The Vratsa Investment Programme includes a project that is related to interventions in multi-apartment buildings. It will submit two project proposals, each comprising at least five intervention sites (buildings). The project activities are aimed at the renovation of multi-apartment buildings and aim to provide better living conditions for citizens in multi-apartment buildings, thermal comfort and higher quality of the living environment through the implementation of energy efficiency measures. The planned project activities will contribute to achieving the national energy efficiency target of 25 % higher energy efficiency by 2020 and indirectly reducing greenhouse gas emissions into the atmosphere. The project will also contribute to the achievement of the 2020 National Energy Saved Indicators related to energy savings in final energy consumption (EES) and primary energy consumption (PEC). A team of municipal administration has started work on consulting, supporting and collecting proposals of the SA (owners’ associations) for expression of interest and financial assistance (ZIFP). Rules for the assessment of the submitted ZIFP have been established. The rules comply with the Guidelines for the preparation and implementation of energy efficiency projects in multi-apartment buildings under Priority Axis 1 “Sustainable and Integrated Urban Development” of OP “Regions in Growth” 2014-2020. The work on the recruitment and evaluation of the ZIFP was carried out in the period February-June 2016. 15 multi-apartment buildings have been identified, complying with the requirements of the guidelines and evaluation rules of the Municipality of Vratsa, of which 7 of them are included in the present one.     В Инвестиционната програма на Враца е включен проект, който е свързан с интервенции върху многофамилни жилищни сгради. В неговите рамки ще се подадат две проектни предложения, като всяко ще включва най-малко пет обекта на интервенция (сгради). Проектните дейности са насочени към обновяване на многофамилни жилищни сгради, като с тях се цели чрез изпълнение на мерки за енергийна ефективност да се осигурят по-добри условия на живот за гражданите в многофамилни жилищни сгради, топлинен комфорт и по-високо качество на жизнената среда. Планираните дейности по проекта ще допринесат за постигане на националната цел по отношение на повишаване на енергийна ефективност, а именно – достигане на 25% по-висока енергийна ефективност към 2020 г. и косвено – за намаляване на емисиите на парникови газове в атмосферата. Проектът ще допринесе и за постигането на националните индикативни показатели за спестена енергия за 2020 г., свързани с икономия на енергия при крайното енергийно потребление (КЕП) и при първичното енергийно потребление (ПЕП).Екип от общинска администрация започна работа по консултиране, подпомагане и набиране на предложения на СС (Сдружения на собственици) за заявяване на интерес и финансово попомагане (ЗИФП). Бяха създадени Правила за извършване на оценка на подадените ЗИФП. Правилата са съобразени с Указанията по процедурата за подготовка и изпълнения на проекти за енергийна ефективност в многофамилни жилищни сгради по Приоритетна ос 1 "Устойчиво и интегрирано градско развитие" на ОП "Региони в растеж" 2014-2020. Работата по набирането и оценката на ЗИФП беше извършена в периода февруари - юни 2016 г. Идентифицирани са 15 многофамилни жилищни сгради, отговарящи на изискванията на насоките и правилата за оценка на Община Враца, от които в настоящото са включени 7 от тях. (Bulgarian)
