The project will identify the needs created by the large-scale investment both during the construction phase and during the production phase. Forest In provides companies and communities with information on opportunities for business development, the need for new business sectors and services in Kemijärvi. The project supports business networking, skills and business development through information, events and workshops. The project clearly follows the development guidelines set out in the National Bioeconomy Topic Project and the Lapland Agreement to promote livelihoods, well-being, employment and competitiveness. The project implements Finland’s national decisions and international commitments, as well as the EU’s objectives on sustainable development and low-carbon objectives enshrined in the Structural Fund programme. With the project’s support, East Lapland and Lappish companies receive work orders, can develop and grow their business and strengthen their skills. The project will create new companies, link companies to the international growth industry of biorefining, create new processing and business opportunities and partnerships and jobs in companies in the north. Forest In implements the objectives of the ASE development clusters and the Arctic Smartness Exellence development strategy for local SMEs, for example by promoting low-carbon raw material processing chains, as well as the Arctic special expertise and business of local SMEs in major international projects. The manufacturing project is managed by the Eastern Lapland municipal association, which includes Kemijärvi, Salla, Savukoski, Pelkosenniemi and Posio. Forest In-hanke tukee itälappilaisten ja lappilaisten pk-yritysten osallistumista biotuotetehtaan rakentamiseen ja toiminnan käynnistämiseen Kemijärvelle. Boreal Bioref Oy valmistelee biotuotetehtaan 950 miljoonan euron investointia Kemijärvelle (päätös syksyllä 2018.) Päätöstä odotettiin syksylle 2018. Tämä hetkisen tilannetiedon valossa rakentaminen voi käynnistyä syksyn 2020 aikana. Kaksi vuotta kestävä rakentamisvaihe tuo noin 2700 työpaikkaa. Valmis jalostamo tarjoaa työtä suoraan noin 200 henkilölle. Biojalostamon myötä syntyy Itä-Lappiin yli 1100 pysyvää työpaikkaa eri aloille. Jalostus käyttää raaka-aineena pohjoissuomalaista harvennuspuuta ja haketta 2,8 miljoonaa kuutiota vuodessa.Rakentamisvaiheessa ja tuotannon myötä Kemijärvelle ja Itä-Lappiin muodostuu runsaasti erilaisten palveluiden kysyntää, tarvetta eri alojen yrityksille ja julkisille palvelutuottajille.Forest In - Palvelutarve ja – resurssit Itä-Lapin metsäteollisuuden investoinneissa – hankkeella kartoitetaan alueen ja maakunnan yritysten palvelupotentiaalit, -laatu, -referenssit, -kyky ja -halu Boreal Biorefin rakennusvaiheen ja toiminnan aikaiseen toteuttamiseen. Hankkeella selvitetään suurinvestoinnin luomat tarpeet sekä rakentamisaikana että tuotantovaiheessa. Forest In tuottaa yrityksille ja yhteisöille informaatiota yritysten kehittämismahdollisuuksista, uusien yritysalojen ja palveluiden tarpeesta Kemijärvellä. Hanke tukee tiedolla, tilaisuuksilla ja työpajoilla yritysten verkostoitumista, osaamisen ja liiketoiminnan kehittämistä. Hanke informoi biojalostamon rakentamisvaiheista ennakoivasti pk-yrityksiä ja myös julkisen palvelun tuottajia (kunnat, maakunta,valtio, yhteisöt). Hankeen palveluista tuotetaan yleis- ja yhteystietoinformaatio internetsivuille. Forest In -hanke tukee ajantasaisella ja rakentamisvaiheiden ennakointitiedolla myös koulutus- ja tutkimustyön kohdentamista yrityksissä, logistiikkaa, pääprosessin tuotteina muodostuvien sivutuotteiden jalostuksen kehittymistä, kestävää kehitystä, seudun ja maakunnan ekologista ja ekonomista kestävyyttä.Forest In toteuttaa konkreettisesti Suomen biotalousohjelman tavoitteita kestävästä kehityksetä. Hanke noudattaa selkeästi valtion biotalouskärkihankkeen ja Lappi-sopimuksen mukaisia kehittämislinjauksia elinkeinojen, hyvinvoinnin, työllisyyden ja kilpailukyvyn edistämiseksi.
