Настоящият проект интегрира подход, който отчита, че хората допускат грешки и могат да попаднат в пътнотранспортни произшествия (ПТП), но стремежът следва да е към развитие на инфраструктура, пригодeна да смекчава нежеланите тежки последици. Пътните инциденти настъпват в резултат на сложна поредица от събития и комбинация от обстоятелства, сред които попада и човешката грешка - елемент, който не може да бъде изцяло елиминиран. Благоприятното въздействие върху състоянието на пътната безопасност, обаче, е възможен процес. В този смисъл проектът цели да допринесе за повишаване безопасността на републиканската пътна мрежа, ограничавайки риска от настъпване на ПТП и намалявайки пътнотранспортния травматизъм. Интервенцията предвижда изпълнение на мерки за пътна безопасност по републикански пътища, вкл. интелигентни транспортни системи (ИТС) модули, маркировка и сигнализация. Мерките ще се изпълнят в приоритетни участъци от републиканските пътища, определени след извършване на анализ на необходимостта от обезопасяването им, на база данни за ПТП, транспортно натоварване и специфични особенности, в т.ч. климатичните условия. В резултат ще бъдат изпълнени 11 участъка, групирани в 5 пътни направления. Така включената в проекта пътна инфраструктура ще бъде развита като по-пригодна да предотвратява настъпване на ПТП със загинали и тежко ранени; ще интегрира елементи от пътнотранспортната система, които си взаимодействат и са достатъчно адаптивни, за да осигуряват безопасност; ще способства за адекватно поведение на участниците в движението и ще намали предпоставките за евентуални човешки грешки. Ефектът на проекта е свързан с намаляване броя и тежестта на ПТП чрез подобряване на разпознаваемостта на пътя; намаляване консумацията на гориво, вредните емисии и времето за пътуване; повишаване комфорта на пътуване. This project integrates an approach that recognises that people make mistakes and may fall into road accidents (road accidents), but the aim should be to develop infrastructure adapted to mitigate unintended severe consequences. Road accidents occur as a result of a complex sequence of events and a combination of circumstances, including human error, an element that cannot be completely eliminated. However, a positive impact on the state of road safety is a possible process. In this sense, the project aims to contribute to improving the safety of the Republican road network by limiting the risk of crashes and reducing road traffic trauma. The intervention provides for the implementation of road safety measures on national roads, including intelligent transport systems (ITS) modules, marking and signalling. The measures will be implemented on priority sections of the Republican roads, identified following an analysis of the need to secure them, on a database of road accidents, transport loads and specific features, including climatic conditions. As a result, 11 sections will be implemented, grouped in 5 road directions. The road infrastructure thus included in the project will be developed as more suited to preventing road accidents with fatalities and serious injuries; integrate elements of the road transport system that interact and are adaptable enough to ensure safety; facilitate adequate behaviour of road users and reduce the preconditions for possible human errors. The effect of the project is to reduce the number and severity of crashes by improving the visibility of the road; reducing fuel consumption, harmful emissions and travel time; increase the comfort of travel.
