L'opération repose sur la démolition d'un ancien foyer de travailleurs migrants, vétuste et inadapté aux besoins des publics accueillis, que la SA Hlm Coallia a acquis afin d'assurer la maitrise d'ouvrage d'un projet de démolition reconstruction, pour créer en lieu et place une résidence sociale de 90 logements et un centre d'accueil des demandeurs d'asile (CADA) de 38 logements. L'enjeu est de lutter contre l'exclusion sociale. Le projet s'inscrit dans une démarche d'amélioration d’accueil de publics précarisés, avec une offre de logements adaptés, qui favorise un accompagnement social dans un cadre apaisé et ainsi permettre l'insertion par le logement.
