    L’Accompagnement pour l’Emploi des Jeunes AEJ-XL 2019-2021 est un dispositif qui s’adressera à des jeunes de moins de 26 ans confrontés à des difficultés sociales et\ou professionnelles **et qui sont sans emploi, ne sont ni en formation, ni en études (NEET)** mais _**volontaires pour s’engager dans un parcours vers l’emploi et l’autonomie**_ (inscrits ou non comme demandeurs d’emploi). Les objectifs de l’AEJ-XL 2019-2021 sont de : * ****Repérer et orienter** les jeunes intéressés vers le dispositif** * ****Proposer un** **accompagnement global partenarial, renforcé et personnalisé** pour aider ces jeunes dans leur parcours d’insertion sociale et professionnelle.** * ****Améliorer et conforter** la collaboration entre les différents acteurs de l’insertion des jeunes.** ****Le repérage, l'** **orientation** et l' **accueil** des jeunes en vue de leur participation à l’action **se feront en collaboration avec tous les partenaires au contact des jeunes. Ces derniers pourront mettre en relation les jeunes avec le dispositif à l’aide à d’une fiche d’orientation adressée au référent AEJ-XL du secteur et\ou par contact téléphonique avec celui-ci. Les jeunes et leurs parents peuvent aussi directement saisir le dispositif. **Dès l'orientation une première rencontre sera rapidement organisée entre le référent, le jeune et si possible le partenaire qui l’a orienté, pour** : \- Vérifier son éligibilité (âge, qualité de NEET, difficultés…), \- Evaluer l’adéquation de ses besoins et attentes avec l’aide qui peut lui être proposée, \- S’assurer de son adhésion à l’offre d’accompagnement. Si la participation du jeune est envisageable, **une seconde rencontre** lui sera proposée avec le référent AEJ-XL pour : \- Convenir du contenu et des modalités de l'accompagnement, \- Décider d’un commun accord, de l’entrée du jeune dans le dispositif. Celle- ci sera alors formalisée par la **Co signature d’un contrat d'engagement réciproque (CER)** qui fixe les étapes, les objectifs et la durée de l’accompagnement convenu (4 mois minimum proposés, avec possible renouvellement). * 650 Contrats d'engagement seront attendus. Pour cela **les moyens seront renforcés de 2,5 postes supplémentaires** , il y aura donc 6,5 référents Accompagnement pour l’Emploi des Jeunes du Département des Landes qui interviendront pour le repérage et l'accompagnement sur les territoires suivants : * Secteur de l'agglomération de Dax, * Secteur de l'agglomération de Mont de Marsan, * Secteur de la Côte Nord : communautés des communes de Mimizan et des Grands Lacs et les communes limitrophes. * Secteur Côte sud : Communautés des communes de Maremne Adour Côte sud et du Seignanx et les communes limitrophes. Ces référents s’appuient sur la **méthodologie d’intervention** de leur service de rattachement, à savoir la Prévention Spécialisée Départementale, pour mener à bien leur action. **Les spécificités de cet accompagnement reposent sur :** 1. La place du jeune **au "cœur de son parcours",** il en est acteur et **ses attentes et besoins sont pris en compte,** 2. **une disponibilité des référents :** **Facilement joignables** (dotés d’un téléphone portable professionnel **), réactifs, sachant se rendre disponibles pour rencontrer les jeunes autant que nécessaire et au besoin pour les accompagner physiquement dans leurs diverses démarches** (sociales et professionnelles) **et menant des accompagnements pouvant s’effectuer hors horaires habituels de travail** (très tôt le matin, en soirée, voir le samedi), les référents peuvent être amenés à rencontrer les jeunes dans leur milieu de vie (village, quartier, domicile) et sur les lieux de mise en situation professionnelle. Ce type d’approche, **allié à un accueil convivial, informel et non aseptisé** vise à faciliter l’accroche relationnelle avec des jeunes souvent en désaffection avec les accompagnements « classiques ». La **confiance** est indispensable pour accompagner ces jeunes.
