This project covers revitalisation of the town of Lizshoulder Wmiński for land in the vicinity of the town of Orneckij. Within the investment, the project area will be developed for recreational purposes. The main purpose of the facility will be to ensure the right conditions for an active leisure time, to improve the physical and health status of the local community and to promote active lifestyle. The project provided for the following material scope of the investment: playground playground, outdoor chamber, climbing wall, multifunctional sports field, fence, lighting, WC. In line with this list, the recreational elements of the project (playground, gym, climbing wall and pitch) and the necessary ambient infrastructure, including the fence, lighting and toilet facilities, can be identified. This confirms the comprehensive character of the project, as the material scope of the actions envisaged covers all issues related to the creation of a fully functional urban area of high social and recreational value. The project included in the project will ensure full availability of the revamped area for all sections of society. According to the analysis of the conditions of the project in question, as set out in the feasibility study, all costs falling within the material and financial scope of the project are eligible costs and are necessary for the proper implementation of the project. The scope of the project is in line with the Rules of Procedure of the Competition under Measure 8.1 of the Regional Operational Programme for Warmińsko-Mazurskie Province 2014-2020. The ‘recreational infrastructure’ project was included in the list of projects of ERDF ROP WiM 2014-2020 dedicated to Measure 8.1. Przedmiotowy projekt obejmuje działania rewitalizacyjne obszarów miasta Lidzbark Warmiński dla terenów w pobliżu ul.Orneckiej. W ramach inwestycji obszar projektu zostanie zagospodarowany na cele rekreacyjne. Głównym celem obiektu będzie zapewnienie prawidłowych warunków dla aktywnego spędzania wolnego czasu, poprawa sprawności fizycznej i stanu zdrowia społeczności lokalnej oraz promocja aktywnego trybu życia. W ramach projektu przewidziano następujący zakres rzeczowy inwestycji: plac zabaw, siłownia zewnętrzna, ścianka wspinaczkowa, wielofunkcyjne boisko, ogrodzenie, oświetlenie, WC. Zgodnie z powyższą listą można wskazać na elementy rekreacyjne przedmiotowego projektu (plac zabaw, siłownia, ścianka wspinaczkowa i boisko) oraz niezbędną infrastrukturę otoczenia, w tym ogrodzenie, oświetlenie i toaleta. Powyższe potwierdza kompleksowy charakter projektu, gdyż zakres rzeczowy planowanych działań obejmuje wszystkie zagadnienia związane z utworzeniem w pełni funkcjonalnego obszaru miejskiego o wysokich walorach społecznych i rekreacyjnych. Uwzględniona w projekcie infrastruktura towarzysząca (sanitarna, elektryczna) gwarantują pełną dostępność zrewitalizowanego obszaru dla wszystkich grup społecznych. Zgodnie z analizą uwarunkowań przedmiotowego projektu przedstawioną w treści Studium Wykonalności, wszystkie koszty wchodzące w zakres rzeczowo-finansowy przedsięwzięcia stanowią koszty kwalifikowane i są niezbędne do właściwej realizacji projektu. Zakres projektu jest zgodny z Regulaminem konkursu w ramach Działania 8.1 Regionalny Program Operacyjny Województwa Warmińsko – Mazurskiego na lata 2014-2020. Projekt „Infrastruktura rekreacyjna” został ujęty w Wykazie Projektów Pozakonkursowych EFRR RPO WiM 2014-2020 dedykowanych dla Działania 8.1. Ponadto przedmiotowy projekt został wpisany na listę Ponadlokalnego Programu Rewitalizacji Sieci Miast CITTASLOW Województwa Warmińsko-Mazurskiego. (Polish)
