The project is a parallel project for the oil recovery research and testing environment (application No 306677). This project will carry out the works, as well as the purchase of machinery and equipment, necessary for the safe execution of the test pool commissioning and pool tests. The project involves competitive tendering of suppliers and selection of services and equipment that are most economically efficient and best suited to the purpose. As a result of the investments, the old sewage pool will be used for research purposes. Protection measures have been taken to ensure that the use of the correct oil in the test pond does not harm the environment or the users of the pool. The investments enable the emergence of a completely new kind of research infrastructure, which produces new product development and service ideas and enables research activities to grow also internationally. The investments required by the basin are limited, as the area and its ready-made structures can be utilised. The acquisitions required for research concern measuring equipment, tanks for oil handling and storage, pumps and filters, and additional sources of power. The largest single investment is directed to the coating of the pool with a geomembrane film. This ensures tightness and easy cleaning of the pool. The coating also prevents oil from being absorbed into the concrete walls of the pool, which will be significant in the future when the pool may be dismantled or dismantled. The activities made possible by the investments will have a significant impact on minimising the impact of environmental damage to maritime transport through product development and research in oil recovery. The test basin increases knowledge and environmental knowledge, which contributes to the rapid management of environmental damage, thereby minimising the time of action of the oil discharge, the dissolution of oil in the aqueous phase, absorption into the soil and the evaporation of harmful compounds. The project also explores the recovery of collected oil waste and low-carbon disposal methods. The re-use of existing infrastructure is resource-wise, both economically and ecologically. Through these measures, the project supports the horizontal principles and sustainable development outlined by the European Regional Development Fund. The pool will increase the potential for new products and services, increase collaboration with higher education institutions, companies, public administration, universities and other research institutes, producing high-quality applied research and basic research. The objectives of the project are in line with the objectives of the Kymenlaakso Provincial Programme, Kymenlaakso Smart Specialisation RIS3 and the Baltic Sea Strategy. After piloting the test environment, the operation of the test pool will continue as part of the RDI activities of the South-Eastern Finland University of Applied Sciences as one of its research environments in the Logistics and Maritime RDI printing sector, of which oil prevention was one of the strategic priorities of 2017. In addition to Xamk’s own RDI work, the test environment is offered as a research and testing service to oil recovery operators, companies, public authorities and other research institutes. Future applications from the testing centre will focus on testing new petroleum products and new equipment and methods to enter the market. In the future, the activities may be extended to chemical damage. In addition, the Kymenlaakso Rescue Department uses the area for its own internal training and training. Product development opportunities increase the attractiveness of the Kymenlaakso region in the eyes of oil recovery equipment and process developers. The implementation of the project also takes into account the horizontal principles of gender equality and equality. The project