The need for social assistance in the municipality of Omurtag is determined by several main factors: high share of unemployed, low income, increased share of elderly and lonely people living in villages, presence of highly vulnerable groups. As a priority, social policy is aimed at improving the quality of life of persons belonging to risk groups. These are people with significant health and social problems (socially weak, disabled, etc.).The main problems of people over 65, who are in partial or total inability to self-service at home, most often due to health problems and usually lonely, is the inability to organise their own lifestyles and their daily activities, as well as the lack of social contacts. The provision at municipal level of hourly services for people with disabilities and the elderly who have difficulties in their care and the provision of integrated services, facilitating access to health services and others, according to the needs of people with disabilities, will help to improve the quality of life and access to social inclusion services, in response to complex needs, for people with disabilities and people over 65 years of age, unable to self-service in order to overcome the consequences of social exclusion and poverty.     Необходимостта от социално подпомагане в община Омуртаг се детерминира от няколко главни фактора: висок дял безработни, ниски доходи, нарастване на дела на възрастните и самотно живеещи хора в селата, наличие на силно уязвими групи. Социалната политика е насочена приоритетно към подобряване качеството на живот на лица от рисковите групи. Такива са лицата със значими здравни и социални проблеми (социално слабите, инвалидите и др.).Основните проблеми на хората над 65 г., които са в частична или пълна невъзможност да се самообслужват вкъщи, най-често поради здравословни проблеми и обикновено самотноживеещи, е невъзможността да организират самостоятелно бита си и ежедневните си дейности, както и липсата на социални контакти. Предоставянето на общинско ниво на почасови услуги за хора с увреждания и възрастни хора, които имат затруднения в обслужването си и предоставянето на интегрирани услуги, улесняване на достъпа до здравни услуги и други, според потребността на човека с увреждане, ще спомогне за подобряване качеството на живот и на достъпа до услуги за социално включване, в отговор на комплексните потребности, на хора с увреждания и хора над 65 г. в невъзможност за самообслужване с цел преодоляването на последиците от социалното изключване и бедността.
