Each adviser has the logistics of the structure. _Modalities for implementing the operation, phased out of the operation:_ After identifying young people who require the introduction of PLIE support, they are presented to the integration and follow-up committee in order to validate their entry into the PLIE scheme. Young people who integrate the PLIE system are accompanied by the PLIE referents, in a reinforced way, which implies regular interviews with a minimum of 4 physical contacts for a 12-month journey. The adviser will define, in collaboration with the young person, an integration pathway which may involve the implementation of different operations, financed by the ESF, the Regional Council or any other funder. The implementation of these operations must enable young people to make progress in their career paths in order to gain access to consolidated sustainable employment. Imprint sheets are signed by each young person in order to justify his or her actual presence at the interviews. Meetings are held with the advisors and the Head of Unit to oversee the action to implement possible areas of improvement. _Detail of the proposed operation:_ Each member of the Local Mission may refer a young person to the PLIE referent if he/she considers that the latter requires enhanced support in view of accessing a job. The PLIE referent receives any oriented person in order to diagnose his situation and offers him/her a contractual pathway PLIE if the eligibility criteria are proven. The situation will be presented by the referent to the integration and follow-up committee in order to validate the entry into the scheme or not. Once the integration has been validated by the committee, the PLIE referent has the young person sign an act of commitment, which formalises the enhanced contractual follow-up process. Then the referent builds a career path with the young person, taking into account his personal situation and the obstacles encountered. The construction of the route must enable young people to make progress in their autonomy and to gain access to sustainable employment. To this end, the PLIE representative will direct the young person to the various means of access to training, employment and retention. Enhanced support involves regular physical interviews with the young person via individual interviews (minimum four in 12 months) or telephone interviews. The PLIE referent must accompany the young person during his period of training, job search, etc. To do so, he can travel to the place where an operation is carried out. The referee must also follow the participants during the first six months of access to employment, in order to be able to intervene as quickly as possible in case of difficulties or constraints encountered.     Cette opération ne se compose que d'une seule action. _Moyens humains dédiés à l’opération :_ 4 conseillers en insertion sociale et professionnelle, référents PLIE, représentant 3.8 ETP. _Moyens techniques dédiés à l’opération :_ Chaque conseiller réalise ses entretiens dans un cadre confidentiel (bureau individuel équipé d’un ordinateur, téléphone, armoire de rangement fermée à clé) Dans chaque bureau un affichage avec logo FSE, les coordonnées du conseiller avec mention référent PLIE. Chaque conseiller dispose de la logistique de la structure. _Modalités de mises en oeuvre de l’opération, phasage de l’opération :_ Après repérage des jeunes nécessitant la mise en place d’un accompagnement PLIE, ces derniers sont présentés à la commission d’intégration et de suivi afin de valider leur entrée dans le dispositif PLIE. Les jeunes qui intègrent le dispositif PLIE sont accompagnés par les référents PLIE, de manière renforcée, ce qui implique des entretiens réguliers avec un minimum de 4 contacts physiques pour un parcours de 12 mois. Le conseiller définira en collaboration avec le jeune, un parcours d’insertion pouvant impliquer la mise en place de différentes opérations, financées par le FSE, le Conseil Régional ou tout autre financeur. La mise en place des ces opérations doit permettre au jeune de progresser dans son parcours d’insertion professionnelle afin d’accéder à l’emploi durable consolidé. Des feuilles d’émargement sont signées par chaque jeune afin de justifier de sa présence effective aux entretiens. Des réunions sont réalisées avec les conseilleurs et la Responsable d’antenne afin de superviser l’action de mettre en ½uvre les éventuels axes d’amélioration. _Détail de l’opération proposée :_ Chaque conseiller de la Mission Locale peut orienter un jeune vers le référent PLIE s’il estime que ce dernier nécessite un accompagnement renforcé en vu d’accéder à un emploi. Le référent PLIE reçoit toute personne orientée afin de diagnostiquer sa situation et lui propose un parcours contractualisé PLIE si les critères d’éligibilité sont avérés. La situation sera présentée par le référent plie à la commission d’intégration et de suivi en vu de valider ou non l’entrée dans le dispositif. Une fois l’intégration validée par la commission, le référent PLIE fait signer un acte d’engagement au jeune, ce qui formalise la démarche contractuelle de suivi renforcé. Puis le référent construit avec le jeune un parcours d’insertion professionnelle en tenant compte de sa situation personnelle et des freins rencontrés. La construction du parcours doit permettre au jeune d’une part de progresser dans son autonomie, et d’autre part d’accéder à l’emploi durable. Pour ce faire, le référent PLIE orientera le jeune vers les différents dispositifs d’accès à la formation, à l’emploi et à son maintien. L’accompagnement renforcé implique des entretiens réguliers avec le jeune de manière physique via des entretiens individuels (minimum quatre sur douze mois) ou téléphoniques. Le référent PLIE doit accompagner le jeune durant sa période de formation, de recherche d’emploi etc. Il peut pour cela se déplacer sur le lieu de réalisation d’une opération. Le référent doit également suivre les participants durant les six premiers mois d’accès à l’emploi, afin de pouvoir intervenir le plus rapidement possible en cas de difficultés ou contraintes rencontrées.
