Les missions d'Assistance Technique réalisées par le département de l'Allier concernent la bonne gestion de l'axe 3 du PON FSE. La cellule FSE assure les missions de pilotage de la subvention globale du département de l'Allier. Plusieurs appels à projet ont été lancés pour financer les opérations FSE en 2016 et 2017. La cellule FSE assure l’appui à la gestion des opérations cofinancées au profit des porteurs de projet, elle réalise l'instruction des dossiers et assure les missions de mise en œuvre des contrôles des opérations cofinancées (notamment les visites sur place et les contrôles de service fait). Le département de l’Allier en tant qu’organisme intermédiaire s’engage à réaliser l’ensemble des missions nécessaires pour assurer la bonne gestion de l’enveloppe de FSE déléguée. Ainsi l’ensemble des missions effectuées par la Cellule FSE est éligible à l’Axe 4 « Assistance technique » du Programme Opérationnel National FSE. (French)

The ESF cell is responsible for steering the overall grant of the Department of Allier. Several calls for projects were launched to finance ESF operations in 2016 and 2017. The ESF cell provides support for the management of co-financed operations for the benefit of project promoters, it investigates the files and carries out the tasks to implement controls on co-financed operations (including on-the-spot visits and service checks carried out). The Department of Allier as an intermediate body undertakes to carry out all the tasks necessary to ensure the proper management of the delegated ESF envelope. Thus all the missions carried out by the ESF Cell are eligible for Axis 4 “Technical Assistance” of the ESF National Operational Programme. (English)