follows Xamk’s equality and equality plan, which is in line with the objectives of the Structural Funds programme. Hanke on rinnakkaishanke Öljyntorjunnan tutkimus- ja testausympäristö -hankkeelle (hakemusnro 306677). Tässä hankkeessa toteutetaan testialtaan käyttöönotton ja siinä tehtävien allaskokeiden turvallisen toteuttamisen edellyttämät rakennusurakat sekä kone- ja laitehankinnat. Hankkeessa kilpailutetaan toimittajat sekä valitaan kokonaistaloudellisin sekä tarkoitusta parhaiten vastaavat palvelut ja laitteet. Investointien tuloksena vanha jätevesiallas saadaan tutkimuskäyttöön. Suojaustoimenpiteillä on varmistettu, ettei oikean öljyn käyttämisestä testialtaassa aiheudu haittaa ympäristölle eikä allasta käyttäville. Investoinnit mahdollistavat täysin uudenlaisten tutkimusinfrasturtuurin synnyn, joka tuottaa uusia tuotekehitys- ja palveluideoita sekä mahdollistaa tutkimustoiminnan kasvattamisen myös kansainvälisesti merkittäväksi. Altaan vaatimat investoinnit ovat vähäisiä, sillä aluetta ja sen valmiita rakenteita voidaan hyödyntää. Tutkimustoiminnan edellyttämät hankinnat kohdistuvat mittalaitteisiin, öljyn käsittelyyn ja varastointiin tarvittaviin säiliöihin, pumppuihin ja suodattimiin sekä lisävoimanlähteisiin. Suurin yksittäinen investointi suunnataan altaan pinnoittamiseen geomembraanikalvolla. Tämä takaa altaan tiiviyden ja helpon puhdistettavuuden. Pinnoite myös estää öljyä imeytymästä altaan betoniseinämiin, mikä on merkittävää tulevaisuudessa altaan mahdollisen käytöstä poiston tai purkamisen tullessa ajankohtaiseksi. Investointien mahdollistamalla toiminnalla on öljyntorjunnan tuotekehityksen ja tutkimuksen myötä merkittävä vaikutus meriliikenteen ympäristövahinkojen vaikutusten minimointiin. Testiallas lisää tietoa ja ympäristöosaamista, jonka edesauttaa ympäristövahinkojen nopeaa hallintaa, jolloin öljypäästön vaikutusaika, öljyn liukeneminen vesifaasiin, imeytyminen maaperään ja haitallisten yhdisteiden haihtuminen minimoidaan. Lisäksi hankkeessa tutkitaan kerätyn öljyjätteen hyötykäyttöä ja vähähiilisiä loppukäsittelymenetelmiä. Olemassa olevan infran uudelleen hyödyntäminen on resurssiviisasta sekä taloudellisesti että ekologisesti. Näillä toimenpiteillään hanke tukee Euroopan aluekehitysrahaston linjaamia horisontaalisia periaatteita ja kestävää kehitystä. Testiallas lisää uusien tuotteiden ja palvelujen syntymahdollisuuksia, lisää yhteistoimintaa korkeakoulun, yritysten, julkishallinnon, yliopistojen sekä muiden tutkimuslaitosten kanssa tuottaen laadukasta soveltavaa tutkimusta sekä perustutkimusta. Hankkeen tavoitteet ovat yhteneviä Kymenlaakson maakuntaohjelman, Kymenlaakson älykkään erikoistumisen RIS3-strategian ja Itämeristrategian tavoitteiden kanssa.Testiympäristön pilotoinnin jälkeen testialtaan toimintaa jatketaan osana Kaakkois-Suomen ammattikorkeakoulun TKI-toimintaa yhtenä sen tutkimusympäristöistä Logistiikan ja merenkulun TKI-painoalalla, jonka yhdeksi strategiseksi kärjeksi öljyntorjunta nostettiin 2017. Xamkin oman TKI-työn lisäksi testiympäristöä tarjotaan tutkimus- ja testauspalveluna öljyntorjuntatoimijoille, yrityksille, viranomaisille ja muille tutkimuslaitoksille. Testialtaan tulevat käyttökohteet painottuvat jatkossa uusien markkinoille tulevien öljytuotteiden sekä uusien laitteiden ja menetelmien testaamiseen. Tulevaisuudessa toimintaa voidaan laajentaa koskemaan kemikaalivahinkoja. Lisäksi Kymenlaakson pelastuslaitos käyttää aluetta omaan sisäiseen koulutukseen ja harjoitteluun. Tuotekehitysmahdollisuudet lisäävät Kymenlaakson alueen kiinnostavuutta öljyntorjunnan laite- ja menetelmäkehittäjien silmissä.Hankkeen toteutuksessa huomioidaan myös horisontaaliset periaatteet sukupuolten välisestä tasa-arvosta ja yhdenvertaisuudesta. Hankkeessa noudatetaan Xamkin tasa-arvo- ja yhdenvertaisuussuunnitelmaa, joka on linjassa rakennerahasto-ohjelman tavoitteiden kanssa.
