This project proposal aims at improving the quality of life and access to social inclusion services in response to the complex needs, including health, of people with disabilities and people over 65 years of age, incapable of self-service in order to overcome the consequences of social exclusion and poverty. The implementation of the project will provide integrated services for people with inability to self-service and people with disabilities, combining complex actions towards long-term care, including social and health services in the home environment. A “Centre for hourly provision of social services in the home environment” will be set up. It will provide three main types of hourly activities: for personal assistance, including activities with a medico-social focus, social support and social inclusion, utility activities. The first is for personal care — maintenance of personal hygiene, assistance in nutrition, taking medications, accompanying to a medical institution. The second type is for social support — communication, social networking, visiting cultural events, writing and submitting documents. The latter type is related to household utilities such as shopping, house cleaning, minor repairs, administrative services. 91 unemployed people will be recruited to: “Personal assistants”- 71, “Social assistants” — 10 and “Home helpers”-10, and the needs of 91 users will be met. They must be of working age and not be entitled to an old-age pension. The main objective is to create a sustainable model for ensuring a dignified life, tackling social exclusion and poverty by providing services at home for people with disabilities and people over 65, in partial or total inability to self-service. In addition, the procedure allows for the return to the real labour market of persons caring for their relatives with disabilities. (English) | |||||||||||||||

Настоящото проектно предложение цели подобряване качеството на живот и на достъпа до услуги за социално включване в отговор на комплексните потребности, включително и здравни, на хора с увреждания и хора над 65 г. в невъзможност за самообслужване с цел преодоляването на последиците от социалното изключване и бедността. Чрез реализацията на проекта ще се предоставят интегрирани услуги за хората с невъзможност за самообслужване и за хората с увреждане, като се съчетават комплексни действия в посока осигуряване на дългосрочна грижа, вкл. и социални и здравни услуги в домашна среда. Ще бъде създаден "Център за почасово предоставяне на социални услуги в домашна среда". В него ще се предоставят три основни типа почасови дейности: за лична помощ, в т. ч. дейности с медико-социална насоченост, за социална подкрепа и социално включване, комунално-битови дейности. Първият е за лична помощ - поддържане на лична хигиена, помощ при хранене, приемане на лекарства, придружаване в лечебно заведение. Вторият тип е за социална подкрепа - общуване, създаване на социални контакти, посещение на културни събития, писане и подаване на документи. Последният тип е свързан с битово-комунални дейности като пазаруване, почистване на жилища, дребни ремонти, извършване на административни услуги. Ще бъдат наети 91 безработни лица на длъжност: "Лични асистенти"- 71, "Социални асистенти" - 10 и "Домашни помощници"- 10, като ще бъдат задоволени нуждите на 91 потребители. Те трябва да са в трудоспособна възраст и да не са придобили право на пенсия за осигурителен стаж и възраст. Главната цел е да бъде създаден устойчив модел за осигуряване на достоен живот, преодоляване на социалното изключване и бедността чрез предоставяне на услуги в домашна среда за хора с увреждания и хора над 65 години, в частична или пълна невъзможност за самообслужване. Освен това чрез процедурата се предоставя възможност за връщането на реалния пазар на труда на лицата, които полагат грижи за близките си с увреждания. (Bulgarian)
