    Le projet porte sur l'amélioration de l'efficience des parcours d'insertion des bénéficiaires du RSA par un appui technique aux professionnels de l'insertion. Ce projet se décline en deux types d'appui. **Appui aux Référents RSA : environ 400 référents RSA répartis sur les Pôle Emploi du Département, les services sociaux du Département, les CCAS et associations conventionnées** * _Appui et conseil_ auprès des référents RSA pour dynamiser les parcours d’insertion dans une logique de coopération. Les sollicitations portent sur un ou des questionnements des professionnels afin de garantir la cohérence et la continuité des parcours d’insertion. Ces sollicitations sont réalisées de manière prioritaire via le portail RSA par tout référent RSA du Département. Les professionnels du Bureau Action Insertion mobilisent l'ensemble des outils nécessaires pour apporter une réponse au référent et améliorer la cohérence des parcours d'insertion. * Animation des _comités d’insertion_ : les coordonnateurs d'insertion animent mensuellement 7 comités d’insertion réunissant des Référents RSA et éventuellement des structures d’insertion afin de mutualiser les informations sur la situation d’allocataires du RSA dont le parcours d’insertion nécessite d’être dynamisé, conforté ou réorienté. Ces comités permettent la garantie d’une cohérence et d’une continuité du parcours d’insertion, de venir en appui aux structures référents RSA (apport de connaissance des actions du PDI) mais aussi aux structures d’insertion (préconiser des actions portées par les structures d’insertion conventionnées dans le cadre du PDI). * _Participation aux comités de validation dans le cadre de l’accompagnement global_ _pilotés par Pôle Emploi :_ démarrage en septembre 2016. Partenariat formalisé par une convention entre la direction de la Solidarité départementale du Conseil départemental et Pôle emploi. L’accompagnement global est piloté par un conseiller Pôle Emploi dédié et accompagné par le travailleur social référent du demandeur d’emploi. Les coordonnateurs d'insertion participent à la validation de l'entrée des personnes dans l'accompagnement global. Cette action permet de réaliser des actions qui ne seraient pas mise en place sans l'appui du FSE. Par ailleurs une attention particulière sera portée par les animateurs d'insertion et les coordonnateurs d'insertion sur la mise en place, le suivi et l'évolution des plateformes d'évaluation pour l'insertion professionnelle. Ce dispositif ayant une place centrale dans la mise en oeuvre du programme départemental d'insertion 2016/2018 et 2019/2021. Nouveautés 2018 : * Mise en place de 10 comité de structures sur le territoire du Mans. Ces comités de structures sont des **lieux d’échanges et de coordination entre le Département et les actions d’insertion** dans le but de favoriser une suite de parcours d’insertion.
