According to the Ministry of Economic Affairs and Employment, Uusimaa’s share of the technical assistance for the programme is approximately EUR 4.2 million for the whole programming period, i.e. approximately EUR 600 000 per year. The tasks of the intermediate body are determined by the Government Decree on the Development of Regions and the Management of Structural Funds (356/2014). The Uusimaa Union brings together the tasks of the intermediate body of the Structural Funds programme from the whole of Southern Finland, i.e. from the associations of Southwest Finland, Kymenlaakso, Häme, Päijät-Häme and South Karelia. According to the Regulation, the Union of Uusimaa, as intermediate body, is responsible for (1) the decisions granting and paying the aid; (2) for the recovery of aid unduly paid as a result of irregular expenditure and for other corrective measures; (3) for the provision of information and communication to the public, applicants, potential beneficiaries and beneficiaries in its territory, in accordance with the managing authority’s communication strategy; 4) monitoring of projects; (5) administrative and on-the-spot verifications of expenditure paid to beneficiaries; (6) confirming the legality of expenditure paid to beneficiaries once a year to the certifying authority; 7) to assist the managing authority in the work of the monitoring committee and to prepare programme implementation reports to the European Commission.In accordance with Article 7 of the European Regional Development Fund (ERDF) Regulation, 5 % of ERDF resources have been earmarked for sustainable urban development in Finland. Sustainable urban development is achieved through the implementation of the Integrated Territorial Investment (ITI) principle. The strategy for sustainable urban development is called 6Aika — Open and Smart Services. It has been drawn up and implemented by the largest cities in Finland, the so-called six cities, namely Helsinki, Espoo, Vantaa, Oulu, Tampere and Turku. Kestävää kasvua ja työtä 2014 – 2020 Suomen rakennerahasto-ohjelman tekninen tuki on 3 % ohjelman rahoituskehyksestä eli yhteensä noin 77,97 miljoonaa euroa koko ohjelmakaudella. Tästä koko ohjelman yhteisiin (tietojärjestelmä, arviointi, viestintä ja MYR) ja keskushallinnon kuluihin arvioidaan käytettävän noin 40,1 miljoonaa euroa. Alueille eli rakennerahastoihin erikoistuneille ELY-keskuksille ja koordinoiville maakunnan liitoille jaettavana olisi noin 37,8 miljoonaa euroa. Työ- ja elinkeinoministeriön alustavan mukaan Uudenmaan liiton osuus ohjelman teknisestä tuesta on noin 4,2 miljoonaa euroa koko ohjelmakaudella eli noin 600 000 euroa vuodessa. Välittävän toimielimen tehtäviä määrittää valtioneuvoston asetus alueiden kehittämisestä ja rakennerahastotoiminnan hallinnoinnista (356/2014). Uudenmaan liittoon on koottu rakennerahasto-ohjelman välittävän toimielimen tehtävät koko Etelä-Suomesta eli Uudenmaan lisäksi Varsinais-Suomen, Kymenlaakson, Hämeen, Päijät-Hämeen ja Etelä-Karjalan liitoista. Asetuksen mukaan Uudenmaan liitto välittävänä toimielimenä vastaa:1) tuen myöntämis- ja maksatuspäätöksistä;2) sääntöjenvastaisten menojen johdosta tehtävästä aiheettomasti maksetun tuen takaisinperinnästä ja muista korjaavista toimenpiteistä;3) tiedotuksesta ja viestinnästä yleisölle, hakijoille, mahdollisille tuensaajille ja tuensaajille toimialueellaan hallintoviranomaisen viestintästrategian mukaisesti; 4) hankkeiden seurannasta;5) tuensaajille maksettujen menojen hallinnollisista ja paikan päällä tehtävistä varmennuksista;6) tuensaajille maksettujen menojen lainmukaisuuden vahvistamisesta todentamisviranomaiselle kerran vuodessa; 7) hallintoviranomaisen avustamisesta seurantakomiteatyössä ja ohjelman täytäntöönpanokertomusten laatimisesta Euroopan komissiolle.Euroopan aluekehitysrahastoa (EAKR) koskevien asetuksen artiklan 7 mukaisesti Suomessa on korvamerkitty käytettäväksi 5 % EAKR-varoista kestävään kaupunkikehittämiseen. Kestävä kaupunkikehittäminen toteutetaan ns. yhdennettyjen alueellisten investointien (ITI) periaatetta noudattamalla. Kestävän kaupunkikehittämisen strategia on nimeltään 6Aika – Avoimet ja älykkäät palvelut. Sen ovat laatineet ja sitä toteuttavat Suomen suurimmat kaupungit, niin sanotut kuutoskaupungit eli Helsinki, Espoo, Vantaa, Oulu, Tampere ja Turku. Uudenmaan liitto toimii välittävänä toimielimenä ja vastaa 6Aika-hankkeiden ohjelmanmukaisuus- ja laillisuusharkinnasta. (Finnish)
