Au regard de ces problématiques, et conformément au Programme pour l'insertion et pour l'emploi en Guyane (PIEG) adopté en 2015, l'ex-Département de la Guyane a décidé de développé une politique volontariste d’insertion sociale en faveur des bénéficiaires du RSA : 1. En renforçant le maillage territorial des interventions du Département. En effet, à ce jour, les projets développés par les partenaires locaux en faveur des BRSA, bénéficiant d’un soutien financier du Département, se concentrent principalement sur l’Ile de Cayenne et le bassin de Kourou. L'achat d'actions d'insertion par le biais d'un Marché à procédures adaptées (MAPA) doit permettre de rééquilibrer l’offre de services, notamment en faveur de l’Ouest guyanais. 2. En adaptant l’offre d’actions d’insertion aux besoins spécifiques des BRSA et des demandeurs d'emplois (DE), identifiés par les antennes locales d’insertion présentes sur l’ensemble du territoire. 29 actions sont mises en place dans le cadre du marché public lancé par le Département, réparties comme suit : * 5 actions d’insertion psychosociale: par le biais d’ateliers d’accompagnement à la santé psychique et d’ateliers de restauration de l’image/estime de soi * 24 actions d'insertion sociale soutenant l'autonomie sociale et familiale, l'initiation aux NTIC, l'accompagnement socio-professionnel, l'acquisition de savoir de base et l'apprentissage de la langue française par des ateliers FLE. Ces actions visent : * d’une part, à optimiser les démarches d’accompagnement social et professionnel des bénéficiaires du RSA/DE * Permettre aux BRSA/DE d’acquérir des connaissances de base et favoriser la cohésion sociale. * renforcer l'autonomie des BRSA/DE Grace à ces dispositifs, les usagers prennent conscience de leurs potentialités et de leurs compétences, et reprennent confiance en eux. Cela recrée une dynamique autour des individus et leur permet d’engager une réelle démarche d’insertion sociale et professionnelle. (French)

To date, the projects developed by the local partners in favour of the BRSAs, supported by the Department, mainly focus on the Isle of Cayenne and the Kourou Basin. The purchase of integration shares through a contract with adapted procedures (MAPA) must help to rebalance the supply of services, particularly in favour of the West of Guyana. 2. Adapting the offer of integration measures to the specific needs of the BRSAs and jobseekers (DEs), identified by the local integration offices present throughout the territory. 29 actions are implemented within the framework of the public procurement launched by the Department, broken down as follows: * 5 psychosocial integration actions: through psychological health support workshops and workshops to restore image/self-esteem * 24 social integration actions supporting social and family autonomy, introduction to NTICs, socio-professional support, basic knowledge acquisition and French language learning through FLE workshops. These actions are aimed at: * on the one hand, to optimise the social and professional support of the beneficiaries of the RSA/DE * To enable the BRSA/DE to acquire basic knowledge and promote social cohesion. * strengthen the autonomy of BRSA/DE thanks to these devices, users become aware of their potential and their skills, and regain confidence in them. This recreates a dynamic around individuals and allows them to engage in a real process of social and professional integration. (English)
