The Société Anonyme de la Raffinerie des Antilles (SARA) operates a crude oil refinery of 850,000 tonnes of annual processing capacity in the Lamentin territory. Since 1969, it supplies the three French territories of America with fuel. SARA focuses on the development of the West Indies and French Guiana. It ensures the energy independence of the French departments of America by guaranteeing security of supply of petroleum products. It is the only refinery to produce fuels to European standards in the area. In accordance with its operating order, SARA has the capacity to treat and discharge its waste water. Drinking water supplied by Odyssi that is used for industrial purposes is treated and controlled before it can be discharged. In 2017, heavy rains, especially during cyclonic events, resulted in excess water exceeding the treatment capacity of about 10.000 m³. Such a quantity of water exceeding the water storage capacity of SARA had to be stored in a tank containing hydrocarbons. Local waste treatment operators are unable to treat these waters, the company has decided to export this waste to a specialist in the treatment of hydrocarbon contaminated water. This operation is therefore quite ad hoc. SARA has authorisation for cross-border shipments of waste — Notification No FR 2018 972004 (English) | |||||||||||||||
