The implementation of horizontal policies in Bulgaria poses a number of challenges for the administration, related to setting adequate strategic objectives, monitoring the implementation and evaluating their impact. The main tools for achieving horizontal policy objectives are strategy papers. An essential element of the strategic planning process is the setting of measurable indicators in the strategy papers, which assess the achievement of their objectives. There is a problem to what extent the implementation of the indicators set out in the strategy papers actually contributes to the achievement of policy objectives. In this regard, there is a need to assess the wider impact of policies, at a stage following the implementation of the indicators of the individual strategy papers. The main objective of the project is to improve the process of policy implementation in Bulgaria. The main target groups of the project will be the units in the administration responsible for the implementation, monitoring and reporting of horizontal policies. The project will include two main activities. An analysis of the effects of several horizontal policies will be carried out. The analysis will examine the implementation of the strategy papers relevant to these policies and try to assess the impact of policies after the implementation of the relevant strategy papers. As a result of the problems identified and the lessons learned, recommendations for improving the policy implementation process will be prepared. A Methodology for assessing the effect of horizontal policies will be prepared at a later stage. The methodology will offer appropriate means — economic, econometric, statistical, sociological or other — to support the work of the administration in assessing the impact of policies. The project activities are expected to lead to an improved policy implementation process and, at a later stage, increased effectiveness and efficiency of the policies themselves. Реализирането на хоризонталните политики в България поставя редица предизвикателства пред администрацията, свързани с поставянето на адекватни стратегически цели, мониторинга на изпълнението и оценката на техния ефект. Основните инструменти за постигане на целите на хоризонталните политики са стратегическите документи. Съществен елемент от процеса по стратегическо планиране е залагането на измерими индикатори в стратегическите документи, чрез които се оценява постигането на заложените в тях цели. Съществува проблем доколко изпълнението на залаганите в стратегическите документи индикатори реално допринася за постигането на целите на политиките. В тази връзка има необходимост от извършване на оценка на ефекта от политиките в по-широк план, на етап, последващ изпълнението на индикаторите на отделните стратегически документи. Основната цел на проекта е подобряване на процеса по реализиране на политиките в България. Основните целеви групи на проекта ще бъдат звената в администрацията, отговорни за изпълнението, мониторинга и отчитането на хоризонталните политики. Проектът ще включва две основни дейности. Ще бъде извършен анализ на ефекта от няколко хоризонтални политики. Анализът ще проучи изпълнението на стратегическите документи, отнасящи се към тези политики и ще се опита да оцени ефекта от политиките след изпълнението на съответните стратегически документи. В резултат на идентифицираните проблеми и направените изводи, ще бъдат изготвени препоръки за подобряване на процеса по реализиране на политиките. На следващ етап ще бъде изготвена Методика за оценка на ефекта на хоризонталните политики. Методиката ще предложи подходящи способи – икономически, иконометрични, статистически, социологически или други, които да подпомагат работата на администрацията при извършването на оценки за ефекта от политиките. Дейностите по проекта се очаква да доведат до подобрен процес на реализиране на политиките, а на следващ етап - повишена ефективност и ефикасност на самите политики. (Bulgarian)
