The long-term planning for the reduction of flood risk on the territory of the Republic of Bulgaria is defined by the Flood Risk Management Plans (FRMPs) through Programmes of Measures developed in accordance with the requirements of Directive 2007/60/EC on the assessment and management of flood risks (Floods Directive). For the first flood risk management planning cycle, FRMPs 2016-2021 were developed for the four basin management areas (RBDs) and adopted by Council of Ministers Decisions (Nos 1103, 1104, 1105 and 1109 of 29.12.2016). FRMPs for the four RBDs will be developed for 2022-2027 and the methodological basis for the preparation of the relevant documents will be updated and improved before the development of each phase. Studies and assessments of the second FRMPs should take into account all aspects of flood risk management with a focus on prevention, protection and preparedness, taking into account the impact of climate change. The second cycle starts with an update of the preliminary flood risk assessment, on the basis of which the designated areas with significant potential flood risk (RAFRD) will also be updated. For each RUPRD, the digital landscape model and flood hazard and risk maps will be updated. FRMPs — second cycle 2022-2027 should contain measures to reduce the adverse effects of floods on human health, environment, cultural heritage, technical infrastructure and business, and measures to reduce the likelihood of flooding for each of the designated RZPRDs, as well as measures at the level of the RBD taking into account climate change. The conclusions and recommendations of the EC in line with the report on the implementation of the FD will be taken into account at each stage of the FRMP development and the involvement of stakeholders and the public will be ensured. The FRMPs will also assess progress in meeting the objectives set by the first FRMPs. (English)

    Дългосрочното планиране за намаляване на риска от наводнения на територията на Р. България се определя от Плановете за управление на риска от наводнения (ПУРН) чрез Програми от мерки, разработени в съответствие с изискванията на Директива 2007/60/ЕО относно оценката и управлението на риска от наводнения (Директива за наводненията). За първият цикъл на планиране на управлението на риска от наводнения бяха разработени ПУРН 2016 – 2021 г. за четирите района за басейново управление (РБУ) и същите са приети с Решения на Министерски съвет (№ 1103, 1104, 1105 и 1109 от 29.12.2016 г.). За периода 2022-2027 г. ще се разработят ПУРН за четирите РБУ, като преди разработването на всеки етап ще бъде актуализирана и подобрена методическата основа за изготвянето на съответните документи. Проучванията и оценките във връзка с вторите ПУРН следва да отчетат всички аспекти на управлението на риска от наводнения с фокус върху предотвратяването, защитата и подготвеността, отчитайки влиянието на изменението на климата. Вторият цикъл започва с актуализация на предварителната оценка на риска от наводнения, въз основа на която ще се актуализират и определените райони със значителен потенциален риск от наводнения (РЗПРН). За всеки РЗПРН ще бъде актуализиран цифровия модел на релефа и картите на заплахата и риска от наводнения. ПУРН - втори цикъл 2022-2027 следва да съдържат мерки за намаляване на неблагоприятните последици от наводнения за човешко здраве, околна среда, културно наследство, техническа инфраструктура и стопанска дейност и мерки за намаляване на вероятността от наводнения за всеки един от определените РЗПРН, както и мерки на ниво РБУ, вземайки предвид изменението на климата. На всеки от етапите при разработване на ПУРН ще се отчетат изводите и препоръките на ЕК в съответствие с доклада за изпълнението на ДН и ще се осигури участието на заинтересованите страни и обществеността. В ПУРН ще бъде направена и оценка на напредъка по изпълнението на поставените цели с първите ПУРН. (Bulgarian)
