The operation consists of experimenting with new methods of enhanced support and complementing the offer of integration towards people who are beneficiaries of the RSA who are furthest away from employment. Enhanced support means a sustained frequency of interviews and at first “do with” the person, certain steps, if necessary, starting from what is important to him in his life project. **Objectives** -Valorise and develop the resources of the person in a path of social and or professional integration \- Clarify, validate and accompany a project of social and/or professional integration This is an individual support that can be based on the local offer of collective actions in the social, cultural or health field and on the accompanying devices towards and in employment (upgrade workshops, immersion courses in work...) People are directed on prescription of the ALIS referent RSA of the City of Rennes and the 7 CDAS operating in the communes of the countries of Rennes, of Vallons and of Vilacelian. Following this requirement, an initial tripartite interview (ALI-Referents RSA/CIP/beneficiary) is organised, in a place close to the people’s home (CCAS, CDAS, town hall, media library...) or in the premises of the AREP. Based on the expectations and needs of the person, it is necessary to define together the objectives, the content and the possible follow-up at the end of the support. At the end of the interview, the person may decide not to proceed with this proposal. The duration of an accompaniment is about 6 months, renewable 1 time after validation of the RSA Technical Panel. The accompanying arrangements include weekly contacts and at least 12 interviews (tripartite interviews, CIP interviews or psychologists, physical accompaniment in steps or towards collective actions or integration workshops). With regard to the target audience, faced with situations of social vulnerability or instability, it is essential to be part of an experimental accompanying approach based on the following principles: go to people, take the time to listen, adapt to the temporality of people and rely on the networking of many social, integration and health actors. This flexibility will result in periods of “suspension” if necessary. These periods will have to be taken into account at the time of invoicing by allowing a possible overrun of the 6 months. The challenge is to do everything possible to prevent the risks of failure or failure that are contrary to the objective sought. The interim and final reviews are key moments to project themselves into the stages of the integration pathway after the end of this support. The unique situations will be studied during the meetings of the departmental monitoring committee and teaching sources to best adjust the support arrangements and monitoring tools of the operation.     L’opération consiste à expérimenter de nouvelles modalités d’accompagnement renforcé et à compléter l’offre d’insertion en direction des personnes, bénéficiaires du RSA, les plus éloignées de l’emploi. Un accompagnement renforcé signifie une fréquence soutenue d’entretiens et dans un premier temps de « faire avec » la personne, certaines démarches, si nécessaire, et en partant de ce qui est important pour elle dans son projet de vie. **Objectifs** -Valoriser et développer les ressources de la personne dans un parcours d’insertion sociale et ou professionnelle \- Clarifier, valider et accompagner un projet d’insertion sociale et/ou professionnelle Il s’agit d’un accompagnement individuel qui pourra s’appuyer sur l’offre locale d’actions collectives dans le champ social, culturel ou de la santé et sur les dispositifs d’accompagnement vers et dans l’emploi (ateliers de remise à niveau, stages d’immersion dans le travail…) Les personnes sont orientées sur prescription des ALIS référents RSA de la Ville de Rennes et des 7 CDAS intervenant sur les communes des pays de Rennes, de Brocéliande et des Vallons de Vilaine. Suite à cette prescription, un entretien tripartite initial (ALI-Référents RSA/CIP/bénéficiaire) est organisé, dans un lieu proche du domicile des personnes (CCAS, CDAS, mairie, médiathèque…) ou dans les locaux de l’AREP. A partir des attentes et des besoins de la personne, il s’agit de définir ensemble les objectifs, le contenu et les suites possibles à la fin de l’accompagnement. La personne peut à l’issue de cet entretien décider de ne pas donner suite à cette proposition. La durée d’un accompagnement est d’environ 6 mois, reconductible 1 fois après validation de l’instance technique RSA. Les modalités d’accompagnement intègrent des contacts hebdomadaires et au moins 12 entretiens (entretiens tripartites, entretiens CIP ou psychologue, accompagnements physiques dans des démarches ou vers des actions collectives ou ateliers d’insertion). Au regard du public visé, confronté à des situations de vulnérabilités sociales ou d’instabilité, il est primordial de s’inscrire dans une démarche expérimentale d’accompagnement en s’appuyant sur les principes suivants : aller vers les personnes, prendre le temps d’une écoute, s’adapter à la temporalité des personnes et s’appuyer sur la mise en réseau de nombreux acteurs du social, de l’insertion et de la santé. Cette souplesse se traduira par des périodes de « suspension » si nécessaire. Ces périodes seront à prendre en compte au moment de la facturation en autorisant un dépassement éventuel des 6 mois. L’enjeu est de tout mettre en œuvre pour prévenir les risques de rupture ou de situations d’échecs qui sont contraires à l’objectif recherché. Le bilan intermédiaire et le bilan final sont des moments clés pour se projeter dans les étapes du parcours d’insertion après la fin de cet accompagnement.
