The PLIE path reference is the sole and permanent contact point for the participants entrusted to him. Each course is co-built with the participant, and its route referent is the guarantor. This reference is based in Noisy-le-Sec within the Employment House, community equipment, composed of the employment services of the agglomeration and the services of the branch of the local youth employment mission of Noisy-le-Sec, near the RSA City Project (located at CCAS in a nearby building). The tasks of the referent shall be defined by a specification within which he undertakes to: to ensure the reception of the participant, to draw up a socio-professional diagnosis, to define with the participant the stages of the course, to ensure their implementation, to deal with any obstacles and social difficulties of the participant, drawing on all the relevant local actors, preparing the exit to employment and ensuring follow-up during the first six months, contributing to the construction, monitoring and evaluation of the scheme, participating in the construction of territorial mobilisation or training actions adapted to the participants of the PLIE. The referee monitors the quality of the support of the participant in the agreement. It regularly intervenes with operators, participates in the balance sheets and informs the PLIE of the content of its procedures. The referent informs the PLIE very regularly and very precisely about the actions of the participant. The referent shall participate in internal meetings of its structure and in the meetings of the PLIE. It is informed of the development and activities of the PLIE. It uses the services and information made available to him to enrich the journeys. The referent is placed under the hierarchical and functional authority of the Head of the Directorate for Social Cohesion. It has an individual office, computer equipment (computer, printer and high-speed Internet connection), a direct telephone line, access to fax and photocopier of the service.     L'action consiste à mettre en oeuvre, grâce à l'intervention de référents de parcours, un accompagnement individualisé et renforcé des participants, basé sur une approche globale de la personne avec la mobilisation de tous les moyens disponibles sur le territoire. Le référent de parcours PLIE est l'interlocuteur unique et permanent des participants qui lui sont confiés. Il construit le parcours d'insertion des participants du PLIE puis les accompagne tout au long de ce parcours vers un emploi durable. Chaque parcours est co-construit avec le participant, et son référent de parcours en est le garant. Ce référent est basé à Noisy-le-Sec au sein de la Maison de l'emploi, équipement communautaire, composée des services emploi de l'agglomération et des services de l'antenne de la mission locale pour l'emploi des jeunes de Noisy-le-Sec, à proximité du Projet de Ville RSA (situé au CCAS dans un bâtiment voisin). Les missions du référent sont définies par un cahier des charges au sein duquel il s'engage à : assurer l'accueil du participant, élaborer un diagnostic socio-professionnel, définir avec le participant les étapes du parcours, s'assurer de leur mise en oeuvre, traiter les éventuels freins et difficultés sociales du participant en s'appuyant sur l'ensemble des acteurs locaux compétents, préparer la sortie vers l'emploi et assurer le suivi pendant les 6 premiers mois, contribuer à la construction, au suivi et à l'évaluation du dispositif, participer à la construction d'actions territoriales de mobilisation ou de formation adaptés aux participants du PLIE. Le référent veille a la qualité de l'accompagnement du participant en convention. Il intervient régulièrement auprès des opérateurs, participe aux bilans et informe le PLIE du contenu de ses démarches. Le référent informe le PLIE très régulièrement et très précisément des actions du participant. Le référent participe aux réunions internes à sa structure et aux réunions du PLIE. Il est informé du développement et des activités du PLIE. Il utilise les services et informations mis à sa disposition pour enrichir les parcours. Le référent est placé sous l'autorité hiérarchique et fonctionnelle du responsable de la Direction de la cohésion sociale. Il dispose d'un bureau individuel, du matériel informatique (ordinateur, imprimante et connexion Internet haut débit), d'une ligne téléphonique directe, d'un accès au fax et à la photocopieuse du service.
