However, in view of the extension of the Régie’s approval throughout the entire sector of the City of Dole and as a result of a city market (maintenance of green spaces and cleanliness) contracted for three social districts in the territory, which are also poor, the Bureau, in consultation with the elected representatives (community and agglomeration), decided to extend the scope of recruitment and action of the board to the districts concerned. Each participant encounters proven difficulties in accessing employment and is subject to a prescription before entering the operation. Persons are employed in contracts assisted in CDDI over 6 months renewable within the limit of 2 years (from 20 to 30 hrs weekly with a large predominance of contracts at 2 p.m.). The Workshop operates in permanent entrances and exits (each departure resulting in a new recruitment); the team of neighbourhood operators thus has 13 people in “cruising speed”, with the aim of increasing the “cruise” staff to 16/17 employees by 2017. The support activities of the workshop are: maintenance of green spaces, urban cleanliness, landscape work, bulk removal, composting areas, gardening.     **Actions prévues et architecture de l'opération** L'opération s'inscrit dans l'axe 3 du Programme Opérationnel National FSE 2014-2020, intitulé "Lutter contre la pauvreté et promouvoir l'inclusion" , elle est centrée sur l'objectif spécifique n° 1 : "Augmenter le nombre de parcours intégrés d'accès à l'emploi des publics très éloignés de l'emploi en appréhendant les difficultés rencontrées de manière globale". Elle correspond à l'axe 1 du programme départemental d'insertion : "développer l'accompagnement socio-professionnel visant l'accessibilité à l'emploi." L'opération permettra de consolider l'offre d'insertion portée par la Régie en soutenant la mise en oeuvre des parcours individualisés et renforcés vers l'emploi au sein de l'Atelier Chantier d'Insertion ainsi qu'en consolidant les efforts engagés par la structure pour s'adapter aux mutations économiques à l'oeuvre sur le bassin d'emploi du Grand Dole. L'opération est composée d'une seule action comprenant 2 volets l'un est centré sur l'accès à la formation, l'autre sur l'accès à l'entreprise. Ainsi, les 2 volets composant l'opération, prenant appui sur le développement, l'évaluation et la valorisation des compétences acquises au sein du chantier, poursuivent les objectifs complémentaires suivants : **1- Favoriser les entrées en formation (au sens large)** **2- Faciliter l'accès à l'emploi (au secteur concurrentiel ainsi qu'aux collectivités employeurs ou SIAE locales)** **A noter :** Nous avons choisi de proposer ces 2 volets au sein d'une seule et même action car l'ensemble des salariés Régie pourra être concerné par ces 2 volets (il ne s'agit pas en effet de positionner une part des publics sur le volet 1 et une autre part sur le volet 2) ainsi, les effectifs bénéficiant des 2 volets ne sont pas cumulatifs dans le suivi des participants. L'opération sera menée sur l'année civile 2017 et s'adressera très prioritairement aux publics les plus fragiles (DELD, bénéficiaires de minima sociaux en veillant à la représentation de groupes plus particulièrement éloignés de l'emploi : personnes d'origine étrangère, public jeune, femmes, tous résidant sur le quartier particulièrement paupérisé des Mesnils Pasteur). L'opération consiste en un accompagnement socio professionnel renforcé dans le cadre d'un Atelier Chantier d'Insertion. De 17 à 22 personnes seront accompagnées sur 2017 (NB Certaines personnes accompagnées en 2016 poursuivront leurs parcours sur 2017). Toutes les personnes recrutées résidaient initialement sur le quartier ZUS des Mesnils Pasteur où se concentrent les difficultés socio économique détaillées plus haut . Cependant, au regard de l'extension de l'agrément de la Régie sur tout le secteur de la Ville de Dole et en conséquence d'un marché ville (entretien espaces verts et propreté) contractualisé pour 3 quartiers sociaux du territoire, eux aussi paupérisés, le Bureau, en concertation avec les élus (collectivité et agglomération), a décidé d'étendre le périmètre de recrutement et d'action de la régie aux quartiers concernés. Chaque participant, rencontre des difficultés avérées d'accès à l'emploi et fait l'objet d'une prescription avant son entrée sur l'opération. Les personnes sont salariées en contrats aidés en CDDI sur des durées de 6 mois renouvelables dans la limite de 2 ans (de 20 à 30 h00 hebdomadaires avec une large prédominance des contrats à 26 h00 hebdo.). L'Atelier fonctionne en entrées et sorties permanentes (chaque départ entraînant un nouveau recrutement) ; l'équipe d'opérateurs de quartier compte ainsi 13 personnes en "vitesse de croisière", l'objectif étant de porter l'effectif "croisière" à 16/17 salariés sur 2017. Les activités support de l'atelier sont : l'entretien des espaces verts, la propreté urbaine, les travaux paysagers, l'enlèvement d'encombrants, le suivi d'aires de compostage, le jardinage. L'accompagnement renforcé est réalisé par 2 salariés permanents ; l'Encadrant Technique d'Insertion, l'Accompagnatrice Socio-Professionnelle en lien étroit avec le directeur dont la fiche de poste intègre un volet "accompagnement et suivi des projets d'insertion". L'accompagnement prend appui tant sur l'acquisition de compétences "métier" que sur le travail mené sur les freins à l'emploi, compris dans le cadre d'une approche globale de la personne. Au total, près de 2 500 h de travail seront consacrées à l'opération, réalisées par L'ETI sur la totalité de son temps de travail (1ETP) ainsi que par l'ASP (à hauteur de 60% de son temps de travail ) et le directeur sur une partie de son temps de travail au sein de la structure.
