The operation is based on the workshops of a system already in place: the resource places of Narbonne, Lézignan-Corbières and Port la Nouvelle carried by the Aude CIDFF in charge of accompanying the beneficiaries of the RSA, it proposes an expansion of the public (beneficiaries of the social minima and job seekers) and a strengthening of existing workshops and support: The Existing: Since July 2009 the RSA scheme has entered into force to meet two objectives: ‘guaranteing an increase in income and complementing the resources of those who derive limited income from their work; and encourage the resumption of activity”. In this context, the Places Resources Insertion are tasked to promote the removal of “brakes likely to compromise the success of the journey, help beneficiaries to consolidate their social and professional integration” (source: site Specifications Resources Insertion) The “Insertion Resource Places” is a mechanism funded by the Departmental Council of Aude which tries to bring together professionals working in the fields of everyday life in one place. The aim of such an organisation is to enable SSA beneficiaries who face difficulties in their integration process to find assistance. In this way, within the Insertion Resource Places, professionals support users in the following areas: \- access to rights \- housing \- employment/recovery and acquisition of skills, in particular key competences \- acquisition of new skills called “key” \- health/empowerment (autonomy, self-esteem...) The social accompaniors of the Places Insertion make a diagnosis of the situation of the person being welcomed. Following this diagnosis, they inform and guide the beneficiaries on a voluntary basis. In the same way, they can establish a personalised integration pathway with the latter. Among the support tools offered are workshops: road code, computer, basic knowledge at the rate of half or one day per week and per Location Resources Insertion. The highest value of ESF funding: Jobseekers with more than 12 months of enrollment in Pôle Emploi, beneficiaries of the social minimums (RSA, ASS), young people under 26 years of age, without qualifications, who have been out of the school system for at least 6 months, and persons who have a disability worker’s recognition will be directed to these actions at the request of a social worker or at their request. The aim is to offer enhanced support on the orientation of the partners. Depending on the diagnosis, it proposes the integration of a workshop or the 2 workshops in a course logic, with individual follow-up. Actions \- Computer workshop, ownership, office automation The discovery of the IT tool allows the development of transversal skills through the IT tool: word processing, Internet. In addition, today access to a computer becomes essential: research and update Employment department, declaration of resources to CAF... \- Job Research Technical Workshop, TRE Engaging an approach to employment: be available for a professional approach and acquire basic skills. This service must enable the beneficiaries to be autonomous in their integration procedures by means of the IT tool. At the end of this workshop, beneficiaries familiar with the computer will be able to communicate and navigate the various sites useful for their return to work journey. They will also be in possession of tools (cv, application letter, etc.) enabling them to take concrete steps to find a job. (English)

    L'opération s'appuie sur les ateliers d'un dispositif déjà en place : les lieux ressources de Narbonne, Lézignan-Corbières et Port la Nouvelle portés par le CIDFF de l'Aude en charge de l'accompagnement des bénéficiaires du RSA, elle propose un élargissement du public (bénéficiaires des minima sociaux et Demandeurs d'emploi) et un renforcement des ateliers et de l'accompagnement existant : L'existant : Depuis juillet 2009 le dispositif du RSA est entré en vigueur pour répondre à deux objectifs : « garantir une augmentation des revenus, et compléter les ressources de ceux qui tirent de leur travail des revenus limités ; et encourager la reprise d'activité ». Dans ce cadre les Lieux Ressources Insertion sont missionnés pour favoriser la levée des « freins susceptibles de compromettre la réussite du parcours, aider les bénéficiaires à consolider leur insertion sociale et professionnelle » (source : cahier des charges des Lieux Ressources Insertion) Les « Lieux Ressources Insertion » constituent un dispositif financé par le Conseil Départemental de l'Aude qui tente de réunir dans un même endroit des professionnels intervenant sur les champs de la vie quotidienne. L'objectif d'une telle organisation est de permettre aux bénéficiaires du RSA qui rencontrent des difficultés dans leur démarche d'insertion de trouver une aide. De cette manière, au sein des Lieux Ressources Insertion, des professionnels soutiennent les usagers dans les domaines suivants : \- accès aux droits \- logement \- emploi / valorisation et acquisition de compétences notamment les compétences clés \- acquisition de nouvelles compétences dites « clés » \- santé / empowerment (autonomie, estime de soi...) Les accompagnateurs sociaux des Lieux Ressources Insertion réalisent un diagnostic de la situation de la personne accueillie. Suite à ce diagnostic, ils informent et orientent, sur la base du volontariat, les bénéficiaires. De la même manière, ils peuvent établir avec ces derniers un parcours d'insertion personnalisé. Parmi les outils d'accompagnement proposés se trouvent des ateliers : code de la route, informatique, savoirs de base à raison d'une demi ou d'une journée par semaine et par Lieu Ressources Insertion. La plus value du financement FSE : Les demandeurs d'emploi de plus de 12 mois d'inscription à Pôle Emploi, les bénéficiaires des minima sociaux (RSA, ASS), les jeunes de moins de 26 ans, sans qualification, sortis depuis au moins 6 mois du système scolaire et les personnes qui ont une reconnaissance de Travailleur Handicapé seront orientés sur ces actions à la demande d'un travailleur social ou à leur demande. Il s'agit de proposer un accompagnement renforcé sur orientation des partenaires. Il propose en fonction du diagnostic l'intégration d'un atelier ou des 2 ateliers dans une logique de parcours, avec un suivi individuel. ACTIONS \- Atelier informatique, prise en main, bureautique La découverte de l'outil informatique permet de développer des compétences transversales au travers de l'outil informatique : traitement de texte, Internet. En outre, aujourd'hui l'accès à un ordinateur devient incontournable : recherches et actualisation Pôle Emploi, déclaration de ressources à la CAF... \- Atelier Technique de Recherche d'Emploi, TRE Engager une démarche vers l'emploi : être disponible pour une démarche professionnelle et acquérir des compétences de base. Cette prestation doit permettre aux bénéficiaires d'être autonomes dans leurs démarches d'insertion par le biais de l'outil informatique. A l'issue de cet atelier, les bénéficiaires familiarisés à l'ordinateur seront capables de communiquer et de naviguer sur les différents sites utiles à leur parcours de retour à l'emploi. Ils seront également en possession d'outils (cv, lettre de candidature...) leur permettant d'engager des démarches concrètes de recherche d'emploi. (French)
