This project responds to the ESF departmental call for projects of 29 March 2016 concerning axis 3 — OS2 Lot 3 Enhanced mobilisation of employers in favour of assisted contracts, facilitating public access to a wide range of professional choices and job opportunities. It is based on the need to incentivise and energise voluntary employers to enable them to meet recruitment needs through the finalisation of contracts assisted by a public (M/F) in professional integration. Indeed, it is based on the principle of equal opportunities and non-discrimination, particularly in terms of access to employment. This project will be carried out in accordance with operational strategies and methods adapted to the Department ' s socio-economic configuration, while respecting the particularities of its different territories. The proposed methods take into account several years of experience in managing job placement and assisted contracts using several levers over different levels of intervention. CEDIs’ experience in this field makes it possible to base itself on an up-to-date file of 3,771 structures which have established, at least, a period of business and/or an assisted contract with its services, including: 286 for the Dracénoise Area, 96 for Cœur du Var, 2204 for Provence Méditerranée, 324 for Var East, 63 for Haut Var Verdon, 48 for the Territory of Fayence, 100 for the Gulf of Saint Tropez, 382 for Provence Verte and 268 for the neighbouring departments. CEDIS facilitators carried out 1033 guidance to SIAE structures in 2015. This is a proactive approach to increasing employment opportunities for a public (H/F) facing multiple barriers such as mobility, qualification, availability, duration of inactivity, disability, gender discrimination in relation to certain occupational sectors or age. To do this, we propose to: * Contact professional branches and trade unions, federations, employers’ associations and associations, consular chambers and zones of territorialised economic activities to make the scheme known, and to identify new professional sectors and potential employers. * Relaunch former contract users assisted on the basis of our company file in order to reactivate an accompanying approach in identifying their current recruitment needs based on a systematic evaluation tool to codify the quality of the structure in terms of mentoring, compliance with agreements, utility to the beneficiary (M/F) keeping the history of the partnership. * Inform accounting firms, privileged interlocutors of SMEs-SMI and TPE as support and advisors to their clients, * Starting with the department’s town halls, local authorities, communities of municipalities including those who have established contracts with social clauses, associations of mayors in order to develop the offer of local employment in particular in the non-market sector, groups of employers (areas of commercial or industrial activities) * To monitor economic development by territory: press review, contact, Maison de l’emploi (MDE), partners, economic development services, communication services, to identify and target any project that generates job creation in order to integrate the beneficiaries of the RSA (M/F) before the recruitment process. * Set up an information system on assisted contracts and job placement periods using different channels and adapted supports for voluntary employers and RSA (H/F) beneficiaries (plaquettes, internet, events, information meetings, outreach, telephone surveys, company visits).     Ce projet répond à l'appel à projet départemental FSE du 29 mars 2016 concernant l'axe 3 - OS2 Lot n°3 Mobilisation renforcée des employeurs en faveur des contrats aidés, facilitation de l'accès des publics à une large palette de choix professionnels et d'opportunités d'emplois. Il est basé sur la nécessité d’inciter et de dynamiser les employeurs volontaires pour leur permettre de répondre à des besoins de recrutement par la finalisation de contrats aidés d’un public (H/F) en insertion professionnelle. De fait, il s'appuie sur le principe d'égalité des chances et de non discrimination notamment en terme d'accès à l'emploi. Ce projet va se réaliser selon des stratégies et des méthodes opérationnelles adaptées à la configuration socio-économique du Département dans le respect des particularités de ses différents territoires. Les méthodes proposées tiennent compte de plusieurs années d’expérience de la gestion des mises en situations professionnelles et des contrats aidés en utilisant plusieurs leviers sur différents niveaux d’intervention. L'expérience du CEDIS dans ce domaine permet de se baser sur un fichier actualisé de 3 771 structures qui ont établi à minima une Période en entreprise et/ou un contrat aidé avec ses services dont : 286 pour l'Aire Dracénoise, 96 pour Cœur du Var, 2204 pour Provence Méditerranée, 324 pour Var Est, 63 pour Haut Var Verdon,48 pour Territoire de Fayence, 100 pour Golfe de Saint Tropez, 382 pour Provence Verte et 268 pour les départements limitrophes. Les animateurs CEDIS ont effectué 1033 orientations vers les structures des SIAE en 2015. Il s’agit d’une démarche proactive permettant de multiplier les opportunités de mise à l’emploi pour un public (H/F) confronté à des freins multiples tels que la mobilité, la qualification, la disponibilité, la durée d’inactivité, le handicap, la discrimination liée au genre par rapport à certains secteurs professionnels ou à l'âge. Pour cela, nous proposons de : * Contacter les branches et syndicats professionnels, fédérations, associations et groupements d'employeurs, chambres consulaires et zones d'activités économiques territorialisées pour faire connaitre le dispositif, et identifier de nouveaux secteurs professionnels et employeurs potentiels. * Relancer des anciens utilisateurs de contrats aidés sur la base de notre fichier entreprises afin de réactiver une démarche d’accompagnement dans l’identification de leurs besoins en recrutements actuels en se basant sur un outil d'évaluation systématique permettant de codifier la qualité de la structure en terme de tutorat, de respect des conventions, d'utilité pour le bénéficiaire (H/F) en gardant l'historique du partenariat. * Informer auprès des cabinets comptables, interlocuteurs privilégiés des PME-PMI et TPE en qualité de soutien et de conseillers de leurs clients, * Démarcher auprès des mairies du département, collectivités territoriales, communautés de communes y compris ceux ayant établis des marchés comportant des clauses sociales, associations des maires afin de développer l’offre d’emploi locale en particulier dans le secteur non marchand, groupements d'employeurs (Zones d'activités commerciales ou industrielles) * Assurer une veille sur le développement économique par territoire : revue de presse, contact, Maison de l'emploi (MDE), partenaires, services de développement économiques, services communication, pour identifier et cibler tout projet engendrant des créations de postes afin d’intégrer les bénéficiaires du RSA (H/F) en amont du processus de recrutement. * Mettre en place un dispositif d’information concernant les contrats aidés et les périodes de mises en situation en milieu professionnel selon différents canaux et supports adaptés en direction des employeurs volontaires et des bénéficiaires RSA (H/F) (plaquettes, internet, manifestations, réunions d’information, démarchage, prospections téléphoniques, visites en entreprise). Participation à des forums et des colloques : nous participons déjà aux Forums de l’emploi à Rians, à Aups, au Beausset, à Sanary, « au Cœur de l’emploi » au Luc, Forum Hôtellerie/Commerce à Saint Maximin, Le Forum de l’emploi-formation à l’espace Azur au Beausset, Salon Crea’pro à Brignoles, Le Salon pour l’emploi à l’espace Saint-Nazaire à Sanary-sur-Mer...Ce dispositif d'information mettra en avant l'égalité entre les hommes et femmes et la lutte contre toute forme de discrimination (information sur le site, plaquette d'information...). * Utiliser le dispositif des périodes de mises en situation en milieu professionnel comme outil de rapprochement entre l’employeur et le bénéficiaire (H/F) dans l’optique d’optimiser les chances de recrutement dans le respect des obligations réglementaires. * Accompagner les employeurs dans la définition de besoins de recrutement pour leur structure y compris par la définition précise de profils de poste, et les parcours de formation en promouvant les candidatures (H/F) hétérogènes. * (French)
