In addition, the PLIE will have to offer at least two thirds of the participants a situation of paid employment as part of their career. These objectives reflect the political will of the signatories of the PLIE to allow through this scheme to offer the target audiences a quantitative coverage rate of around 10 % of the needs. **\- Tender Specifications for Enhanced and Individualised Support** The PLIE’s intervention is based on the action of Path References responsible for the construction and monitoring of the integration paths of participants towards employment. Participants are positioned on the actions by the prescribers described above. In the event that the person is selected for the action, he or she automatically becomes a participant in the PLIE. Les objectifs quantitatifs du PLIE pour la période 2015-2020 ont été fixés en tenant compte à la fois de l’offre et de la demande d’emploi sur le territoire, des résultats obtenus par les PLIE précédents en termes d’intégration et de sortie et d’un niveau de « productivité » réaliste des référents de parcours en charge de l’accompagnement renforcé des participants. Dans ce contexte, le PLIE de l’agglomération Clermontoise se fixe pour objectif pour la période 2015-2020 d’intégrer 400 personnes nouvelles par an, soit de l’ordre de 3.100 personnes accompagnées sur la période 2015-2020 de 6 années, pour un objectif final d’au moins 50 % de sorties sur emploi durable (CDI et CDD de plus de 6 mois), entrées en formation qualifiante ou créations d’activité, dans l’hypothèse d’une durée moyenne de parcours de 20 mois. En outre, le PLIE devra proposer au moins à deux tiers des participants une mise en situation de travail salarié dans le cadre de leur parcours. Ces objectifs reflètent la volonté politique des signataires du PLIE de permettre par le biais de ce dispositif de proposer aux publics cibles un taux de couverture quantitative des besoins de l’ordre de 10% environ. **\- Cahier des charges de l’accompagnement renforcé et individualisé** L’intervention du PLIE est articulée autour de l’action de Référents de parcours chargés de la construction et du suivi des parcours d’insertion des participants vers l’emploi. Les structures employeurs et les Référents de parcours s’inscrivent pleinement dans les principes et objectifs du PLIE définis ci-dessus. **Les modalités d’intervention du Référent de parcours** \- La phase d'intégration des participants sur l’accompagnement personnalisé L’orientation des publics vers le PLIE est effectuée par des prescripteurs. Ces derniers sont des personnes appartenant à une structure publique ou privée et rencontrant du public en difficulté d'insertion professionnelle (ex : élus locaux, responsables associatifs, CCAS, etc.). Les principaux prescripteurs habilités sont : • L’ensemble des services emploi et des CCAS des Communes de Clermont Communauté, • L’ensemble des agents Pôle Emploi des Agences Locales pour l’Emploi situées sur le territoire de compétence de Clermont Communauté, • Les 2 Missions Locales de Clermont et de Cournon d'Auvergne, • L’ensemble des travailleurs sociaux des circonscriptions du Département ayant compétence sur les communes de Clermont Communauté, • Les Associations Intermédiaires et les Entreprises d’Insertion implantées sur l'agglomération Clermontoise, • Les structures « opérateurs du PLIE »..., **Le dossier de candidature vers le PLIE** doit être signé par le participant potentiel et le prescripteur. Le prescripteur instruit le dossier de candidature dès lors qu’une personne avec laquelle il est en contact lui paraît, à priori, devoir bénéficier d'un accompagnement personnalisé pour réussir son insertion professionnelle. Il le transmet à la Direction du PLIE. Les participants peuvent aussi entrer sur le PLIE à l'occasion d'une action collective mise en œuvre par le PLIE. Les participants sont positionnés sur les actions par les prescripteurs décrits ci-dessus. Dans le cas où la personne est retenue pour l’action elle devient automatiquement participante du PLIE. Tous les temps passés par les référents avec les participants (bilan socio-professionnel, suivi dans l'emploi pendant 6 mois...) font partie des dépenses éligibles au FSE. Suite à cette phase de prescription, les missions du Référent de parcours sont les suivantes : • Après affectation d’un dossier de candidature par l’Equipe d’animation du PLIE, le Référent procède à des entretiens de premier accueil, en vue d’établir un bilan socioprofessionnel comportant des préconisations précises permettant à la Commission d'entrée de décider de l’orientation vers le dispositif PLIE ou vers une autre mesure. Ce Bilan socio-professionnel est présenté à la Commission de parcours. • Les entretiens des participants effectués par le référent de parcours, devront se faire à bureaux ouverts. • Il réalise cette phase dans les 6 semaines maximums qui suivent l’affectation du dossier et s’engage à recevoir le participant sur 2 rendez- vous, en moyenne, pour réaliser le bilan socio-professionnel. Le Référent s'appuiera notamment sur la méthode ODES pour motiver sa préconisation qui sera présentée lors de la commission des parcours. • Les bilans socio-professionnels sont réalisés en liaison étroite avec les prescripteurs (Agences locales pour l’emploi, Travailleurs sociaux, Missions locales…), et le Référent social du participant, s'il existe, afin de s’assurer de la qualité des informations prises en compte pour l’élaboration et la proposition de la stratégie d’insertion élaborée avec la personne et proposée à la Commission des parcours • Le Référent précise lors de cette étape les droits et engagements réciproques des cocontractants : Le participant - Le Référent du parcours - La Direction du P (French)
