    The general objective of Sibiu - Pitesti motorway as defined in the MPGT, is to improve the economic efficiency of the Romanian transport network by improving the traveling time between Sibiu and Pitesti and implicitly improving the connectivity at the regional level. The objective of the corridor is to provide direct access to the Black Sea through a unitary motorway profile as well as to other European countries through border connections. The new motorway is the first to cross the Carpathian Mountains and will bring significant development opportunities for all communities from northern to southern Romania. Thus, the project aims to provide an appropriate mixture of „high quality road” infrastructure, as part of the national infrastructure network, to accommodate long distance freight and passenger traffic as well as local traffic specific to the metropolitan area, while ensuring an appropriate level of traffic safety and security. After the project is finalized, it will contribute to the accomplishment of the general objective of POIM, 2014-2020, Priority Axis no. 1 Improving mobility by developing the TEN-T and subway network, Specific Objective 1.1: “Increasing mobility on the central TEN-T road network”. The specific objectives of the project are: - the construction of 53.38 km of 2x2 new motorway section, including including 6 road junctions, 28 bridges and overpasses, 10 viaducts, 1 tunnel, 1 parking area, 2 service areas, 3 Coordination and Maintenance Center. The project is intended to achieve the following general objectives: • Improvement of infrastructure, with direct impact on improving quality of life and living environment; • Contribution to establishment of appropriate conditions for sustainable economic growth in the region; • Increase in competitive power of the economy for achieving a higher sustainable growth; • Support for national, regional and social development and cohesion; • Integration of the national transport system into the transport network of the EU by providing the missing link of TEN-T Rhine – Danube corridor in Romania; • Improvement of performance of the national and TEN-T road network by increasing travel speeds and reducing travel time and operating costs; • Provision of sufficient capacity to cater for the predicted increase in transport of passengers and goods, international and local, resulting from development of the regional and national economy; • Ensuring safe and comfortable travel as a result of high quality infrastructure and removing transit traffic from the urban areas; • Reduction of exposure of people living along the existing national road to air pollution, noise and traffic accidents. The implementation of the project will lead to the achievement of the result indicator 2S1- average travel time on the core TEN-T network within Priority Axis 1: “Improve mobility through the development of the TEN-T network and of the urban underground transport”.     L’objectif général de l’autoroute Sibiu — Pitesti, tel que défini dans le MPGT, est d’améliorer l’efficacité économique du réseau de transport roumain en améliorant le temps de déplacement entre Sibiu et Pitesti et en améliorant implicitement la connectivité au niveau régional. La nouvelle autoroute est la première à traverser les Carpates et offrira d’importantes possibilités de développement pour toutes les communautés du nord au sud de la Roumanie. Ainsi, le projet vise à fournir un mélange approprié d’infrastructures routières de haute qualité, dans le cadre du réseau national d’infrastructures, pour accueillir le trafic de marchandises et de voyageurs longue distance ainsi que le trafic local spécifique à la zone métropolitaine, tout en garantissant un niveau approprié de sécurité et de sûreté du trafic. Une fois le projet finalisé, il contribuera à la réalisation de l’objectif général de POIM, 2014-2020, axe prioritaire no 1 Améliorer la mobilité en développant le réseau RTE-T et le réseau de métro, objectif spécifique 1.1: «Accroître la mobilité sur le réseau routier central du RTE-T». Les objectifs spécifiques du projet sont les suivants: — la construction de 53,38 km de 2x2 nouveau tronçon d’autoroute, y compris 6 jonctions routières, 28 ponts et passages supérieurs, 10 viaducs, 1 tunnel, 1 parking, 2 zones de service, 3 Centre de coordination et d’entretien. Le projet vise à atteindre les objectifs généraux suivants: • Amélioration des infrastructures, avec un impact direct sur l’amélioration de la qualité de vie et de l’environnement de vie; • Contribution à la mise en place de conditions propices à une croissance économique durable dans la région; • Renforcement du pouvoir concurrentiel de l’économie pour parvenir à une croissance durable plus élevée; • Soutien au développement et à la cohésion nationaux, régionaux et sociaux; • Intégration du système national de transport dans le réseau de transport de l’UE en fournissant le maillon manquant du corridor RTE-T Rhin — Danube en Roumanie; • L’amélioration des performances du réseau routier national et du réseau routier RTE-T en augmentant les vitesses de déplacement et en réduisant le temps de trajet et les coûts d’exploitation; • Mise à disposition d’une capacité suffisante pour faire face à l’augmentation prévue du transport de passagers et de marchandises, internationale et locale, résultant du développement de l’économie régionale et nationale; • Assurer des déplacements sûrs et confortables grâce à des infrastructures de haute qualité et à la suppression du trafic de transit des zones urbaines; • Réduction de l’exposition des personnes vivant le long de la route nationale existante à la pollution atmosphérique, au bruit et aux accidents de la circulation.
