The project proposal of Varna Municipality under Grant Procedure BG05M9OP001-2.008 “Support for persons with disabilities” will be implemented within Priority Axis 2 “Reducing poverty and promoting social inclusion” under OP “Human Resources Development” 2014-2020. Measures are planned to provide support in the home environment and in the community of persons with disabilities dependent on care. The target groups of the project are persons with disabilities, including severely multiple disabilities, who are at risk and benefit from resident services, as well as their families. The aim is to ensure quality care for persons with disabilities through the establishment of a functioning Support Centre for persons with disabilities, including with severe multiple disabilities. Complex integrated measures of innovative nature aim to improve the quality of life of persons with disabilities, overcome social exclusion, prevent institutionalisation of persons with disabilities, motivate and encourage participation in the labour market of parents and relatives caring for dependent family members. The activities shall comply with those eligible under the procedure and shall include: Repair, furnishing, equipping of buildings and the purchase of a specialised means of transport for the provision of services, according to the needs of the target group; Staff selection, training and supervision; Provision of daily and hourly services in a Support Centre for persons with disabilities, including with severe multiple disabilities; mobile work, counselling, information and support, including the caregivers of the target group in the home environment; Providing therapeutic and specialised assistance, rehabilitation, providing support for access to other services, guidance, according to individual needs; provide support to families caring for persons with disabilities through short-term accommodation in the Centre. Проектното предложение на Oбщина Варна по Процедура за безвъзмездна финансова помощ BG05M9OP001-2.008 "Подкрепа за лицата с увреждания" ще се реализира в рамките на Приоритетна ос 2 "Намаляване на бедността и насърчаване на социалното включване" по ОП"Развитие на човешките ресурси" 2014-2020 г. Планирани са мерки за осигуряване на подкрепа в домашна среда и в общността на лица с увреждания, зависими от грижа. Целеви групи на проекта са лица с увреждания, включително с тежки множествени увреждания, които са в риск и ползващи резидентни услуги, както и техните семейства. Целта е да се осигури качествена грижа за лицата увреждания, чрез създаването на функциониращ Център за подкрепа на лица с увреждания, включително с тежки множествени увреждания. Чрез комплексни интегрирани мерки с иновативен характер, се цели повишаване качеството на живот на лицата с увреждания, преодоляване на социалната изолация, превенция на институционализацията на лица с увреждания, мотивиране и насърчаване участието на пазара на труда на родителите и близките, полагащи грижи за зависими членове на семейството. Дейностите са съобразени с допустимите по процедурата и включват: Ремонт, обзавеждане, оборудване на сграден фонд и закупуване на специализирано транспортно средство за предоставяне на услугите, съгласно потребностите на целевата група; Подбор на персонала, провеждане на обучение и супервизии; Предоставяне на дневни и почасови услуги в Център за подкрепа на лица с увреждания, включително с тежки множествени увреждания; мобилна работа, консултиране, информиране и подкрепа, включително и на лицата, полагащи грижи за лицата от целевата група в домашна среда; Осигуряване на терапевтична и специализирана помощ, рехабилитация, осигуряване на подкрепа за достъп до други услуги, насочване, според индивидуалните потребности; осигуряване на подкрепа за семействата, полагащи грижи за лицата с увреждания, чрез краткосрочно настаняване в Центъра.
