipped with mobile management centre and RMK with equipment providing support for emergency services in the event of natural disasters with fiber optic connecting the Emergency Management Centre with the Regional Security Centre. Establish a coherent safety system in water bodies, including: creation in Olsztyn of a coherent safety system in water reservoirs-Jeziora: Ukiel, Kortowskie, Skanda.Creation of a coherent digital communication system, including: establishing within the IMF a coherent system for alerting residents and emergency services by evading and supplying alarm sirens; launching the IT portal and mobile applications. Improving and ensuring the safety and effectiveness of emergency operations in the area of the IMF Olsztyn is in line with the assumptions of the SzOOP RPO WiM, acting as a task to protect the region against the occurrence and consequences of natural disasters. Les tâches entreprises contribueront à l’équipement et à l’intégration des services impliqués dans la gestion des conséquences des catastrophes naturelles et environnementales, ainsi qu’à la possibilité d’alerter rapidement et d’informer les résidents de la menace qui a surgi ou prévue. Le projet prévoit la réalisation des tâches suivantes: création à Olsztyn à ul. Augustowska — Centre régional de sécurité et entrepôt de crise régional, y compris: achat de logements et de matériel de bureau du Centre et de l’entrepôt; l’achat de matériel informatique et de communications; équiper RCB d’un centre de pilotage mobile et RMK d’équipements de soutien aux services d’urgence en cas de catastrophe naturelle ainsi que de fibre optique reliant le centre de gestion de crise au centre régional de sécurité. La création d’un système de sécurité cohérent pour les masses d’eau, comprenant: création d’un système de sécurité cohérent à Olsztyn dans les plans d’eau-Jeziora: Ukiel, Kortowskie, Skanda.Créer un système de communication numérique cohérent, y compris: la mise en place d’un système cohérent d’alerte des résidents et des services d’urgence au sein du Ministère des finances par le retrait et la fourniture de sirènes d’alarme; lancement du portail informatique et des applications mobiles. L’amélioration et la garantie de la sécurité et de l’efficacité des opérations d’urgence dans les locaux du MOF d’Olsztyn sont conformes aux hypothèses du SzOOP ROP WiM, dans le cadre des tâches visant à protéger la région contre la survenance et les conséquences des catastrophes naturelles.
